Studies continue to indicate that higher education is frequently a worthwhile investment for individuals and that it raises the productivity of the workforce as a whole. While the rising cost of post-secondary education has not eliminated this "college premium", it has raised new questions about how growing numbers of students can make these investments. One solution to this problem is student loans, which have come to play an increasingly important role in financing higher education. Yet, despite its importance, educational debt is not well understood. Among the reasons is that there exist few central repositories of information on the characteristics and performance of all student loans, which currently include loans made by both government and private lenders. In this paper, we bring a new data set to bear on this important issue and present a brief analysis of the historical and current levels of student debt and how those loans are performing. We also briefly discuss the implications of student loans for borrowers and the economy.
This paper presents results of the 2009 Survey of Consumer Payment Choice (SCPC), along with revised 2008 SCPC data. In 2009, the average U.S. consumer held 5.0 of the nine payment instruments available, including cash, and used 3.8 of them during a typical month. Between the 2008 and 2009 surveys, a period that includes the trough of the latest recession, consumers significantly increased their use of cash and close substitutes for cash, such as money orders and prepaid cards. At the same time, consumers reduced their use of credit cards and (to a lesser extent) debit cards, as well as payments made using a bank account number. Weaker economic conditions, new government regulations, and bank pricing of payment card services all likely contributed to the shift back toward cash. However, it is difficult to determine how much each of these factors contributed, and whether the shift is transitory or permanent, without more data and research on consumer payment choice. In 2009, one in three consumers had a prepaid card and nearly as many had a nonbank payment account online, while 3 percent made a mobile payment. By focusing on payments by consumers only, the SCPC complements the recent 2010 Federal Reserve Payment Study, which describes the entire noncash payments economy.

There are several computer programs developed to analyze and design structures, including SAP 2000 (Structural Analysis Program), with this program, it will be easier for writers to plan a building.The research carried out was to plan the structure of a six-story hotel building. This hotel building is the object of research planned by the author and was designed using the help of the SAP2000 program. Building design planning only includes planning beams and columns. We document the relationship between prior exposure to violence and myopia using a field experiment in the Democratic Republic of the Congo. We endow study participants with an asset that grows over time, and find that direct exposure to violence during the Congolese wars strongly predicts redemption of the asset for its minimum value only if participants can redeem their asset on the same day they receive it. When we mandate an overnight waiting period before redemption is allowed (and before the asset begins to grow), there is no difference in myopic behavior by exposure to violence. Our results suggest that choice architecture is particularly important for vulnerable populations, even within a developing-country sample.
Vor 20 Jahren wurde mit der Rentenreform 2001 ein Paradigmenwechsel in der deutschen Alterssicherungspolitik eingeleitet und die Lohnersatzfunktion der gesetzlichen Rentenversicherung relativiert.info Durch die Einführung verschiedener Dämpfungsfaktoren in der Rentenanpassungsformel sank das Verhältnis zwischen gesetzlichen Renten und Löhnen. Das sinkende Rentenniveau sollte durch zusätzliche private und betriebliche Vorsorge mindestens ausgeglichen werden. Für diese angestrebte Teilprivatisierung der öffentlichen Altersvorsorge wurden verschiedene Maßnahmen zur Stärkung der kapitalgedeckten betrieblichen und privaten Altersvorsorge eingeführt. Bis heute ist keine der Varianten obligatorisch, obwohl sie zur Aufrechterhaltung des Lebensstandards nach dem Renteneintritt immer wichtiger werden und sozialpolitisch explizit als notwendig eingeplant wurden. Bisher wurden durch unterschiedliche Maßnahmen staatlicher Förderung lediglich Anreize zur Stärkung der kapitalgedeckten Altersvorsorge geschaffen. Die ohnehin bereits heterogene Struktur der betrieblichen Altersvorsorge wurde im Rahmen der Reform im Jahr 2001 um zusätzliche Möglichkeiten erweitert. Eine zentrale Neuerung war die Einführung eines Rechtsanspruchs auf Entgeltumwandlung ab dem Jahr 2002 (Kasten). Bei der Entgeltumwandlung wird ein Teil des Bruttoarbeitseinkommens der ArbeitnehmerInnen vom Arbeitgeber einbehalten und in eine betriebliche Altersvorsorge eingezahlt.info Die Beiträge bleiben dabei bis zu einem Höchstbetrag von vier Prozent beziehungsweise acht Prozent der Beitragsbemessungsgrenze sozialabgaben- beziehungsweise steuerfrei. Im Rentenalter fallen auf die ausgezahlten Renten Steuern und Sozialabgaben an; diese Abzüge sind jedoch in der Regel geringer als in der Erwerbsphase (Details im Kasten).
Im fünften Armuts- und Reichtumsbericht der Bundesregierung wurde darauf hingewiesen, dass die Datenlage im Bereich hoher Vermögen unzureichend sei (BMAS, 2017). Zur Verbesserung der Datenlage haben wir eine neue Sampling-Strategie entwickelt und im Feld implementiert. In der gezogenen Stichprobe sind Personen mit hohem Vermögen überrepräsentiert. Die neue Stichprobe wird entsprechend in das Sozio-oekonomische Panel (SOEP) integriert um die Datenlücke im Bereich hoher Vermögen zu schließen. Die grundlegende Idee unserer Strategie basiert auf der empirischen Regelmäßigkeit, dass Top-Vermögende zumindest einen Teil ihres Vermögens in Form von Beteiligungen an Unternehmen halten. Unternehmen sind wiederum verpflichtet, Informationen über Eigentümerstrukturen zu veröffentlichen. Laut der Datenbank Orbis des Dienstleisters Bureau van Dijk (BvD) gibt es rund 1,7 Millionen Menschen mit Wohnsitz in Deutschland, die nennenswerte Anteile an mindestens einem Unternehmen weltweit halten. Aus dieser Grundgesamtheit haben wir 1.956 zufällig ausgewählte Haushalte mit den Standard-SOEP-Erhebungsinstrumenten - inklusive des Moduls "Ihre persönliche Vermögensbilanz" - befragt. Eine vergleichende Analyse von Top-Shareholdern (SOEP-TS) mit dem SOEP ist Gegenstand des vorliegenden Berichts. Unsere Ergebnisse zeigen, dass das SOEP-TS in Kombination mit dem SOEP aussagekräftige Ergebnisse für den oberen Vermögensbereich in Deutschland erlaubt. Grundlegend ergibt sich, dass die SOEP-TS Population im Durchschnitt rund 21 Mal höhere Nettovermögen besitzen als die SOEP-Population. Dies ist nicht einzelnen Beobachtungen geschuldet: Vielmehr liegen die Vermögen in SOEP-TS über die gesamte Verteilung hinweg weit über denen im SOEP. So haben allein im SOEP-TS 881 Befragte ein Nettovermögen von über einer Million Euro angegeben. Damit ist es erstmals möglich, die Population der Vermögensmillionäre in Deutschland basierend auf einer Zufallsstichprobe mit aussagekräftigen Fallzahlen detailliert zu beschreiben. Die Auswertungen zeigen, dass die Integration von SOEP-TS in das SOEP (SOEP+SOEP-TS) zu einem deutlichen Anstieg der gemessenen Vermögenskonzentration und -ungleichheit führt: So steigt das Perzentilverhältnis 99,9-50 für die individuelle Nettovermögensverteilung von rund 182 (SOEP) auf rund 241 (SOEP+SOEP-TS) und der Gini-Koeffzient von 0,78 (SOEP) auf rund 0,81 (SOEP+SOEP-TS). Eine detaillierte Betrachtung von Vermögensmillionären im Vergleich zur restlichen Population zeigt ferner, dass sich beide Personengruppen auch in weiteren Dimensionen voneinander unterscheiden: 1. So sind Vermögensmillionäre überdurchschnittlich häufig männlich, haben einen überdurchschnittlichen Bildungsabschluss und sind mit 56 Jahren älter als der Durchschnitt. Dabei leben sie überdurchschnittlich häufig in Westdeutschland und haben unterdurchschnittlich häufig einen Migrationshintergrund. 2. Vermögensmillionäre sind im Falle von Berufstätigkeit zu drei Vierteln selbständig oder unternehmerisch tätig, vielfach mit Führungsaufgaben betraut und/oder als GeschäftsführerInnen bzw. GesellschafterInnen tätig. 3. Während Selbständige aus der unteren Hälfte der Vermögensverteilung zu mehr als 80% Solo-Selbstständige sind, trifft dies bei Vermögensmillionären nur auf weniger als 20% zu. 46% der selbständigen Vermögensmillionäre ist in Betrieben bzw. Unternehmen tätig, die zehn und mehr Mitarbeiter beschäftigten und damit dem klassischen Mittelstand zuzurechnen sind. 4. Auch im Bezug auf die allgemeine Lebenszufriedenheit sowie auf bereichsspezifische Zufriedenheit (z.B. mit den Einkommen, dem Wohnumfeld etc.) machen Millionäre überdurchschnittlich hohe Angaben. Auch die Zufriedenheit mit dem Leben insgesamt, sowie mit spezifischen Lebensbereichen wie z.B. Einkommen und Wohnumfeld, ist bei den Millionären größer als bei Menschen mit geringerem Vermögen. Eine Ausnahme bildet die Zufriedenheit mit der Freizeit, für die sich keine systematischen Unterschiede zur sonstigen Population finden. Dies dürfte vermutlich auch an der hohen Arbeitszeit erwerbstätiger Vermögensmillionäre liegen: Ihre geleistete wöchentliche Arbeitszeit liegt mit 47 Stunden rund 10 Stunden höher als bei anderen Beschäftigten. 5. Verglichen mit der Population der Nicht-Millionäre, haben Vermögensmillionäre mit über 7.600 Euro ein mehr als drei Mal so hohes äquivalentes monatliches Haushaltsnettoeinkommen. Außerdem sparen sie häufiger und mehr - sowohl absolut als auch relativ. Ihre Sparquote liegt weit überdurchschnittlich bei ca. 21%. Somit akkumulieren Vermögensmillionäre schneller zusätzliches Vermögen als die Population der Nicht-Millionäre, was zu einer weiteren Spreizung der Vermögensverteilung führen dürfte. ; 21. Time-inconsistent, present-biased agents may hold commitment assets hoping to keep their current and future present bias in check. Paternalistic governments, in an effort to help such people, routinely offer commitment machinery such as restrictions (or bans) on early withdrawals from defined-contribution, retirement schemes. The larger literature on low uptake of commitment assets recognizes a trade- off: while use of commitment technologies thwarts deviation from pre-selected paths, they, nevertheless, limit flexibility of future selves to respond to unanticipated, consumption shocks. This paper rules out consumption or income shocks by design and yet uncovers a similar trade-off in a world where agents are uncertain but hold beliefs, possibly incorrect, about the present-biasedness of future selves. It shows how fully sophisticated agents — those with correct beliefs about the present-bias of future selves — are happier when the government offers tighter commitment; this is not necessarily so, for the partially naive. Indeed, the latter may be happier than their fully sophisticated counterparts if the government's commitment machinery is slack.
The subject of the study is the phenomenon of household financialization. In the first part of the article a sense of this situation and its influence on the different functioning areas of the households (income, expenses, financial decisions) is described. What is more, the positive and negative effects of this process for the households' financial stability were defined. The next part of the article contains an analysis of the households financialization processes in Poland in the years 2005-2015. On the side of household savings, the analysis included the level and the structure of financial assets. The second area of evaluation of the household financialization processes was bank debt analysis, including mortgage debt. In the elaboration comparative analysis was used, which means that Polish household structure of financial assets and the level of debt were compared to the European Union countries.
I study the effect of access to payday loans on the timing, level and composition of consumption. Using a newly obtained military administrative dataset of sales at on-base grocery and department stores, I examine how consumption behavior changes after the passage of a federal law that effectively bans military personnel from accessing payday loans in some states but not others. The military setting is ideal for this analysis because military personnel are assigned to locations across the United States with varying degrees of access to payday loans. Furthermore, since military personnel face varying known wait times between paycheck receipts throughout the year, I can examine daily consumption patterns in ways that were infeasible with previous datasets and surveys. I first present evidence that food expenditures spike on payday and are significantly lower at the end of a pay period; the fact that these patterns hold for perishable goods like produce indicates that food consumption is also not smooth, even over a two-week period. Then using a difference-in-difference framework, I find that payday loan access enables consumers to better smooth their consumption between paychecks, with no detectable effect on the level of food consumption. These patterns imply that payday loans enable liquidity-constrained individuals to smooth their consumption. However, I also find suggestive evidence that they lead to temptation purchases. Military personnel purchase more alcohol and electronics when given access to payday loans. Further evidence suggests that there may be significant heterogeneity in the population, with indications of present-biased preferences among some individuals and forward-looking, self controlled behavior among others.
Using a comprehensive panel dataset on U.S. households, we study the effects of the 2005 Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA), the most substantive reform of personal bankruptcy in the United States since the Bankruptcy Reform Act of 1978. The 2005 legislation introduced a means test based on income to establish eligibility for Chapter 7 bankruptcy and increased the administrative requirements to file, leading to a rise in the opportunity cost and, especially, the financial cost of filing for bankruptcy. We study the effects of the reform on bankruptcy, insolvency, and foreclosure. We find that the reform caused a permanent drop in the Chapter 7 bankruptcy rate relative to pre-reform levels, owing to the rise in filing costs associated with the reform, which can be interpreted as resulting from liquidity constraints. We find that the decline in bankruptcy filings resulted in a rise in the rate and persistence of insolvency as well as an increase in the rate of foreclosure. We find no evidence of a link between the decline in bankruptcy and a rise in the number of individuals who are current on their debt. We document that these effects are concentrated at the bottom of the income distribution, suggesting that the income means tests introduced by BAPCPA did not serve as an effective screening device. We show that insolvency is associated with worse financial outcomes than bankruptcy, as insolvent individuals have less access to new lines of credit and display lower credit scores than individuals who file for bankruptcy. Since bankruptcy filings declined much more for low-income individuals, our findings suggest that, for this group, BAPCPA may have removed an important form of relief from financial distress.
The extent to which individuals discount the future and whether they discount in a time-consistent fashion is an important determinant of their life outcomes. Using a field experiment in the Democratic Republic of Congo, we show that direct exposure to violence substantially increases present bias – choice of the smaller, immediate reward over the larger, later reward. We demonstrate that providing individuals with a delay between information about the choice and the choice itself mitigates the differences in behavior between those who were exposed to violence and those who were not. Our findings suggest that enforcing a cooling off period between income notification and consumption opportunities may help generate more patient choices and mitigate the elevated impulsivity of individuals that have experienced violence. We measure our treatment effects both in reduced-form as well as in the form of structural estimates of a quasi-hyperbolic discounting function to enable comparison with measures of other types of time inconsistency and a welfare evaluation of the treatment effect. Our results have implications for policies aimed at alleviating the deleterious effects of present bias and the role of deliberation in the structure of commitment contracts.
Overindebted private households have created economic and political concern. Using measures of relative (over-) indebtedness which relate household income and debt services to different concepts of subsistence levels, this paper investigates whether severe household indebtedness is driven by trigger events such as unemployment, childbirth, divorce, or the death of the partner. Exploiting the panel structure of the German Socio-Economic Panel (SOEP), the results suggest that children are likely to cause severe household indebtedness. Unemployment also worsens the relative debt situation mainly due to the associated income drop. Strokes of fate have no direct effect but if they come along with changes in household composition, the associated income shock increases the financial fragility of the household. Furthermore, a main determinant of relative overindebtedness is a home loan which raises doubts about whether families are indeed able to manage their housing finance.
Aktuell machen sich 40 Prozent der Menschen in Deutschland Sorgen um ihre eigene wirtschaftliche Situation. In ernsten finanziellen Schieflagen ist bislang aber nur eine Minderheit. Im Jahr 2020 galten 6,85 Millionen Personen in Deutschland als überschuldet, konnten ihren Zahlungsverpflichtungen also über längere Zeit nicht nachkommen. Diese Zahl weicht nicht signifikant von den Vorjahren ab. Dabei geht jeder zehnte Überschuldungsfall auf problematisches Konsumverhalten zurück - Tendenz steigend. Eine repräsentative Haushaltsbefragung zeigt, dass mangelnde Selbstkontrolle und geringe finanzielle Bildung mit höheren Zahlungsschwierigkeiten bei Konsumentenkrediten verbunden sind. Der kausale Zusammenhang zwischen diesen Größen wird durch ein ökonomisches Experiment bestätigt. Für die Politik ist daher neben einem effektiven Verbraucherschutz bei Konsumentenkrediten eine nationale Strategie zur Finanzbildung hilfreich, da sie die Auswirkungen von geringer Selbstkontrolle abfedern kann.
Moderne Gesellschaften profitieren aus sozialen und ökonomischen Gründen von der Teilhabe möglichst aller Menschen an finanziellen Dienstleistungen, das heißt von finanzieller Inklusion. Diese Studie zeigt in einem Ländervergleich, dass durch finanzielle Bildung der Bevölkerung die finanzielle Inklusion in einem Land gefördert wird. Dieser Zusammenhang geht über den Effekt von hoher ökonomischer oder finanzieller Entwicklung hinaus. Außerdem zeigt sich, dass der Effekt von hoher finanzieller Bildung auf die 'Nutzung von Finanzprodukten' am stärksten ist, wenn das Finanzsystem gut entwickelt ist. Dagegen ist der Bildungseffekt auf den 'Zugang zu Finanzen' für die Länder am größten, die finanziell weniger entwickelt sind. Eine auf finanzielle Inklusion abzielende Wirtschaftspolitik sollte sich deshalb nicht nur auf die finanzielle Infrastruktur konzentrieren, sondern auch die Verbesserung der finanziellen Bildung im Blick behalten.
Research background: Polish economy for several years which is a subject to continuous transformation, has a close relationship with three overlapping during the process: the transformation of the economy, Polish integration with the European Union and globalization. All these processes are mutually penetrate and carry consequences for the development of the most important economic indicators. Purpose of the article: The changing of social and economic conditions which households face always influence their important choises on both the expenditure and raise money, behavior in the surrounding reality, shaping their needs and expectations with respect to the purchased products and services. By the fact that consumption behavior are subject to constant changes and fluctuations, they must be under continuous observation and confrontation with determinants that determine these changes. The most important factor in these changes is the income available to households, as well as the rate of price increases, or the savings rate. Methodology/methods: The assumption that the structure of household expenditure is subject to change according to the mechanism described by Markov chain is difficult to interpret in this point of view. However, the lack of a clear interpretation of the process does not interfere with the usage of Markov chains to study the structure of changes. Findings: The impact of these characteristics of the economic and financial changes in the structure of household expenditure is reduced to the study of heterogeneous chains, in which the elements of the matrix of transition probabilities are defined by the functions of these characteristics and treated as variables.
