President Léopold Boissier, together with his colleagues and staff, yesterday received the Head of the Military Department and Mrs Paul Chaudet, and the Head of the Political Department and Mrs F. T. Wahlen, at the headquarters of the International Committee of the Red Cross in Geneva.The two Swiss federal counsellors and their wives showed great interest in the talks which were given on the recent activities of the ICRC, and they also visited the Central Tracing Agency's card-index.

In An Essay Written In The Mid-1980S Trevor Taylor Concluded that '. . . international relations scholars show little sign of seriously considering the place of sport in global human affairs' and prescribed that 'international relations should take more account of sport . . .' We might have expected some change in the period since then, not least because the academic study of sport has established itself in such fields as politics and law and has made further advances in sociology and social history. The 'myth of autonomy' which suggested that sport should and did have little effect on other human activities has been largely undermined; indeed, we might argue that in some cases there has been an overreaction against it. Modern sport is increasingly and perhaps essentially international and has had an international dimension almost from the outset. It has developed highly autonomous international organizations, most notably the International Olympic Committee and FIFA, the international (association) football federation.

The postwar increase in the number and scope of intergovernmental organizations has meant that many fields hitherto subject to national regulation, or to bilateral agreements, are now regulated by a multilateral convention. There are other fields, however, which appear to be as yet unready, for international control. The economic regulation of international air transport is a case in point. Although air navigation principles have been internationalized since 1919, and a respectable amount of technical co-operation on safety rules has been achieved, rights to engage in air commerce between the territories of two or more states continue to be determined largely by bilateral agreements
Soll die Familienpolitik dazu beitragen, die Geburtenrate zu steigern, muss sie das Faktum berücksichtigen, dass viele Frauen eine Berufstätigkeit anstreben, und somit die Vereinbarkeit von Erwerbstätigkeit und Familie gewährleisten. D.h. unter anderem sollte das Nettoeinkommen der Familien mit Kindern ausreichend hoch sein, um eine externe Kinderbetreuung in Anspruch nehmen zu können. Zur Erhöhung des Nettoeinkommens werden in Deutschland Kindergeld bzw. Kinderfreibeträge bei der Einkommensteuer gewährt. Auch andere Länder fördern Familien mit Kindern, indem sie Kindergeld gewähren und die Familien steuerlich begünstigen. In dem Beitrag wird das Ausmaß der steuerlichen Förderung von Familien international verglichen.

The third session of the Contracting Parties to the General Agreement on Tariffs and Trade adjourned at Annecy, France on August 13, 1949 after 133 bilateral tariff negotiations had been completed by 34 countries. Although tariff schedules were not expected to be made public until late in 1949, it was reported that a special exchange agreement had been signed among the Contracting Parties, similar to the International Monetary Fund articles of agreement. The Contracting Parties not members of the Fund were required to sign a separate exchange agreement.

The Committee on International Criminal Jurisdiction appointed by the General Assembly of the United Nations met in Geneva in August, 1951. Its report, accompanied by a Draft Statute for an International Criminal Court, has been submitted to the, governments of Member States for comment before June 1, 1952.

Main description: Internationale Wanderungen von Humankapital haben sowohl Auswirkungen auf das Wachstum der aufnehmenden Volkswirtschaft ("brain gain") als auch der abgebenden Volkswirtschaft ("brain drain"). Dabei sind die Wachstums- und Wohlfahrtswirkungen in den einzelnen Ländern unterschiedlich und jeweils abhängig von den unterschiedlichen Migrationspolitiken. Dieses wird in Modellen, die der endogenen Wachstumstheorie mit technischem Fortschritt angehören, formal und ökonomisch interpretativ analysiert. Besondere Auswirkungen auf das Wachstum der abgebenden Volkswirtschaft haben selektive Immigrationsbestimmungen, da sie entweder den Imitationsprozess oder den eigenen endogenen technischen Fortschritt beeinflussen.Der global zunehmende Wettbewerb um hoch qualifizierte Arbeitskräfte, der in selektiven Immigrationsbestimmungen zum Ausdruck kommt, gefährdet insbesondere die weniger entwickelten Länder in ihrem Aufholprozess, sodass letztlich die Wohlfahrtsdifferenzen zwischen entwickelten (aufnehmenden) und weniger entwickelten (abgebenden) Volkswirtschaften erhalten bleiben oder sogar zunehmen.

"Das neue Denken geht von der Einsicht aus, daß die Erhaltung der Zivilisation zur unbedingten Voraussetzung für die Lösung jeglicher anderer, auch klassenbezogener Aufgaben geworden ist. Die heutige Welt ist, obwohl durch tiefe Gegensätze geprägt, ganzheitlich und interdependent. Neues Denken meint daher auch den Vorrang intersystemarer Kooperation. Ein von dogmatischen und sektiererischen Wucherungen befreiter Marxismus kann und muß zu diesem neuen Denken beitragen. Neues Denken bedeutet auch die Abkehr von bisherigen militärischen Sicherheitsvorstellungen und die Hinwendung zu einem umfassenden System internationaler Sicherheit. In bezug auf die revolutionäre Erneuerung der Welt bedeutet neues Denken, daß zukünftig der Kampf darum geht, welche sozialen Kräfte und Systeme die besten Beiträge zur Überwindung der Krise der Zivilisation leisten können.
