Within the 2022 Strategic Compass, published a year ago, the EU sets out the ambition to create a force of 5000 troops, including pre-identified strategic enablers, built on "substantially modified Battlegroups". The Rapid Deployment Capacity (RDC), which was originally called an initial entry force, was proposed by 14 member states and was subsequently discussed at the Foreign Affairs Council on Defence Issues on 6 May 2021.

"In dem Beitrag zur empirisch gestützten Beschreibung und Erklärung von Entscheidungsprozessen in der EU wird die Entwicklung des Lobbyings als Form der 'Public-Affairs-Managements' (PAM) auf europäischer Ebene untersucht. Mit dem Europäischen Binnenmarkt wurde Brüssel zum Anziehungspunkt für Lobbyisten aus Mitgliedstaaten und Nicht-EU-Ländern, die sich einer verstärkten Konkurrenz aussetzen und eine Art 'Überfüllung' an wichtigen Schaltstellen des EU-Entscheidungsapparates verursachen. Die folgenden drei Trends kann man als Reaktionen auf den erhöhten Wettbewerb betrachten: Erstens ist eine Entwicklung weg von der nationalen Koordinierung des Lobbyings hin zu einer eigenständigen und direkt nach Brüssel gerichteten Strategie der einzelnen Interessengruppen zu beobachten. Der zweite Trend bewegt sich vom individuellen zum kollektiven Agieren auf EU-Ebene. Lobbying-Gruppen suchen sich Partner mit ähnlichen Interessen und entwickeln eine gemeinschaftliche Strategie. Modell dieses Vorgehens sind die Europäischen Verbände ('EuroFeds'): transnationale Organisationen mit engem Kontakt zum EU-Apparat, in denen sich Unternehmen und Vereinigungen eines Sektors zusammenfinden, um gemeinsam effizienter Lobbying betreiben zu können. Drittens haben sich die Lobbying-Strategien der einzelnen Akteure von standardisierten, 'vorgefertigten' Abläufen zu flexiblem, 'maßgeschneidertem' Vorgehen gewandelt. Lobby-Verhalten spiegelt heute weniger den Stil der nationalen Regierung als vielmehr die speziellen Organisationsmerkmale des jeweiligen Lobbying-Akteurs wider und ist vor allem issuebezogen. Die PAM-Forschung kann nach van Schendelen einen wichtigen Beitrag zur Demokratie auf europäischer Ebene liefern: Je besser die EU-Verbändeforschung entwickelt und je weiter ihre Ergebnisse verbreitet sind, desto weniger Chancen haben Praktiken unfairen Wettbewerbs, weil alle Akteure an dem Wissen über professionelles und effizientes Lobbying teilhaben können."
