Wenn man die Doktrinen, welche die Internationale in der Schweiz gefördert und entwickelt hat, überblicken und würdigen will, muss man sich der besonderen Schwierigkeiten dieses Unterfangens bewusst sein, Schwierigkeiten der Grenzziehung, der Bewertung und der Auswahl. Eine verwirrende Fülle von Lehrmeinungen begegnet uns. Es gibt keine zuverlässigen Kriterien, nach denen sie sich in wichtig und unwichtig scheiden lassen, oder nach denen eine über alle Zweifel erhabene zeitliche Grenze zu ziehen wäre. Die Beschränkung auf zwei führende Doktrinäre oder Schulen, auf Johann Philipp Becker und die Jurassier, hat mehr den Sinn einer typologischen Auslese als den einer Bewertung. Becker erscheint nicht etwa als Chefideologe der Internationale, sondern als typisch für den Gegensatz zur jurassischen Schule, als der repräsentativste Vertreter der Anliegen des Londoner Generalrats, als ein Mann, der sich in dessen Gedankenwelt am intensivsten eingelebt, und der kraft seiner schriftstellerischen und brieflichen Tätigkeit einen überdurchschnittlich grossen Einfluss auf die Schweizer Sektionen der Internationale ausgeübt hat. Als Vertreter einer "Dritten Kraft", die so stark ist, dass die Internationale gezwungen ist, unablässig mit ihr Kompromisse einzugehen, wäre die altere Generation zu betrachten, ein Bürkli und Coullery. Sie bleiben aber unberücksichtigt, weil sie – im Gegensatz zu Becker – ihrer "vor-internationalen" Gedankenwelt treu bleiben. Uebergangen wird auch die jüngere Generation, etwa ein Hermann Greulich. Obschon sich die Ansütze zu einem eigenen Lehrgebäude schon in den Siebzigerjahren recht deutlich zeigen, so reift doch seine Doktrin als Ganzes erst in einer späteren Zeit aus und gehört darum nicht mehr in den Zeitraum der Ersten Internationale.
A comprehensive first introduction to international relations theories which encourages students to fully understand the purpose and function of IR theory. Readers are introduced to each IR theory and asked to consider the social, political, and historical context within which the theory emerged. Pedagogical features such as 'Think Critically' and 'Twisting the lens' provide the tools students need to apply IR theory to global issues.
Wohlfahrtsstaatliche Politik wurde bislang vorrangig mit endogenen sozioökonomischen und politischen Entwicklungen des Nationalstaates erklärt. Dieser methodologische Nationalismus ist jedoch angesichts der Europäisierung und Globalisierung moderner Wohlfahrtsstaaten überholt. Neben vertikalen Verflechtungen im europäischen Mehrebenensystem und Normsetzungsbemühungen internationaler Organisationen haben auch auf horizontaler Ebene die politischen und wirtschaftlichen Interdependenzen zwischen Nationalstaaten beträchtlich an Intensität gewonnen. Der Beitrag gibt zunächst einen Überblick über die wenigen Forschungsarbeiten, die sich dieser Perspektive widmen und macht deutlich, welche Themen und Defizite sich bisher in dieser Forschung finden lassen. Die abschließenden Überlegungen gelten den Forschungsperspektiven zu horizontalen und vertikalen Interdependenzen im Bereich wohlfahrtsstaatlicher Politik. (ICA2)
In light of current efforts at addressing the dangers of fake news, this article will revisit the international law relevant to the phenomenon, in particular the prohibition of intervention, the 1936 International Convention on the Use of Broadcasting in the Cause of Peace, and the 1953 Convention on the International Right of Correction. It will be argued that important lessons can be learned from the League of Nations' (LON) efforts in the interwar period and the UN's activities in the immediate post-WWII era, while taking into account the new challenges that arise from modern communication technology. Taking up the LON's and UN's distinction between false and distorted news, the international legal framework will be tested, in particular, against the coverage of the 2016 'Lisa case' by Russian Government-funded media. This coverage is widely considered to be fake news aimed at destabilizing Germany's society and institutions. The article argues that false news can be subject to repressive regulation in a sensible manner. Distorted news, however, will have to be tolerated legally, since prohibitions in this regard would be too prone to abuse. A free and pluralist media, complemented by an appropriate governmental information policy, remains the best answer to fake news in all its forms. Due diligence obligations to fact-check, transparency, and remedies that are effective despite difficulties in attribution, and despite a lack of universal acceptance, could likewise be conducive.
Abstract International studies, which in the twenty-first century exists as a global, multifaceted and interdisciplinary enterprise, is ready for a turn toward graphic communication. Evidence is mounting that the complexity of international studies is over and beyond what can be managed, intellectually speaking, through an approach that relies overwhelmingly on the exchange of words. Effective communication throughout international studies requires a turn toward graphic means. Thus, the Visual International Relations Project (VIRP) is introduced in this article as a pathway toward more effective conveyance between and among sectors of international studies. Work within the VIRP focuses on creation of an archive that will be available to members of the International Studies Association (ISA). Work proceeds in six sections. The first section provides an overview of the communication-related challenges facing international studies as scholarship becomes increasingly global in scope and diverse with regard to theorizing and methods applied. Section two makes the case for a visual approach to combat intellectual isolation that is intensifying as a result of communication through words alone. Along with a few alternatives in section three, the foundation for a recommended graphic turn, systemism, is introduced. Systemism emphasizes completeness and visual representation of theorizing. Section four applies a graphic method based on systemism to depict works of scholarship in a common format. Value added from visual representation of these scholarly works is demonstrated in section five, within which communication takes place between and among them. Section six sums up the contributions of the graphic approach based on systemism and explores future directions for research.
