The government budget reflects the government's spending priorities. It is deemed important to assess whether the priorities as outlined in the proposed 2020 President's Budget are consistent with the policy pronouncements of the current administration. In this light, the study examines whether budget allocation is consistent with the priorities that the government identified in its various policy pronouncements. It also evaluates the overall fiscal picture as projected in the proposed budget and its consistency with the macroeconomic assumptions. In addition, it examines the national revenue program, which together with the national expenditure program indicates the overall fiscal health in the 2020. The budget analysis indicates the high spending priority given to social services sector and economic services sector that is consistent with the policy pronouncements of the government. Nevertheless, the budget cut in the health sector needs further inquiry.

The research expedition of the Institute of Oriental studies of the Russian Academy of Sciences has been working in Mali since 2015. Since 2017, it has been attended by employees of the State Museum of the East. The task of the expedition is to study the transformation of traditional Dogon culture in the context of globalization, as well as to collect ethnographic information (life, customs, features of the traditional social and political structure); to collect oral historical legends; to study the history, existence, and transformation of artistic tradition in the villages of the Dogon Country in modern conditions; collecting items of Ethnography and art to add to the collection of the African collection of the. Peter the Great Museum (Kunstkamera, Saint Petersburg) and the State Museum of Oriental Arts (Moscow). The plan of the expedition in January 2020 included additional items, namely, the study of the functioning of the antique market in Mali (the "path" of things from villages to cities, which is important for attributing works of traditional art). The geography of our research was significantly expanded to the regions of Sikasso and Koulikoro in Mali, as well as to the city of Bobo-Dioulasso and its surroundings in Burkina Faso, which is related to the study of migrations to the Bandiagara Highlands. In addition, the plan of the expedition included organization of a photo exhibition in the Museum of the village of Endé and some educational projects. Unfortunately, after the mass murder in March 2019 in the village of Ogossogou-Pel, where more than one hundred and seventy people were killed, events in the Dogon Country began to develop in the worst-case scenario: The incessant provocations after that revived the old feud between the Pel (Fulbe) pastoralists and the Dogon farmers. So far, this hostility and mutual distrust has not yet developed into a full-scale ethnic conflict, but, unfortunately, such a development now seems quite likely.

Drawing on Bourdieu's concept of the field of power, we examine the cross-national translation of organizational models and the strategic processes induced in recipient institutional contexts. By means of an in-depth historical case study, we demonstrate how elite strategists mobilized networks and symbolic capital to disrupt field relations and embed the US community foundation model of philanthropy in North East England. Our findings suggest that instead of simply copying alien field-level practices, strategic actors within the philanthropic field adapted and modified them to deliver fit-for-context change legitimated by support from the regional power elite. Our main contribution is to show how strategic elites drawn from different life-worlds build coalitions within the field of power to modify institutional infrastructures and embed innovative organizational models, simultaneously bolstering their legitimacy and symbolic capital. We hold that the field of power construct offers uniquely valuable insights into how strategic elites accomplish institutional change.

This article is a case study of Atlantic Philanthropies' work in Northern Ireland, where it supported three thematic intervention areas: aging; children and young people; and reconciliation and human rights. Atlantic, a limited-life foundation that has been making grants since 1982 in eight countries, will close down by 2020 and is engaged in an exit strategy. Atlantic's original funding approach involved supporting key nongovernmental organizations to drive and advocate for change; its work helped to support and consolidate the peace process in that country. Its exit strategy has involved a formal partnership arrangement with the Northern Ireland Assembly to take external interventions to scale and mainstream services previously funded through NGOs. This article draws on qualitative data gathered through interviews with key stakeholders — the funder, government officials, and NGOs — and considers the consequences of this approach for sustaining and mainstreaming policies and practices. It also offers both specific and general lessons on partnering with government as an exit strategy.

The volume will be of interest to scholars and researchers of development studies, economics, demography, sociology and social anthropology, and migration and diaspora studies.
