Die Corona-Pandemie hat das Jahr 2020 maßgeblich bestimmt und zumindest in jüngerer Zeit ungekannte (negative) Auswirkungen auf Gesellschaft und Wirtschaft ausgeübt. Im Kern dieser Simulationsstudie steht deshalb die Frage, wie sich die Corona-Pandemie auf die Einkommenssituation und die soziale Ungleichheit in Deutschland ausgewirkt hat, und in welchem Umfang automatische Stabilisatoren des sozialen Sicherungssystems sowie zusätzliche Hilfsmaßnamen Verwerfungen durch die Krise abfedern konnten. Dazu werden Haushaltsbefragungsdaten des Sozio-oekonomischen Panels (SOEP) aus dem Jahr 2018, die bis zum aktuellen Rand fortgeschrieben werden, mittels eines statistischen Matching-Verfahrens mit Umfragedaten des IW zu den finanziellen Folgen und subjektiven Einschätzungen der Corona-Krise aus dem August 2020 kombiniert. Mithilfe des Mikrosimulationsmodells IW-STATS werden aufgrund der sich ergebenden Einkommens- und Statusveränderungen in der Corona-Krise zu zahlende Steuern und Abgaben und erhaltene staatliche Transfers der Haushalte simuliert. Zudem werden bei der Analyse der Verteilungswirkungen die bedarfsgewichteten Haushaltsnettoeinkommen zugrunde gelegt, da aus der IW-Befragung hervorgeht, dass die Verteilung der Verluste bei individuellen Erwerbseinkommen bereits stark moderiert wird, wenn der Haushaltskontext berücksichtigt wird. Änderungen beim Kurzarbeitergeld, der einmalige Kinderbonus und andere Krisenhilfen werden dabei bestmöglich berücksichtigt. In einem ersten Schritt kann so gezeigt werden, dass sich die Markteinkommen breiter Bevölkerungsschichten im Krisenjahr deutlich reduziert haben, wobei insbesondere Geringverdiener und Selbstständige verhältnismäßig stark betroffen sind. In einem zweiten Schritt zeigt sich die stabilisierende Wirkung der sozialstaatlichen Sicherungssysteme, die maßgeblich dazu beitragen, dass die Veränderungen in den verfügbaren Haushaltseinkommen deutlich geringer ausfallen. Der Effekt ist insbesondere in der unteren Einkommenshälfte ausgeprägt. Die Simulationsanalyse zeigt, dass die Ungleichheit in den Markteinkommen in der Krise zunimmt, aber nicht die Ungleichheit in den verfügbaren Haushaltseinkommen. Gleichzeitig zeigt der Vergleich zwischen 2019 und 2020 - wenn für beide Jahre dieselben krisenbedingten Einkommensverluste, aber nur im Jahr 2020 die Hilfsmaßnahmen modelliert werden -, dass die getroffenen Maßnah-men sowie unter anderem Reformen beim Kinderzuschlag (KIZ) und dem Wohngeld effektiv einem Anstieg der sozialen Ungleichheit im Krisenjahr entgegengewirkt haben. Welche langfristigen Folgen von der Corona-Pandemie auf die Verteilung der Einkommen vor und nach Steuern und Transferzahlungen ausgehen werden, ist zum gegenwärtigen Zeitpunkt jedoch nicht vorhersagbar. Die Auswertung der bis zum Zeitpunkt der Analyse bekannten Verteilungseffekte legt jedoch nahe, dass das soziale Sicherungssystem - mit seinen bestehenden Elementen und durch das beherzte Eingreifen der Politik - einen wesentlichen Teil der Einkommensverluste abfedern konnte. ; The corona pandemic has had a decisive impact on the year 2020 and, at least in recent times, has had an unprecedented (negative) impact on society and the economy. At the core of this simulation study is therefore the question of how the corona pandemic has affected income levels and social inequality in Germany, and to what extent automatic stabilizers of the social security system and additional financial aid measures have been able to cushion distortions caused by the crisis. To this end, household survey data from the Socio-Economic Panel (SOEP) from 2018, which have been updated to the current year, will be combined with survey data from the IW on the financial consequences and subjective assessments of the corona crisis from August 2020 using a statistical matching procedure. With the help of the microsimulation model IW-STATS, household taxes and social contributions to be paid and public transfers received are simulated on the basis of the resulting changes in income and in status during the corona crisis. In addition, the equivalence-weighted net household incomes are used as a basis for the analysis of the distributional effects, since the IW survey shows that the distribution of losses in individual labour incomes is already considerably moderated when the household context is taken into account. Changes in short-time work benefits (Kurzarbeitergeld), the one-time child bonus (Kinderbonus) and other financial crisis assistance are considered as precisely as possible. In a first step, it can be shown that the market incomes of large parts of the population have been significantly reduced in the crisis year, with low-income earners and the self-employed being particularly hard hit. In a second step, the stabilizing effect of the welfare state's social security system can be seen, which have contributed significantly to the fact that the changes in disposable household incomes have been significantly smaller. This effect is particularly pronounced in the lower half of the income distribution. The simulation analysis shows that inequality in market incomes has been increasing during the crisis, but not inequality in disposable household incomes. At the same time, the comparison between 2019 and 2020 - when the same crisis-related income losses are modelled for both years, but only in 2020 the financial aid measures - shows that the measures taken, including reforms of the child benefit supplement (Kinderzuschlag) and the housing allowance (Wohngeld), have effectively counteracted an increase in social inequality in the crisis year. However, the long-term consequences of the corona pandemic on the distribution of income before and after taxes and transfers are not clear so far. However, the evaluation of the distributional effects known up to the time of the analysis suggests that the social security system - with its existing elements and the courageous intervention of policymakers - was able to cushion a substantial portion of the loss of income.
Im Rahmen der Erbschaftsteuerreform 2016 hat der Gesetzgeber umstrittene Steuerbegünstigungen für den Erwerb betrieblichen Vermögens nur leicht modifiziert und sogar neue Begünstigungen geschaffen. Die unerwünschten Konsequenzen dieser Politik, nämlich die erhebliche Ungleichbehandlung der Erwerber, die verwaltungstechnischen Probleme sowie ökonomische Ineffizienzen bestehen also fort. Zudem sind die selektiven Ausnahmeregeln ökonomisch nicht begründbar und dienen vorwiegend der politisch einflussreichen Mittelstandsklientel. Eine erneute Verfassungsbeschwerde erscheint notwendig und angesichts der schwerwiegenden Mängel des Gesetzes auch aussichtsreich zu sein.
Seit langem hat es keine umfassende Reform im deutschen Steuersystem gegeben. Vor der Bundestagswahl und angesichts deutlicher und wohl auch längerfristiger gesamtstaatlicher Überschüsse werden zunehmend Vorschläge zur Entlastung der Steuerzahler gemacht. Dabei sind viele Aspekte zu berücksichtigen: beispielsweise die Frage, welche Einkommensgruppe entlastet werden sollte und welche tatsächlich durch die Vorschläge entlastet würde. Im Wesentlichen beziehen sich die Reformvorschläge auf die Einkommensteuer. Es müssen aber auch die Sozialabgaben und andere Steuerarten wie die Körperschaft-, Vermögen- und Erbschaftsteuer sowie die Energiesteuern in den Blick genommen werden. ; Some authors focus on the fact that Germany shows one of the highest tax burdens among the OECD countries. Based on their analysis, they suggest approaches to reduce the tax burden in particular for lower and medium incomes. These tax reliefs are possible, and would not compromise new public investment. But decreases in personal income tax rates mainly relieve higher income earners and are accompanied by high tax losses if the top tax rates are not increased. Alternatives are relief for social contributions or VAT. Other researchers do not look at the tax burden this way: as the income tax burden in Germany is not high from a historical perspective or by international standards, there is no case for massive tax cuts, as this would jeopardise the government's ability to act and fail to correct past shifts of the tax burden at the expense of households with low incomes. Any tax cuts should be targeted at the bottom half of the income distribution without creating any revenue shortfalls. Instead, the government would be well advised to increase its efforts to overcome the public investment backlog and ensure a well functioning civil service. Furthermore, sustainability oriented tax reforms should focus on a shift of the tax burden from taxes on labour towards environmental and wealth based taxes.
Using a panel fixed effects model for a large sample of countries, we examine how financial development, financial liberalization and banking crises are related to income inequality. Our results suggest that all finance variables increase income inequality. In addition, the impact of financial liberalization on inequality seems to be conditioned by the level of financial development. There is evidence that the quality of political institutions conditions the impact of finance on income inequality, in contrast to the quality of economic institutions. Our main finding is robust for using random effects, cross-country regressions and legal origin as instrument for financial development.
Since the release of the first wave of the Household Finance and Consumption Survey, the causes of the large euro area differences in private net wealth inequality have been at the forefront of the political debate. This paper assesses the quantitative importance of cross-country differences in labor market risks and social security institutions for euro area differences in private net wealth inequality. I document the empirical puzzle that euro area countries with the largest reduction in the income Gini coefficient through public transfers and with most generous welfare states, robustly show a higher inequality in private net wealth. Going back to the argument by Hubbard et al. (1995) that public insurance crowds out private savings especially of the poor, I construct a life cycle model with heterogeneous households and incomplete markets that features exogenous labor market risks, social transfers and public and occupational pensions. Calibrating the model to the actual euro area differences in the gross earnings process, unemployment dynamics and social security systems, it can account for 61.2% of the cross-country differences in the net wealth Gini coefficients for the bottom 95% of the wealth distribution. The model results suggest that welfare policies contribute with 47.3% to the wealth inequality differences across the euro area, while gross earnings inequality and unemployment can rationalize 13.9%.
We empirically investigate the relationship between income inequality and redistribution, accounting for the shape of the income distribution, different development levels, and subjective perceptions. Cross-national inequality datasets that have become available only recently allow for the assessment of the link for various sample compositions and several model specifications. Our results confirm the Meltzer-Richard hypothesis, but suggest that the relation between market inequality and redistribution is even stronger when using perceived inequality measures. The findings emphasize a decisive role of the middle class, though also approving a negative impact of top incomes. The Meltzer-Richard effect is less pronounced in developing economies with less sophisticated political rights, illustrating that it is the political channel through which higher inequality translates into more redistribution.
Unter dem Begriff der "kalten Progression" versteht man den Anstieg des durchschnittlichen Einkommensteuersatzes allein durch Lohn- und Einkommenserhöhungen, die die allgemeine Preissteigerung - also die Inflation - ausgleichen. Im Jahr 2013 lag die Belastung durch die kalte Progression am höchsten. Im Schnitt wurden die Steuerzahler mit 211 Euro zu viel im Vergleich zum Referenzjahr 2010 belastet. Die Verteilungsanalyse mit dem Mikrosimulationsmodell STATS des Instituts der deutschen Wirtschaft Köln (IW Köln) zeigt, dass in absoluten Beträgen die hohen Einkommen auch am stärksten betroffen sind. Relativ gesehen, also im Verhältnis zur ursprünglichen Steuerlast, trifft die kalte Progression vor allem Gering- und Mittelverdiener. In der Spitze betrug die zusätzliche Belastung bis zu 25 Prozent der "regulären" Steuerschuld bei Steuerzahlern im zweiten Einkommensdezil. Die ärmeren Haushalte profitieren zwar überproportional von Anpassungen des Grundfreibetrags, allerdings befinden sich viele in der ersten Progressionszone des Tarifs und werden somit auch stärker von der kalten Progression getroffen. Die tarifliche Entlastung im Jahr 2016 hat die kalte Progression nur teilweise beseitigt. Im Vergleich zu 2013 sinkt zwar die Belastung merklich, allerdings bleibt im Vergleich zu 2010 eine durchschnittliche zusätzliche Steuerlast in Höhen von 140 Euro je Steuerpflichtigem erhalten. Die geplante Anpassung 2017 wird zwar die kalte Progression in den unteren drei Einkommensdezilen abbauen, allerdings wird die Belastung über alle Steuerzahler im Schnitt immer noch 115 Euro betragen. Wollte man die kalte Progression zum Referenzjahr 2010 im Zuge des Tarifs 2017 über die gesamte Einkommensverteilung hinweg beseitigen, so müssten die Tarifgrenzen oberhalb des Grundfreibetrags um ungefähr 7,5 Prozent angehoben werden statt der vorgesehenen 0,72 Prozent. Die zusätzlichen Aufkommensverluste werden mit dem STATS-Modell auf 7,1 Milliarden Euro geschätzt. Die Politik sollte zudem die aktuelle Phase niedriger Inflation nutzen, um eine automatisierte Regelung zu implementieren ohne sofortige hohe Ausfälle beim Steueraufkommen zu erleiden.
Due to reasons such as the capacity to govern and social stability a good understanding of citizens preferences and their informal coalitions is extremely important. Because preferences for redistribution are difficult to measure identification of latent subgroups becomes non-trivial. Moreover, these groups may be determined by latent characteristics, which increase the identification problem even further. The aim of this study is to identify such groups in the context of preferences for redistribution, by adopting an inductive approach. The data for the estimation of the Willingness-To-Pay values is generated by a decision task, based on a representative sample of 1,538 German individuals. To identify the latent subgroups we investigate to which extent respondents can be grouped using latent class models thereby accounting for both observable and unobservable heterogeneity within the society. Based on the econometric analysis we can identify six social interest groups that differ regarding their preferences for redistribution and their composition. Preference regarding the overall budget for redistribution as well as regarding the different recipient groups are plausible within the political setting in Germany. This also goes for the socio-demographic determinants for group membership, which moreover match well with the current political situation in Germany.
When based on perceived rather than on objective income distributions, the Meltzer-Richards hypothesis and the POUM hypothesis work quite well empirically: there exists a positive link between perceived inequality or perceived upward mobility and the extent of redistribution in democratic regimes though such a link does not exist when objective measures of inequality and social mobility are used. These observations highlight that political preferences and choices might depend more on perceptions than on factual data.
In this paper the causal effects of socioeconomic status, in particular income, on individuals health in the European Union are analysed. We focus on the relationship between income and health. Finally, an international comparison of concentration indices for socioeconomic inequality in health based on the European Community Household Panel (ECHP) is presented. This survey contains data on individuals and households and the information is homogeneous across European Countries. China's high income and wealth inequality has long attracted the interest of policymakers and re-searchers, yet surprisingly little has been done since 2010 on inequality trends. Given China's evolving economic structure and the government's adoption of new policy tools in recent years, we revisit the latest data on Chinese inequality and assess the impacts of economic and policy changes on income distribution. After a quarter century of rapid, sustained increase, we see Chinese inequality plateauing and even diminishing. To verify this finding, we draw upon a range of data sources and measures of inequality. We examine inequality trends through decomposition by income source and population subgroups, and consider possible explanations such as policy shifts and structural trans-formation of the Chinese economy. The findings suggest that the narrative on Chinese inequality today should focus on clarifying the factors driving this apparent inequality turnaround.
Von der Einführung eines gesetzlichen Mindestlohns zum 1. Januar 2015 dürften etwa 13,7 Prozent aller Arbeitnehmer - das sind 4,6 Millionen - betroffen sein. Im Osten sind fast doppelt so viele Arbeitnehmer betroffen wie im Westen. Um die Eingriffsintensität auf das westdeutsche Niveau zu senken, dürfte der Mindestlohn im Osten lediglich 7,00 Euro je Stunde betragen. Der Mindestlohn bedeutet demnach vor allem für den Osten einen signifikanten Arbeitsmarkteingriff, der mit großen beschäftigungspolitischen Risiken einhergeht. Erfahrungen aus Frankreich und dem Vereinigten Königreich zeigen, dass ein moderaterer Einstieg sinnvoll gewesen wäre. Umso mehr kommt es darauf an, für Problemgruppen des Arbeitsmarktes Ausnahmeregelungen vorzusehen. Hier muss der Gesetzesentwurf der Bundesregierung nachbessern. Jugendliche ohne abgeschlossene Berufsausbildung sollten erst ab der Vollendung des 21. Lebensjahres Anspruch auf den gesetzlichen Mindestlohn haben. Noch besser wäre es, alle Berufseinsteiger ohne Berufsabschluss vom Mindestlohn auszunehmen. Das gilt auch für alle Langzeitarbeitslosen. Ohne solche Ausnahmen wird die Bundesregierung mittelfristig gezwungen sein, den Mindestlohn zu subventionieren. Die französischen Erfahrungen zeigen, dass dies erhebliche finanzielle Mittel notwendig macht. Nachbesserungsbedarf am Gesetzesentwurf gibt es auch bei der Mindestlohnanpassung. Die Mindestlohnkommission sollte sich nicht nur nachlaufend an der Tarifentwicklung orientieren, sondern auch an der Arbeitsmarktund Konjunkturentwicklung. Grundlage einer Empfehlung sollte stets eine wissenschaftliche Evaluierung der Mindestlohnwirkungen sein. Dies sollte im Mindestlohngesetz verankert werden.
In this paper we study a behavioral model of conflict that provides a basis for choosing certain indices of dispersion as indicators for conflict. We show that a suitable monotone transform of the equilibrium level of conflict can be proxied by a linear function of the Gini coefficient, the Herfindahl-Hirschman fractionalization index, and a specific measure of polarization due to Esteban and Ray.
