Cities and tourism entities invest massive resources into smart system initiatives as information technologies are a key factor for a city&rsquo ; s destination competitiveness. Moreover cities around the world are increasingly recognizing the smart tourism city concept and related strategies as means of optimizing sustainable environments. Particularly for cities facing emerging issues of residents&rsquo ; negative perceptions towards tourism, smart tourism city empowers a city to rise to this challenge by creating urban spaces that residents and visitors can enjoy together. However, smart tourism city research initiatives still fail to address the full spectrum of related and potential developments. This study presents a conceptual approach to defining smart tourism city: the smart city and its components are defined and contrasted with smart tourism and its components. The resulting convergence&mdash ; smart tourism city&mdash ; is then examined in light of a number of pioneering examples of smart tourism cities and its vital roles in the age of sustainable development. The main purpose of this study is to show the interests of locals and tourists context and the roles of &lsquo ; smart&rsquo ; government leadership to researchers and practitioners.

But, despite these advantages, most rapidly growing Asian towns and cities face significant problems. It is the urban paradox that amid the wealth and prosperity generated by towns and cities a high incidence of urban poverty persists. This publication sets out the results of a technical assistance that developed and introduced the concepts and techniques for preparing City Development Strategies (CDS) and Cities Without Slums (CWS) programs. It includes case studies that suggest that, for cities to benefit from their comparative advantages, they must become more efficient, govern well, and establish coherent poverty reduction programs.

Population processes and outcomes (in this case, urbanization) influences and changes the development of an area and vice versa. In the case of Tagum City, its growing economy is presumed to be attracting considerable movement of people which proves to present both opportunities and challenges for the local government. The well-developed transportation network and the gold rush in the early 80s have contributed to the development of the City. Rapid urbanization soon ensued. Population increase has slightly slowed down in recent years but still above national and regional averages with the increase mostly attributed to high birth rates. The City specially puts heavy emphasis on infrastructure, which by and large has so far shaped its development. Tagum's local government is credited for taking bold steps (notwithstanding the short electoral calendar) in influencing its development path – from massive infrastructure development right after its elevation to a City, to initiating fiscal discipline in its economic enterprises and improving measures in increasing local revenues, to undertaking a radical population management program. These efforts signify the innovativeness of the local government in serving its constituents and in meeting the increasing demand brought by a high incessant population growth. Yet challenges still remain in providing adequate manpower to social services, setting up a feedback mechanism on its various interventions and increasing avenues for participation of its constituents in setting development priorities.

In conformity with its objective of functioning as a local Government, Kathmandu Metropolitan City (KMC) sought the assistance of the World Bank for the preparation of a City Development Strategy (CDS). The various sectoral as well as integrated strategies presented in this document seem to be an overwhelming demand on KMC with its limited manpower and money. A CDS is essential if KMC is to focus its development potential. The optimism lies in political leadership, enabling environment and necessary support that will be rendered to KMC from civil society. The vision for Kathmandu stresses the need to develop the valley as administrative, cultural and tourism center. The strategy to move towards that vision through improvement in the overall situation of the KMC, however, is likely to be a long drawn struggle, yet achievable. The urban planning study strongly recommends that Kathmandu should be accorded special status as a capital city and large polluting and manufacturing industries should be discouraged immediately and if possible, re-location plans be drawn for existing industries in the near future. Alternatively, service and light industries should be promoted to replace the economic opportunities. Urban areas in KMC are not designated by a functional and occupational structure or contiguity criteria for managing housing and squatter settlements. Housing problems are a serious challenge in a situation where a historically planned city is fast transforming itself into a trade-cum-service center. On the other hand, it is encouraging to note that despite the absence of city specific policies and programs for housing, slums and squatters, the communities are highly organized and are gradually improving their conditions at their own costs, which show their potential for mobilization in participatory home improvement programs.

Purpose: Traffic congestion problems that occur in Bandung, Indonesia are suspected to be implemented using technology and information-based transportation system Smart City. Smart cities in several countries can overcome problems in the fields of economy, health, education, governance, transportation, and the environment. This research is designed to describe the implementation of smart city development policies in the city of Bandung. Design/methodology/approach: This study uses qualitative. The object of this research is the implementation of smart city development policies implemented in the city of Bandung, Indonesia. The subjects of the study were Bandung City, Indonesia Transportation Department employees. Data collection techniques using the method of observation, interviews, and documentation. Data analysis techniques using data reduction, data presentation, and conclusion. Findings: The results showed that: (1) Bandung city government website contains information about the city of Bandung, government, tourism, education, investment, maps, articles, prayer schedules, and weather forecasts. This report summarizes the motivation, objectives, methodology, results and lessons learned from the design and implementation of the Demonstration Program on Inclusive Heritage-based City Development in India. The development objective of this program is to test an inclusive heritage-based approach to city development planning in three pilot cities with a focus on learning and future expansion. The pilot cities include a metropolis (Hyderabad, Andhra Pradesh), a medium-size city (Varanasi, Uttar Pradesh) and a small city (Ajmer-Pushkar, Rajasthan). The pilot cities have been selected on the basis of population, living standards in historic areas, heritage value and reform orientation. These cities represent India s diversity in terms of settlements as well as social and cultural heritage, and provide scope for customizing the tested planning instruments, specific institutional and financial arrangements and methods at an early stage. An initial activity is the first phase of a larger program aimed at providing national policy makers, state governments, urban local bodies and sector professionals in India with exemplary practices, institutional arrangements as well as financial and management incentives that can assist them in incorporating cultural heritage into their overall city development planning framework. This activity has three components: component 1 offers institutional set-up and selection of pilot cities; component 2 provides advisory support to pilot Cities; and component 3 maintains knowledge management and learning systems. Overall, the program is expected to leverage existing public funds under national and state-level schemes that have been earmarked for urban renewal investments but are currently not being utilized for this purpose due to lack of capacities, appropriate mechanisms and tools.

Downtown development policies of four Sunbelt central cities are examined for their ability to meet the needs of low-income female residents. It is argued that policies which emphasize access to mass transportation, public participation, & flexible zoning are more helpful to such women than policies driven by purely market incentives. Moreover, market-driven policies are best predicted by the extent of private sector domination of downtown planning processes rather than whether the mayor of the city is male or female. It is suggested that political processes must be oriented to meeting the needs of women if more amenable downtown policies are to be written. 50 References. D. M. Smith

The government ability to manage the potencies and assets owned through digital technology is the key to developing a smart city. Standardization of public services procedur through ISO is the early stage in digitalizing the government services. This paper focuses on analyzing the implementation of the smart city concept in Indonesia and identifying the relevant, innovative strategies applied as a reflection of the transformation of urban areas. This paper aims to determine the effectiveness of digital public service facilities in improving the community's welfare. The paper employed a qualitative approach with a case study. The data gathered from journal articles, e-books, official government data and websites, the latest online news portals, and the data of relevant others agencies. The results show that the smart city concept development initiative in several cities and districts in Indonesia is increasing, in line with information and communication technology. Accordingly, the smart city strategy developed relies on ICT-in public services. Therefore, the processes require massive campaigns for the community to get used to it. Recognizing the uncertainty of future city development is the basic starting point of sustainable urban planning. Flexibility in design enables the development of 'age-friendly cities', reducing the risks of functional failures caused by changing living circumstances. Planning strategies that enable adaptation of the system to changing environmental, functional, social and technological conditions are essential to the long service life and the resilience of buildings and hence to sustainable city development. This paper considers the implementation of flexible design strategies within the concept of sustainability, defined as a key tool of urban renewal and resilient city development. Value-enhancing flexibility in urban and architectural design is an essential resource for all participants of integrative city development: designers, managers, financial analysts, investors, regulators and academics. Considering this, it is essential to support the flexibility in both conceptual and legislative framework of sustainable urban strategies.
