The main research narratives of the article are: the influence of artistic strategy on the political communication in the condition of post truth; political imagination and regime of post truth; art and regime of truth; rationality of illusions in the political communication; the techniques of artistic suggestion in public dialogue. It deals with the principle of reliability, the legitimacy rituals in the hunting for the voters. It is analyzed the mythological transformation, imitative mythology of the modern medias. It is discerned the technological integration of art in religion and politics, communication actions that make its "generic" feature and the "generic" burden at the same time. Such notions as poetry, art and technology are connected with the unfolding of the techno- logical refinement in all spheres of human activity. The author explains the need of the mythological distortion as the basis for the building of reality. It deals with the PR- technology transformation as the particular case of the cultural-political project into undeniable social value. It is defined the role of the artistic and political projects as the communicative prosthesis. Simultaneously the author traces the ouster of illusion in public communication. He analyzes the mo- dalities of the communicative practice and communicative experience reduction in the socialization process as well as the technological perfection in the mythological representation. The special features of the mythological absorption as the negation of law and social subject are determined here. It is also defined the sense of the law rationality regarding the rationality of myth. ; Провідними дослідницькими наративами статті є вплив мистецьких стратегій на політичну комунікацію за умов постправди; політична уява і режим постправди; мистецтво і режим істини; раціональність ілюзій у політичній комунікації; техніки мистецької суґестії у публічному діалозі. Особливе місце посідає аналіз міфологічного перетворення реальності на ґрунті мистецьких стратегій, тема раціональності ілюзії. Проведено аналіз міфологічного перетворення реальності на основі мистецьких стратегій. Розглянуто зв'язок таких понять, як поезія, мистецтво і технологія? з розгортанням процесів технологічного вдосконалення у будь-якій сфері людської діяльності.
There is analysed base approaches in political communication researches in article. Basic directions of political communication researches abroad are considered. The specific of political communication researches in Ukraine is outlined. Стаття є відповіддю на виклики сьогодення, породжені соціальними конфліктами та процесами конфліктного протистояння в умовах гібридної війни в Україні, а також спробою простежити динаміку переходу між індивідуальним і соціальним рівнями функціонування в ситуації соціальної напруженості, що дістав назву "зміни нормативного статусу соціального акту у зв'язку із змінами соціальної системи". Розуміння предмета дослідження спирається на історично зафіксовані здобутки вивчення соціальних структур (Дж. П. Мердок, Т. Парсонс) і процесів системотворення (Г. Щедровицький, Я. Щепанськи), а також різних аспектів імовірності переходу напруженості з одного рівня соціального функціонування на інший. Застосований системний підхід означує ситуацію соціальної напруженості як реакцію на соціальні виклики: з одного боку – захисту власної автономності, з другого – опору опануванню нових пропозицій часу. Нестабільність соціальних систем та ймовірність переходу між її рівнями фіксуються за допомогою таких понять, як соціальна аномія та соціальні девіації, соціальні норми, соціальна ентропія, корупція – з їхнім впливом на найнижчий (індивідуальний) рівень соціального функціонування шляхом стигматизації процесів узвичаєння як адаптаційних механізмів співіснування в суспільстві. Визначальною особливістю цього процесу визнається закладена норма реакції на гіпотетичні зміни в соціальній системі, що забезпечує таким чином прогнозований напрям її розвитку, а також вибір засобів відповідно до потрібної інтенсивності збалансування соціальних процесів, спрямовування комунікації або на формування нормативного простору, або на його конфліктну руйнацію. Розроблена автором структурно-функціональна модель аналізу соціальних систем пропонується як пояснювальна щодо вищезазначених процесів.
In this article, we will try to trace how postindustrial socio-economic transformations and civil society relate; as the formation of post-industrial society influences the processes of political communication and the emergence of new, alternative forms of political system; as well as the interdependence of growth (due to new information technologies) of information openness, political communication and civil society.Freedom of information exchange and information openness is one of the fundamental foundations of civil society. It is the modern information and communication technologies (including the Internet and electronic media) that open up new opportunities for the free dissemination of information and mass information exchange, which may result in the formation of a fundamentally new type of democratic society. Therefore, in western countries special attention is paid to the problems of using information resources on the basis of the use of the latest information technologies, communications and telecommunications.In democratic states, the interaction of power and society, in addition to the main electoral mechanism, is based on public relations and the provision of information services to the population, as well as on the mechanism of legislative lobbying and public expression of public opinion. These mechanisms function in interaction, although they are different in essence, and in practice they are implemented in parallel, using the same methods and tools. In this exchange of information is an very important link in the system of public administration, since the completeness, quality and reliability of information used to make managerial decisions at all levels determine the correctness, efficiency and effectiveness of such decisions.Key words: postindustrial information society, civil society, political communication, «fourth power», informational transparency. ; Свобода обміну інформацією та інформаційна відкритість є однією з фундаментальних основ громадянського суспільства. The article is devoted to the analysis of media influence on social mass consciousness. Based on foreign and national scientific heritage author describes three fundamental degrees of media impact, that provide quenching the desires of members of the mass society. Research aims to show that distortion of reality in the minds of masses through the media is the consequence human choice. Density and continuity of modern communications is quite clearly shows us the trend of rapid increase in the value of timely information received. Within these realities, the communicative impact of the media is the qualitatively new phenomenon that needs proper scientific analysis and deeper understanding. As a result, quite topical scientific analysis of media influence on awareness of the average Ukrainian social reality in which it exists. The working hypothesis of our study is the assumption on which the perception of reality thoughts final recipient of the outlets are dictated operated based media owners, but is a response to the unconscious desire of recipients to participate in events without the active participation in it. Thinking the reality of the stories, articles and news, there is one member communication without the need to enter into its essence and without active intervention in the collective understanding of the events. Yet today it is a necessity without which it is difficult to imagine everyday life of the consumer media. Therefore, it is important to realize that the media can not cover completely unbiased information to us, and thus they give knowledge about reality can not be absolute. It is this aspect and leads the way coverage in the media: attempts as closely as possible to satisfy the curiosity of the recipient. Impact of media on the minds of the recipients is a certain structure, which can be roughly divided into three levels: sequence information, symbolic, symbolic and emotional pathos. Thus, in the small study we have demonstrated the great importance of understanding the influence of media on everyday human reality in which it exists. Based on the works of Bourdieu, Bryant, Thompson, Baudrillard, Dobrosklonskа, Kozlov proved a key role in reforming the media all the cultural activities of mankind. We have identified three major structural levels of media influence on public consciousness recipients: sequence information, semantic- and symbolic-emotional pathos. Consistently, the level of information associated with selective temporal resolution media to enter the sequence coverage, which creates a special pre-and post- attitude to just heard. In addition, the result of alternating blocks of information are unconscious construction of various events and information to uniqueness. On the other hand semantic-symbolic level is characterized with the leading media in shaping the mythology of mass society. Основываясь на иностранном и отечественном наследии, автор описывает три фундаментальных уровня медийного воздействия, обеспечивающих утоление желаний членов массового общества. Исследование призвано показать, что ис- кажение реальности в сознании масс есть следствие выбора человека. Структурно выделено три основных уровня влияния СМИ на массовое сознание реципиентов: последовательно-информационный, знаково-символический и пафосно-эмоциональный. Проанализировано коммуникативное наполнение интернет-медиа и продемонстрированы необходимость создания надежного средства верификации электронно-сетевого материала. It has been paid attention on the necessity of new education paradigm creation, in which the reference point is communicative component as the unifying factor of interaction between linear and nonlinear study systems, education and development and other socio-cultural systems. It has been proved that modern studies of problem questions in the sphere of education directly or indirectly are related with the communicative process, which provides not just information exchange (its coding and decoding), interchange of positions, interests and views of communication participants, complicity on solving pedagogical tasks etc., but also the transformation of social consciousness and value-personal orientations. It has been conceptually analyzed communication as phenomenon of interaction in the context of new education paradigm. The scientific discourse of the notion "communication"has beenstudied, it hasbeen accentuated on its etymological analysis. It has been found the polysemy of the term "communication", which is interpreted as connection, joining, massage, information, intercourse, relаtions, transfer etc., but the idea of unity, association, involvement, connection is a key for determining notions "communication" and "intercourse". The definitions of the term "communication" through the prism of interaction as universal unifying factor of any systems or system elements have been outlined, its various modes in the context of theories, traditions and models have been considered. It has been defined the peculiarities of the specific form of communication, common in the modern academic educational space: the virtual one. According to its nature virtual communication – dialogical, interactive, nonlinear and global – makes possible the process of transfer information instantly and in different directions. It has been emphasized that in the process of virtual interaction any communicant can be also the sender, and the addressee, and the recipient, and the moderator, and the observer consistently and simultaneously, communicating on Logic of the Network. It has been established that the key problem in formation democratic principles of the personal oriented pedagogy is the sphere of interpersonal interaction of teachers and students (pupils): overcoming contradictions as a result of coordinating the actions of participants in the educational process, which are subordinated to the general purpose, by converging different positions, views, beliefs, interests etc. It has been generalized the understanding of communication as a universal principle of interaction, according to which modern systems of culture, including education, are reconstructed. It has been proved that the process of formation new communicative education system will be effective only on the condition of the interaction of communicative theories, models, traditions and innovations, specific forms of communication, which are character to the modern informational epoch. As a result of the analysis of a wide range of scientific literature on communication and special pedagogical one, in which the role of communicative strategies in the construction of the latest education paradigm is actualized, it has been emphasized that communication itself as a system-based factor of multi-vector interaction of system elements, combining the experience of natural and humanitariansciences, disciplines processes of education and self-education, synchronizes theory and practice, optimizes pedagogical action by harmonization interpersonal relationships, aligns ambivalent personal and interpersonal intentions in the universal integrated sphere – the communicative space.

The analysis of interaction of political parties with voters in Ukraine is carried out. The attention is focused on the fact that political parties use new forms of communication with citizens. It is proved that the subjects of the electoral process do not use social networks fully as a means of communication, but as a rule use them as news portals through which inform about the direct activities of parties on the place of location. They are included in political activities to the extent necessary to meet the challenges in the economic, social, cultural, environmental and other fields. The presence of many problems that cannot be solved without power, encourages citizens to unite, includes them in the orbit of political processes.It is noted that political parties should actively involve voters in discussions and debates on websites and social networks. To improve communication with voters, it is advisable to place information on Internet resources in advance. It is grounded that it is necessary to post contact information about the local and district cells of the party. From time to time, they should publish for voters a reminder of how and with what questions, suggestions the voter can apply to the party or its leadership.It is noted that the analysis of regional Facebook-pages can be carried out according to the following criteria: the presence of a page on Facebook, the period of page activity, the number of subscribers of the page, the number of messages, content, the number of messages / likes / comments, mention of national and local policies, the subject of messages.The completeness of the spectrum of political parties and the conditions of their functioning, which are the defining indicators of democratic society, are determined. Democratic society not only declares, but also really guarantees the rights and fundamental freedoms of citizens.In democratic countries, political parties assume a wide range of social functions, becoming an integral structural component of society. The analysis of the role of political parties in political processes makes it necessary to form new approaches to the study of their activities.The current state of political parties' participation in the political process is investigated. It is argued that those political parties that do not fully use social networks as a means of communication with voters lose the level of support. It is found that the lack of proper communication with voters through social networks reduces the ability to overcome the political representative barrier of parties. ; Здійснено аналіз взаємодії політичних партій в Україні з виборцями. Акцентовано увагу на тому, що політичні партії використовують нові форми комунікації з громадянами. Обгрунтовано, що суб'єкти виборчого процесу не використовують соціальні мережі в повній мірі, як засіб комунікації, а як правило використовують їх як новинні портали через які інформують про безпосередню діяльність партій на місцях.Зазначено, що політичні партії мають активніше залучати виборців до обговорення та дискусії на сайтах і у соціальних мережах. Для покращення комунікації з виборцями доцільно інформацію на Інтернет ресурсах розміщувати завчасно. Аргументовано, що слід розміщувати і контактну інформацію про місцеві і районні осередки партії і час від часу публікувати для виборців нагадування про те, як і з якими питаннями, чи пропозиціями виборець може звернутися до партії, чи її керівництва.Зазначено, що аналіз регіональних Facebook-сторінок можна здійснювався за такими критеріями, а саме: наявність Facebook-сторінки, період активності сторінки, кількість підписників сторінки, кількість дописів, контент, кількість поширень дописів / лайків / коментарів, згадки про національних та місцевих політиків, тематика дописів.Визначено повноту спектру політичних партій та умови їх функціонування, які є визначальними індикаторами демократичності суспільства. Демократичне суспільство не лише декларує, але й реально гарантує права й основні свободи громадян. Політичні партії разом із державними і партійними структурами виступають важливими елементами соціальнополітичної конструкції суспільства. В демократичних країнах вони перебирають на себе широке коло суспільних функцій, перетворюючись при цьому на невід'ємний структурний компонент суспільства. Аналіз ролі політичних партій у політичних процесах змушує до необхідності формування нових підходів у вивченні їх діяльності.Досліджено сучасний стан участі політичних партій у політичному процесі. Аргументовано, що ті політичні партії, які не використовують в повній мірі соціальні мережі, як засіб комунікації з виборцями втрачають рівень підтримки. З'ясовано, що відсутність належної комунікації з виборцями через соціальні мережі знижує можливості долати політичним партіям репрезентативний бар'єр.

Для покращення комунікації з виборцями доцільно інформацію на Інтернет ресурсах розміщувати завчасно. Аргументовано, що слід розміщувати і контактну інформацію про місцеві і районні осередки партії і час від часу публікувати для виборців нагадування про те, як і з якими питаннями, чи пропозиціями виборець може звернутися до партії, чи її керівництва.Зазначено, що аналіз регіональних Facebook-сторінок можна здійснювався за такими критеріями, а саме: наявність Facebook-сторінки, період активності сторінки, кількість підписників сторінки, кількість дописів, контент, кількість поширень дописів / лайків / коментарів, згадки про національних та місцевих політиків, тематика дописів.Визначено повноту спектру політичних партій та умови їх функціонування, які є визначальними індикаторами демократичності суспільства. Демократичне суспільство не лише декларує, але й реально гарантує права й основні свободи громадян. Політичні партії разом із державними і партійними структурами виступають важливими елементами соціальнополітичної конструкції суспільства. В демократичних країнах вони перебирають на себе широке коло суспільних функцій, перетворюючись при цьому на невід'ємний структурний компонент суспільства. The Cuban Missile Crisis, referred to as the Caribbean Crisis in the Soviet Union (Карибский Кризис) and the October Crisis in Cuba, is one of the most famous events of the Cold War. A large number of primary source documents are available for study. The U.S. government has released internal material and much of the official communications between the parties, and the Soviet Union has also released a significant number of documents (mostly during Gorbachev's "Glasnost" ("гласность") program in the 1980's). However, much of the historical analysis that has emerged from this material focuses on: the amount of "blame" that should be assigned to each side, technical discussions regarding the level of risk that there could have been a nuclear war, who "won" and who "lost," and the extent to which President Kennedy's actions may have been mythologized after his assassination. While these themes are important, the event also represents a clear example of the major powers in the Cold War using smaller countries to bear the biggest risks of their global strategies. This paper argues that messages that were sent between the Soviet and Cuban governments at the time show that the Soviets engaged with the Cuban leaders only to the extent that they could control their actions, and that they excluded them from critical decisions. The paper also demonstrates that messages sent between the key Soviet figures in the crisis, later interviews, memoirs and biographies provide insight into the Soviet leadership's justifications for their colonial practices.The United States and the Soviet Union had come to a situation where one believed the other might actually launch a pre-emptive strike if it could gain an advantage. The U.S. and Soviet Union were engaged in constant conflicts throughout the 1940's and 1950's. 1960 was an election year in the United States, so its hostile actions against Cuba escalated throughout the year, with plots to assassinate Fidel Castro and a trade embargo. Late in the year, Cuba and the Soviet Union issued a statement of solidarity and the Soviets began to supply conventional weapons to Cuba. However, there was no move to put Soviet nuclear missiles in Cuba in 1961. Khrushchev's reason for this was a belief that the U.S. would invade Cuba immediately if he took such an action. The plan to deploy the missiles could have been publicly announced, as it was legal under international law. The decision to deploy the weapons secretly is more evidence that the Soviets thought it was likely that news of such a plan would trigger an invasion. Castro and his inner circle were agreeable. In an interview he gave to PBS in 1985, Fidel Castro claimed that the Cubans' acceptance of the Soviets' missile plan was based on their belief that American invasion was likely unavoidable. However, he also claimed that he was motivated by a desire to help the Soviet Union achieve balance with the U.S. in the global nuclear competition. This agreement did not guarantee Castro equal partnership with the Soviets. The final deal involved stationing the missiles in Cuba, under full Soviet control. The mistrust between the allies began at this early stage. During a meeting to finalize their agreement, Che Guevara had suggested that the plan be made public and Khrushchev had refused. He even refused to sign his name to the treaty, to preserve the option to deny everything if the Cubans proceeded with a unilateral announcement.Soviet ships with nuclear missiles began to arrive in Cuba. A U.S. plane captured proof of the nuclear missiles in Cuba on October 14 th , and Kennedy announced the crisis to the public on October 22 nd . Tensions rose rapidly, so that four days later Castro wrote a letter to Khrushchev, assuring him that Cuban people will confront the aggressor "heroically". On the same day, Khrushchev sent a secret message to Kennedy offering a resolution to the crisis. By October 27 th the Soviet Union had finalized an agreement with the U.S. for the withdrawal of its missiles from Cuba, including an agreement to allow on-site inspections in Cuba. Most importantly, Castro first became aware of this agreement from the public announcements that were made by Khrushchev and Kennedy on October 28 th . Khrushchev also sent a letter to Castro on the 28 th , and its tone makes it clear that he considered Castro's position to be that of a "little brother" whose emotions and feelings should be soothed, but one who should not expect a decision-making role. Khrushchev's letter goes on to warn Castro against any action that might lead to a reanimation of the crisis. Referring to the shooting down of a U.S. U2 spy plane on the 27 th , Khrushchev states that this episode was the result of "senseless" provocation by militarists in the Pentagon who still hoped for an excuse to invade. In addition to the firm "advice" that Castro should allow U.S. military planes to violate his airspace, it is possible to infer a threat in the letter's subtext. Khrushchev implied that the Soviet Union would not risk a global nuclear war to defend Cuba from invasion if it had the excuse that the invasion had been sparked by unstable elements in the U.S. or in Cuba. The warning in Khrushchev's letter concerning shooting down the U.S. spy plane may have been particularly offensive to Castro. Although, Cuban anti-aircraft personnel had been instructed to fire on American planes to protect the Soviet missile sites, the weapon that had hit the U2 plane was a Soviet-controlled surface-to-air missile. In Castro's response letter to Khrushchev he expresses his rationale. He also refers to the public statement he had issued earlier in that day, in which he had criticized the U.S. promise not to invade Cuba as inadequate. Castro signs off with a notice that he is opposed to inspections. Further messages from October 30 th and 31 st are remarkable because the first captures Khrushchev's early attempts to frame the entire crisis for history and for his communist audiences, and the second presents Castro's view that the entire enterprise had been futile if the Soviet Union was unwilling to stand its ground. Khrushchev's letter is full of paternalism, he writes that he understands the bitterness that "some" Cubans might feel. Khrushchev refers to a conflict between superpowers in "the Caribbean zone," this emphasizes that Cuba's interests were subordinate to the Soviet Union's regional strategy. Castro rebuts several of Khrushchev's excuses by arguing that backing down was not the appropriate reaction to the possibility of an imminent U.S. attack, by clarifying that he was not consulted at all about the decision to withdraw the missiles, and by stating that many (not "some") Cubans were feeling "unspeakable bitterness and sadness" about the sudden Soviet decision. Castro demonstrated that he understood that the only strategic value of putting missiles in Cuba was as a deterrent against a strike against the U.S.S.R. A message from the Soviet Foreign minister Gromyko to Mikoyan on November 1 st detailed how the Cubans should be pressured to soften their "no inspections" position despite the loss of face this would cause them.Even while the Soviet-Cuban negotiations on the inspections were proceeding, the Soviet leaders were keeping new secrets from their allies. Later decision to remove weapons were made before discussing the issue with the Cubans. The frustrations that this created were evident during Mikoyan's conversation with Castro and the rest of the Cuban leadership on November 22 nd. Castro repeated his argument that the Soviets should have kept the strategic missiles in Cuba. The Mikoyan-Castro dialogue serves as evidence of the highly skewed nature of Soviet-Cuban relations and the Soviets' sense that they did not need justification for their colonial practices. Castro had to listen to public statements by Kennedy to acquire up-to-date information about the weapons that remained in his country. After confirming that the tactical missiles were still in Cuba, that they were not technically part of the Soviet's agreement with the U.S. and that the U.S. was not aware of them Mikoyan delivered the news that the Soviets had decided to remove these as well. He explained that there was a law that prevented the transfer control of any nuclear weapons to another country (this was a lie), and that the Soviets intended to withdraw all of their troops from Cuba once the Cuban military had been trained to use the conventional weapons they were leaving behind.Returning to the question of Soviet justifications, the ambassador's interpretation of the situation gives insight into the Soviet colonial discourse. The Cubans were portrayed as wild children, but well- meaning and smart, and the Soviets were portrayed as patient parents. Ambassador Beck reports that Mikoyan had characterized the Cuban leaders as young, honest people who were true to the revolution and who were deserving of respect, trust, and appreciation. However, a large part of the Ambassador's message is dedicated to a description of the Cubans' unorthodox path to Marxism, and criticism of the slow pace of development of the Cuban Communist party apparatus and the Cubans' belief that their revolution was one of "three great revolutions" (China's for Asia, the Soviets' for Europe, and Cuba for Latin America).In conclusion, for fifty-eight years since the Cuban missile crisis, the world did not experience nuclear wars. This outcome has allowed a self-congratulatory narrative to grow regarding the courageous and pragmatic actions of both the U.S. and Soviet leaders. The implication of this narrative is that only the highly tested, and "serious" leaders of superpowers, can be trusted to be stewards of nuclear weapons. In contrast, this way of thinking concludes that the leaders of smaller countries (who have less to lose – in total, but not in proportion) are more likely to choose "honorable destruction" as long as they might inflict asymmetrical damage on their enemies. The dialogues between the protagonists of the Cuban missile crisis demonstrate that there were two big truths. The first truth is that the Cubans could not be trusted with nuclear weapons, and that efforts to limit the proliferation of nuclear weapons have been important. The second truth is that the leaders of the superpowers were just lucky. Like the great powers before WWI, The U.S. and Soviet leadership in the Cold War believed that global domination was their right. This imperialistic attitude was disguised as a defense of God-given human freedom (by the U.S.) or as the result of an inevitable process of social evolution (by the Soviet Union).
