El humor gráfico como herramienta de crítica: los líderes políticos internacionales en las viñetas de El País ; Graphic humour as a critical tool: international political leaders in press cartoons (El País)
El presente trabajo estudia la representación de líderes internacionales en las viñetas publicadas en El País. Se destaca, por un lado, su importancia como elemento autónomo en el análisis crítico de la actualidad y, por otro, la mayor efectividad que les otorga el uso de un humor percibido como inofensivo, que constituye en realidad una alternativa poderosa en la denuncia de la crisis de valores de la clase política contemporánea. ; This paper studies the representation of international leaders in the cartoons of the Spanish newspaper El País. It highlights, on the one hand, their importance as an autonomous element in the critical analysis of current issues and, on the other, the higher effectiveness conferred on them by humour perceived as harmless, which is, in reality, a powerful alternative for denouncing the crisis of values shown by the contemporary political class.

Annotation: in the article the necessity of teaching of international humanitarian law is grounded for the system of military and civil education which is the duty of Ukraine, in obedience to the ratified Genève Conventions in 1949 and Additional Protocols in 1977. Actuality of this industry of knowledge and educational discipline increases in the conditions of gross violation of rights, freedoms, life, health, dignity of people, pulled in the whirlwind of the armed violence on East of Ukraine. Knowledge and propaganda of ideas, positions, principles of limitation of the armed violence, in obedience to the orders of international humanitarian law, will allow to protect peaceful habitants in the area of conflict, and combatants will give legal frameworks and guarantees to be protected in moral-legal sense of the armed violence on East of Ukraine. Знание и пропаганда идей, положений, принципов ограничения вооруженного насилия, согласно предписаниям международного гуманитарного права, позволит защитить мирных жителей в зоне конфликта, а комбатантам даст правовые основы выполнения воинского долга и гарантии быть защищенными в морально-правовом отношении. ; У статті обґрунтовується необхідність викладання міжнародного гуманітарного права в системі військової та цивільної освіти, що є обов'язком України, згідно ратифікованих Женевських Конвенцій 1949 р. та Додаткових Протоколів 1977 р. A Study on the Fluctuating Trend of Export (Demand Change) of 'Garlic of India' by its Price Transformation in International Markets, Under the Time Period of 1991 to 2011
Huge percentage of population are engaged in cultivation of crops in India, that is the reason our economy is known as the agrarian economy. Looking at the importance of this sector the empirical study has been done on one of the agriculture crop that is 'garlic' which is exported by India and is the second largest producer after china it earns very good in international markets. The aim of this paper is to explore the importance of this agriculture crop (garlic) which earns a lot and become one of the main cash crop for poor farmers and also help our country to regulate the maximum share of foreign markets. It is now need of hour that government should take good care of all the cultivators of garlic and provide financial support, subsides, minimum support price by which farmers cultivate this crop more efficiently by which our economy generates well.

Risk factors and prognostic implications of diagnosis of cancer within 30 days after an emergency hospital admission (emergency presentation): an International Cancer Benchmarking Partnership (ICBP) population-based study
Background: Greater understanding of international cancer survival differences is needed. We aimed to identify predictors and consequences of cancer diagnosis through emergency presentation in different international jurisdictions in six high-income countries. Methods: Using a federated analysis model, in this cross-sectional population-based study, we analysed cancer registration and linked hospital admissions data from 14 jurisdictions in six countries (Australia, Canada, Denmark, New Zealand, Norway, and the UK), including patients with primary diagnosis of invasive oesophageal, stomach, colon, rectal, liver, pancreatic, lung, or ovarian cancer during study periods from Jan 1, 2012, to Dec 31, 2017. Data were collected on cancer site, age group, sex, year of diagnosis, and stage at diagnosis. Emergency presentation was defined as diagnosis of cancer within 30 days after an emergency hospital admission. Using logistic regression, we examined variables associated with emergency presentation and associations between emergency presentation and short-term mortality. We meta-analysed estimates across jurisdictions and explored jurisdiction-level associations between cancer survival and the percentage of patients diagnosed as emergencies. Findings: In 857 068 patients across 14 jurisdictions, considering all of the eight cancer sites together, the percentage of diagnoses through emergency presentation ranged from 24·0% (9165 of 38 212 patients) to 42·5% (12 238 of 28 794 patients). There was consistently large variation in the percentage of emergency presentations by cancer site across jurisdictions. Pancreatic cancer diagnoses had the highest percentage of emergency presentations on average overall (46·1% [30 972 of 67 173 patients]), with the jurisdictional range being 34·1% (1083 of 3172 patients) to 60·4% (1317 of 2182 patients). Rectal cancer had the lowest percentage of emergency presentations on average overall (12·1% [10 051 of 83 325 patients]), with a jurisdictional range of 9·1% (403 of 4438 patients) to 19·8% (643 of 3247 patients). Across the jurisdictions, older age (ie, 75–84 years and 85 years or older, compared with younger patients) and advanced stage at diagnosis compared with non-advanced stage were consistently associated with increased emergency presentation risk, with the percentage of emergency presentations being highest in the oldest age group (85 years or older) for 110 (98%) of 112 jurisdiction-cancer site strata, and in the most advanced (distant spread) stage category for 98 (97%) of 101 jurisdiction-cancer site strata with available information. Across the jurisdictions, and despite heterogeneity in association size (I2=93%), emergency presenters consistently had substantially greater risk of 12-month mortality than non-emergency presenters (odds ratio >1·9 for 112 [100%] of 112 jurisdiction-cancer site strata, with the minimum lower bound of the related 95% CIs being 1·26). There were negative associations between jurisdiction-level percentage of emergency presentations and jurisdiction-level 1-year survival for colon, stomach, lung, liver, pancreatic, and ovarian cancer, with a 10% increase in percentage of emergency presentations in a jurisdiction being associated with a decrease in 1-year net survival of between 2·5% (95% CI 0·28–4·7) and 7·0% (1·2–13·0). Interpretation: Internationally, notable proportions of patients with cancer are diagnosed through emergency presentation. Specific types of cancer, older age, and advanced stage at diagnosis are consistently associated with an increased risk of emergency presentation, which strongly predicts worse prognosis and probably contributes to international differences in cancer survival. Monitoring emergency presentations, and identifying and acting on contributing behavioural and health-care factors, is a global priority for cancer control. Putins Westpolitik: ein Schritt vorwärts, zwei Schritte zurück

'Mit seiner 'strategischen' Entscheidung für eine Westorientierung hat Putin einen großen Schritt vorwärts unternommen. Moskau hat den Vorstellungen Washingtons entsprochen, ein 'neues strategisches Verhältnis' vertraglich zu regeln. Seine Beziehungen zur Nato haben sich normalisiert und sind im neuen Nato-Russland-Rat institutionell verankert worden. Moskau hat der Ausdehnung des Partnerschafts- und Kooperationsabkommens zwischen EU und Russland auf die neuen EU-Beitrittsländer zugestimmt und das Kyoto-Protokoll ratifiziert. Und es arbeitet mit Washington bei der Bekämpfung internationaler terroristischer Netzwerke und bei der Verhinderung einer Weiterverbreitung von Nuklearwaffen und ihren Trägersystemen zusammen. Wie aber die Gipfelkonferenz von Bush und Putin in Bratislava im Februar 2005 und die Entwicklung der Beziehungen zur EU unterstrichen haben, ist das Verhältnis zwischen Russland und dem Westen heute wieder von wechselseitigen Irritationen und Frustrationen gekennzeichnet. Auf Pressekonferenzen nach Gesprächen westlicher Regierungschefs mit Präsident Putin, wie beispielsweise auf dem Vierergipfel in Paris im März 2005, werden zwar weiterhin Bekenntnisse zu persönlicher Freundschaft abgegeben und Fortschritte bei der Festigung 'strategischer Partnerschaften' festgestellt. Derartige Bekenntnisse werden aber in zunehmendem Maße von Besorgnis über die innenpolitische Entwicklung in Russland und ihren möglichen oder bereits sichtbaren Auswirkungen auf die russische Außenpolitik überschattet. Die vorliegende Analyse zeigt, dass Putin zwar im Verhältnis zum Westen einen großen Schritt vorwärts, in der Innenpolitik und im postsowjetischen Raum aber mehrere Schritte zurückgegangen ist, was neue Hindernisse in Russlands Verhältnis zum Westen gestellt hat.' Recientes desarrollos en la competencia consultiva del Tribunal Internacional del Derecho del Mar ; Recent developments in the advisory jurisdiction of the International Tribunal for the Law of the Sea
La Convención de Naciones Unidas sobre Derecho del Mar (CONVEMAR) mantuvo silencio respecto a la competencia consultiva del Tribunal Internacional del Derecho del Mar (TIDM) en pleno. Ya que la Sala de Fondos Marinos y Oceánicos tiene una competencia consultiva expresamente prevista, la doctrina estaba dividida acerca de si el TIDM podía emitir opiniones consultivas respecto a la CONVEMAR. Recientemente, el TIDM tuvo la oportunidad de aclarar el asunto. El 2 de abril de 2015, emitió una opinión consultiva solicitada por la Comisión de Pesquerías Subregionales. Las preguntas se relacionaban con los derechos y obligaciones de los Estados del pabellón y los ribereños en la pesca ilegal, no declarada y no regulada. La pregunta que surge es ¿por qué el TIDM decidió investirse de una competencia consultiva sobre la CONVEMAR?. El argumento que aquí se presenta es que el TIDM está expandiendo su autoridad y reputación, a fin de tener un rol efectivo en la administración y protección del régimen internacional de los océanos. En este sentido, los jueces son conscientes del contexto político y que la percepción de los Estados sobre el TIDM puede afectar su efectividad. Dado que los Estados participaron activamente durante el procedimiento, se puede inferir que entendían al asunto como relevante y con posibles consecuencias en sus intereses y derechos. Esta contribución busca desarrollar estos puntos. ; The United Convention for the Law of the Sea (UNCLOS) restricts the International Tribunal for the Law of the Sea (ITLOS) jurisdiction by remaining silent about its advisory jurisdiction. As the Seabed Disputes Chamber has an express jurisdiction to give advisory opinions, doctrine was divided as to whether ITLOS as a whole was also entitled to it. Recently, ITLOS had the opportunity to shed light on the issue. On April 2 2015, it delivered an Advisory Opinion after a request submitted by the Sub-Regional Fisheries Commission. The questions were related with the rights and obligations of flag and coastal states in cases of IUU fishing. Why ITLOS decided to entitle itself with an advisory jurisdiction? we argue that ITLOS is increasingly building and expanding its authority and reputation, in order to have an effective role in administering and protecting the international ocean regime. In that sense, judges are aware of the political context and that the perception of states over the Tribunal can affect its effectiveness. Given that states participated actively during the proceedings, it is valid to infer that they found the issue relevant and with possible consequences on their interests and rights. Even more, ITLOS interpretation of UNCLOS regarding its implicit jurisdiction, provides compelling answers regarding the position of the Tribunal in the ocean regime, and how it positions itself in the dispute settlement system.
