This paper examines the Indian nuclear tests of May 1998 and accounts for the events by locating them at the centre of a dynamic interaction between domestic and international change. The rise of the Bharatiya Janata Party (BJP) and their assertion of a more realist version of power, premised on the symbolic power of nuclear weapons, made it vital for India to claim the right for a limited nuclear deterrence before international opinion hardened around US President Clinton's sponsored Comprehensive Test Ban Treaty (CTBT). A US senator argues that the US might have emerged from the Cold War with the wrong ideas with respect to the Comprehensive Test Ban Treaty. By signing onto to the treaty other nations would be accepting US military preeminence; ironically, however, the US seems on the verge of rejecting the arms control regime. The grim implications of such a rejection are delineated. Advocating accepting the treaty is, however, tempered by offering some national security scenarios for why the US should abrogate the treaty.
