학위논문 (석사)-- 서울대학교 대학원 : 국제학과(국제지역학전공), 2012. 2. 정종호. ; After the economic reforms initiated by Deng Xiaoping in 1978 and the withdrawal of the state from the health sector in the rural areas which let the majority of the population uncovered, the Chinese health care system has undergone important reforms. The most significant one is the development of the New Rural Cooperative Medical Scheme, a new health insurance system for rural China, but other reforms, such as the Medical Financial Assistance and the Essential Drug System had impacted greatly the health care. In addition to these, the government launched a new set of health care reforms in 2009. As a result, the different characteristics of the Chinese rural health system, on the side of the health delivery as well as on the financing, changed greatly. The share of the out-of-pocket payment in the total expenditure decreased, while the share of public expenditure increased. Now a majority of the rural population benefits from an health insurance and the implementation of a drug price regulation decreased the price most commonly used drugs. Moreover the public sector has re-involved in the delivery of health, especially in inpatient care where it had withdraw greatly during the two previous decades. This study compares the characteristics of the Chinese rural health care system before and after the rural health care system reforms, with the one of the US and the French system, i.e. a private insurance and a social insurance model, in order to analyse in which extent the characteristics changed and which model China is heading toward, the system having the possibility to move toward one of those two. The comparison was performed by comparing characteristics of the financing and the delivery of healthcare, using some of the main characteristics of the health care models, i.e. the financing, the coverage, the ownership status of the factors of production of the health services and the drug price regulation, and analysing toward which system they moved. The conclusion is that main characteristics of the health care system are now close to the French system. Thus, the overall Chinese rural health care system, which had the choice to move toward the US or the French model, moved toward the French one, a social insurance model, and China is adopting an important feature of a welfare state, like the European ones. ; 중국의 의료시스템은 1978년 시작된 개혁개방 및 농촌 의료분야에 대한 정부 개입 감소 이후 중요한 변화를 거쳐왔다. 가장 많이 알려진 농촌 의료 협력 제도의 발전을 비롯하여, 농촌지역을 위한 새로운 의료 보험제도, 의료 재정 지원 및 필수 의약품 시스템 등이 의료 제도에 큰 영향을 미쳤다. 또한 중국정부는 2009년에 새로운 농촌 건강보험제도 개혁안을 발표하였다. 결과적으로 중국 농촌 의료시스템의 특징들, 즉 의료 서비스 제공과 재정부문은 농촌 지역에서 크게 변화하였다. 총 의료비 지출에서 공공 지출비율이 증가하는 동시에 농촌 주민의 개인부담금은 감소하였다. 현재 의료보험과 의약품 가격 규정 이행으로 인한 대부분의 농촌 지역의 혜택은 가장 일반적으로 사용되는 의약품 가격의 인하이다. 또한 정부는 공공부문에서의 의료 서비스 제공, 특히 지난 20여년동안 정부 개입이 적었던 입원 치료에 다시 개입을 하고 있다. 이 연구는 변화하고 있는 중국 건강보험체계의 특징을 심도있게 분석하기 위하여, 중국 농촌 의료 보험 체계와 미국 및 프랑스의 의료체계를 비교하였다. 이 논문의 비교분석 부분에서는 의료재정, 의료 서비스 제공, 그리고 개혁을 통해 변화된 의료 시스템의 주요한 특성들, 즉, 재정상태, 보험혜택, 의료 서비스 제공주체(민간 혹은 정부), 의약품 가격 규정을 비교하고 그러한 것들이 어떠한 시스템을 지향하였는지 분석하였다. 결론적으로 건강보험체계 개혁 이전의 중국 건강보험체계는 미국의 의료 시스템과 유사하고, 그 이후에는 프랑스의 시스템과 유사한 특징을 지닌다. 따라서 중국 농촌 의료 시스템은 전반적으로 개인 보험 모델에서 사회 보험 모델로 변화하였으며, 유럽의 사회 복지 제도의 중요한 기능을 채택하고 있다. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 국제학과(국제협력전공), 2012. 2. 백진현. ; 세계화로 인해 세계 시장은 좁아졌고, 각국 경제는 서로 밀접이 연결되었다. 그러나 이러한 상호의존성이 항상 국가 간의 협력을 보장하는 것은 아니다. 더 의존적이 될수록 그만큼 한 국가의 경제가 외부 요인에 취약해질 수 있기 때문이다. 따라서 때에 따라 오늘날 국제무역은 협력이 아닌, 분쟁을 일으킬 수도 있다. 무역분쟁을 야기하는 비관세 장벽 중에서 외국에서의 반경쟁적 행위가 대두되고 있다. 세계화 시장에서 그러한 반경쟁적 행위는 그 국가에서의 합법성 및 의도성의 여부를 불문하고 다른 국가들에 큰 영향을 미칠 수 있기 때문이다. 이러한 현상 및 국제적으로 합의된 경쟁법률의 부재는 경쟁법 역외적용의 확산으로 이어졌다. 효과이론을 통한 관할권 행사를 처음 주장하고 자국의 반독점법을 가장 많이 역외적용하는 미국은 시장효율성과 세계 경제의 후생 증진을 위해서라도 반독점법 역외적용을 통해 경쟁적인 경제 활동을 관철해야 한다고 주장한다. 그러나 미국 반독점법 역외적용 사례를 좀더 자세히 검토해보면, 그 실행에 있어 일관성이 없음을 알 수 있으며, 이는 반독점법 역외적용의 또 다른 동기에 대해 질문을 던지게 한다. 본 논문은 국제무역이 정치적 및 경제적 요소에 영향을 받음을 가정함으로써 정치경제학적인 분석을 시도한다. 구체적으로는 국제적 구조이론을 미국의 사례에 적용하여 경쟁법 역외적용의 동기가 공정하고 자유로운 경쟁을 확립하는 데 있기보다는, 경제적으로도 상대적 이익을 중시하는 국가들의 본능에 있음을 주장한다. 이러한 주장의 근거로 역외적용을 해석하는 데 있어서의 미국의 이중잣대, 불황시의 더 엄격한 조치, 그리고 자본 집약적 산업에서의 미국 경쟁국들에 대한 더 잦고 엄격한 기준 적용에 대한 사례들을 분석한다. ; Globalization has led each national economy to become indispensably interdependent with one another. However, this interdependency does not necessarily guarantee more cooperation among the states, because it also means more vulnerability of each state. Depending on the case and circumstances, international trade in the globalized world can turn into more disputes rather than cooperation. Among many types of nontariff barriers that lead to trade disputes, anticompetitive conducts by foreign companies have become major concerns, because such acts – even if legitimate or unintentional – in one state can have substantial effects in other states in this interconnected economy. Such phenomena in addition to the fact that there is not a general institutional vehicle for global competition agreement, have led to the proliferation of extraterritorial application of domestic competition law. United States, as a developer as well as the most frequent user of the effects doctrine of jurisdiction, advocates the extraterritoriality of its antitrust law on the bases of the merits competition brings about to the world: market efficiency and economic welfare for all. However, a deeper look into the practice, one can realize that the U.S. has not been always consistent in dealing with anticompetitive conducts, thereby leading to a question regarding the underlying motivations for the extraterritorial application of its antitrust law. Broadly, this thesis takes the view of political economy, supposing that the international trade is shaped by both political and economic factors. Specifically, this thesis takes the perspective of international structure. From this view, the thesis argues that the extraterritorial application of domestic competition law is basically derived from the nation-states' instincts to chase after the relative gains and the superior position in the world economic arena. Applying the theoretical tool to the case of the United States, the argument is backed by the evidences of double standards in interpreting extraterritoriality, tougher actions in times of recession, more attention in cases with rival countries in capital-intensive industries. ; Master

The objectives o f this thesis were to give the reader a quick introduction into 3D Printing, place contours around the magnitude of the disruption and suggest ways in which we can shape future development of this technology in a manner that would enhance the greater society. Specifically, this analysis focuses on the Business and Political Economy implications of Industrial 3D Printing (I-3DP) on the US economy over the coming decade. The concept of the Flexiplex (Flexible Production Complex) is introduced as the most likely form that this radical innovation will take. A unique methodology is developed to approximate the size of the I-3DP market by cross-referencing US Trade Data with technology intensity indicators. The study suggests that with a total investment of $5.5 billion spread across 11 years to create 5 Flexiplexes in the U.S. would create the 9th largest manufacturing industry after 11 years, with annual revenue of $187 billion. Next, using Varieties of Capitalism (VoC) literature developed by Peter Hall and David Sockice, an analysis was conducted to ascertain how I-3DP reindustrialization would interact with the Political Economy institutional framework of Liberal and Coordinated Market Economies. VoC literature strongly suggests that LME like the US are better placed for resolving coordination dilemmas created by implementing I-3DP cross the 5 spheres then their CME counterparts. LME advantage in implementing Radical Innovation should stimulate the implementation of the Flexiplex Ecosystem. LME growth has been achieved through higher inequalities, which are at levels last seen during the Great Depression. In order to resolve this distributive dilemma, this paper advocates that the US government fund the Flexiplex Project in exchange for a majority equity position. A consortium of private sector companies can use the funds to conduct R&D, construction and operations of the whole ecosystem in exchange for a minority equity stake or a predetermined percentage of the revenue. Since the Flexiplex plays a facilitating role rather than a traditional manufacturing one, such ownership structure would resemble state owned ports and highway. Using revenue earned, the US can redistribute the surplus created by the Felxiplex Ecosystem towards active labor market policies and public education would, along the line suggested by Pontusson. Although it would not solve all the redistributive problems faced by the US Liberal Market Economy Institutions, this approach can provide well needed programs to varied segments if the labor market, shortening unemployment spells and up-skilling the US workforce to more adequately compete in the global economy. ; 3D 인쇄는 가까운 미래에 중대한 혁신이 될 것임이 분명함에도 그 영향의 규모와 범위는 아직 알려지지 않았다. 이 논문은 3D 인쇄에 대한 간략한 소개, 그 영향의 윤곽에 대한 정의, 및 사회 발전을 위해 이 새로운 기술을 형성할 수 있는 추후의 방법 제안에 목적을 두고 있다. 이 논문의 분석은 더 구체적으로 추후 10년 간 공업용 3D 인쇄가 (I-3DP) 미국 경제에 지닐 사업적 및 정치경제적 영향에 초점을 두고 있다. 이 급진적인 혁신이 가져다 줄 변화는 이하 플렉시플렉스 (Flexible Production Complex – 융통성 있는 생산 콤플랙스)라는 개념으로 이해된다.
