Die Krise um die Ukraine und internationale Wirtschaftssanktionen haben in Russland eine neue Welle des außenwirtschaftlichen Protektionismus ausgelöst. Der Kreml hat bereits diverse Beschränkungen für ausländische Importe erlassen. Zum Teil geht diese Welle auf Bemühungen von Interessengruppen zurück, die ihren Vorteil suchen. Zum Teil ist sie aber auch Ausdruck einer wirtschaftspolitischen Wende in Richtung einer staatlich gelenkten Importsubstitutionsstrategie. Diese Wende wird langfristige Konsequenzen haben, die eine Modernisierung der russischen Wirtschaft in Frage stellen. Zumindest derzeit gibt es aber noch keine Anzeichen für russische Bestrebungen, das Land vollständig von der Weltwirtschaft abzukoppeln oder autark zu machen. (Autorenreferat)
International audience ; Water is not a product like any other: it is the source of life. The first dimension of water, as a source of life, is culture. It primarily improves to the quality of life of the people and the communities before being a "useful product for the economy." The priority for men and communities must be the quality of the water, the air and the land. At the source of science is culture and human perception. All the facts of science and the scientific theories are based on perception. To forget this leads to Mischalleous Concreteness type of errors (ie taking for real what is abstract): science becomes disconnected from reality. The "connection to the territory" is the source of all knowledge, and only an organic (and generalistic) science, can articulate their spacialities and express their wealth while broadening the scope of their application ( Ref. 01, Whitehead, Process and Reality, 1995 , p.17, abbreviated PR17). Here the separation between "human and non-human" disappears to be replaced by an interconnection of people and things (those relations being internal as well as external). The organic approach is consistent with the statement of Redstone indigenous peoples ( Ref. 02) and the UNESCO approach between science, culture and education. Without any cultural awareness (and education), there is no science in action at the service of man. The link between science and culture is essential, through education. The science of the water cycle (precipitation from the sky, runoff, evaporation and evapotranspiration from plants, the refilling of water table and the underground waters), is the science of the organization of space ( Ref. 03: R. Lambert, 1996); Indeed: not one single development project can do without taking the flow of water into account. Im Februar 2014 begann die Welle der teils gewaltigen sozialen Proteste in Bosnien-Herzegowina. Die sozialen Forderungen der Protestierenden zeigten deutlich, dass die ethnische Frage nicht mehr den alleinigen Diskurs in Bosnien darstellt. Die Proteste können als ein Weckruf für die politischen Eliten und die Vertreter der internationalen Staatengemeinschaft verstanden werden, mit neuer Energie am Aufbau einer rationalen und funktionalen demokratischen Staatlichkeit in Bosnien-Herzegowina zu arbeiten.
In den letzten Jahren ist die Position Rußlands in den Außenhandelsbezhiehungen mit den meisten GUS-Ländern deutlich schwächer geworden, was vor allem auf den Zerfall des eiheitlichen Wirtschaftsraums der früheren UdSSR, die tiefe Wirtschaftskrise in Rußland und seinen GUS-Partnerländern sowie die Umstellung der Außenhandelsbeziehungen vieler Staaten der Gemeinschaft auf Drittländer zurückzuführen ist. Der Anteil Rußlands am Außenhandel der meisten dieser Staaten ist deutlich gesunken; dennoch bleibt das Land für einge Staaten (Belarus, Kasachstan, Moldova, die Ukraine) der wichtigste Handelspartner und liegt in dieser Hinsicht weit vor anderen Ländern. Für die Handelsbeziehungen zwischen Rußland und anderen GUS-Ländern ist in den letzten Jahren eine Verschlechterung der Handelsstruktur bezeichnend, was die Entwicklungsmöglichkeiten ernstlich hemmt. Ein weiteres charakteristisches Merkmal dieser Beziehungen ist, daß der positive Außenhandelssalto Rußlands sich deutlich reduziert und im Handel mit einigen dieser Länder soger ein Defizit entsteht. Ein wichtiger Faktor zur Festigung der position Rußlands im Außenhandel mit den GUS-Partnern könnte die konsequente Umsetzung der innerhalb der GUS unterzeichneten Abkommen über die Schaffung von Freihandelszonen und einer Zollunion sein. Gegenwärtig werden diese Möglichkeiten einer auf Integration gerichteten Zusammenarbeit allerdings nicht voll ausgeschöpft. (BIOst-Dok)
On the occasion of the 60th anniversary of the Universal Declaration of Human Rights, the objective of this research paper is to reflect on the impact that the appearance and development of International Human Rights Law has had on the functioning of different national law systems, specifically in Latin America, and to identify; some of the interesting and demanding challenges, both theoretical and practical, that this phenomenon poses to the world of law. In the analysis of these transformations, some of the questions addressed are: the juridical grounding of the former; the complex task of how to harmonize, both political and legally, the national and international instances; some practical and operative problems that have appeared with the rise of the international courts that specialise in these issues. ; El objetivo de este trabajo es realizar, con motivo del 60º aniversario de la Declaración Universal de los Derechos Humanos, algunas reflexiones iniciales sobre el impacto que el surgimiento y desarrollo del Derecho Internacional de los Derechos Humanos, está produciendo en el funcionamiento de los distintos sistemas jurídicos nacionales, especialmente en América Latina, e identificar algunos de los interesantes y arduos desafíos teóricos y prácticos que este fenómeno plantea hoy al mundo del Derecho. Al analizar estas transformaciones, se tratan cuestiones relativas a su fundamentación jurídica, a la compleja tarea de armonización política y jurídica entre instancias nacionales e internacionales en la tutela de los Derechos Humanos y a algunos problemas prácticos y operativos que se han presentado a partir del surgimiento de los tribunales internacionales especializados en esta problemática.
