Wind energy is becoming one of the leading sources of power in Europe. The installed capacity increases each year, with the offshore wind gradually evolving with even more significant potential than onshore [1]. This growing tendency has also been promoting a more extensive research effort in this area, pushed by the climatic crisis that has also driven political support from multiple nations across Europe. Wind energy has employed over 250 thousand EU citizens and contributed to around 10% of European electrical consumption. Although high milestones have been achieved, there is still much room to grow in the wind energy sector, particularly cost reduction.The WindScanner.pt project aims to create a European distributed research infrastructure based on high precision sensors able to analyze fluid dynamics in tridimensional volumes, offering the ability to understand atmospheric conditions and turbulence better. This asset will not only allow better assessment of the wind conditions. Still, it will also enable the evaluation of projects in other areas where fluid dynamics are relevant, such as civil engineering and the building industry, by scanning the surroundings of large structures such as bridges and viaducts and measuring structure oscillations [3]. ; info:eu-repo/semantics/publishedVersion

The presentation will elaborate on the Dutch decision-making process concerning large-scale research infrastructures at national and European levels. The process involves several stakeholders, from scientists, to funders to Ministries. The Permanent Committee for Scientific Infrastructures (http://www.onderzoeksfaciliteiten.nl/permanente-commissie) plays a high-level decision-making and vision role in this effort. The committee is independent and part of NWO, the Netherland's Research Organisation for Scientific Research, on special request of the Minister of Education, Culture and Science. This level of decision making is necessary to participate at the next level within the vision of the European Roadmap for Research Infrastructures. This Roadmap is set up by the European Strategy Forum for Research Infrastrcutures (ESFRI, https://www.esfri.eu) and is a portfolio of Research Infrastructures regarded as crucial to shape the European Landscape of scientific Research Infrastrcutures. DiSCCo (Distributed System of Scientific Collections), led by Naturalis (Leiden) is a recent and good example of such an infrastructure that gained a place in the European research infrastructure environment connecting 115 Museums, Botanical Gardens and collection-holding Universities in 21 European countries.

The integration of renewable energy resources - as key enablers for the reduction of greenhouse gas emissions into the power systems - has increased over the past years and led to higher complexity of electric power systems. The increased availability of advanced automation and communication technology, along with novel intelligent solutions for system operation has transformed the traditional power system into a cyber-physical energy system - a smart grid. In this context research and technology development are important to turn the existing energy infrastructure into a sustainable one. A major role in all these developments are research infrastructures in the domain of power and energy systems. This presentation provides an overview of achievements, experiences and lessons learned from European smart grid and distributed energy resources research infrastructure projects gained over more than a decade so far.

The recent European Council Directive 114/08 requested the EU Member States to perform an assessment aimed at the identification and designation of the so-called European Critical Infrastructures (ECI). Every analysis of the results of the "first round" of identifications and designations has only taken into account the numbers of ECIs effectively designated, consequently leaving aside all of the other elements related to this important path towards a harmonized vision of the "European Security." This work, with its unprecedented approach, focuses on the elements that have maximized or frustrated the ambitious European objectives and on the issues that might have prevented the directive reaching its full potential. Furthermore, the study offers an in-depth perspective on the lessons learned-including those that can be learned from the "U.S." pre-post 9/11 CIP policies-as well as an assessment of the state of play of the Member States after the implementation of the directive, together with predictions for future challenges

The second volume of the ESFRI Scripta series is dedicated to the outcomes of the ad hoc Working (WG) Group on Long-Term Sustainability (LTS) of Research Infrastructures.The LTS WG was created by ESFRI in 2016 to comprehensively respond to the Conclusions of the Competitiveness Council of the European Union of 27th May 2016 that ´´underlines the importance of ensuring Long-Term Sustainability of Research Infrastructures and invites the Commission to prepare together with ESFRI and relevant stakeholders a targeted action plan´´.ESFRI has previously developed its concept of lifecycle of the Research Infrastructures in the framework of the Roadmap evaluation exercise, and at all stages of the lifecycle different aspects of sustainability were identified. The LTS WG has analysed the Long-Term Sustainability of Research Infrastructures from a broad perspective taking the ESFRI viewpoint well beyond the mere economical analysis. Scientific excellence is the condition sine qua non for sustainability throughout the entire RI lifecycle, and its persistence is crucial in the long-term operational phase. Excellence in science and outstanding quality services to the users are imperative for the successful performance of each Research Infrastructure, and they are addressed in the monitoring and reviewing processes by ESFRI.The report proposes 7 main recommendations covering the key aspects of Long-Term Sustainability of Research Infrastructures. These recommendations are expanded into 35 specific points ranging over securing highly qualified and motivated human resources, realizing a robust transfer of information to society from the Research Infrastructure via a quality-controlled e-Infrastructure, building an effective interface between RIs and innovation activities, understanding the actual value of the diverse benefits to society, addressing the optimal governance and management structure and promoting coordination among RIs.This volume of ESFRI Scripta contains the full LTS WG report as approved by the ESFRI Forum in June 2017 and then shared with the European Commission to jointly address, with a multifaceted but overall consistent analysis, the mandate of the Competitiveness Council on Long-Term Sustainability of RIs.It represents an advanced expert analysis of substantial value on the sustainability issues connected with the large investments associated with Research Infrastructures, but does not represent in any way commitments of the ESFRI Member States and Associated Countries at political or economical level.

Contemporary infrastructure research has its origins in the late 1980s as attempts were made to measure the economic impact of public expenditures with early mixed results. In the 1990s, infrastructure assumed greater importance as a policy solution to improve economic performance in low-income economies particularly by multilateral development and official development agencies. This interest led to greater research interest with the examination of infrastructure and economic development, foreign direct investment, the role of institutions and capital markets, procurement, regional economic effects and more recently, the productivity of public investment in specific regions and industries. This article identifies subjects that warrant further research in the future particularly the shortfall in current investment levels and how this will be met. This is a challenge for both low and high-income countries with fiscal and public debt constraints requiring governments to tap alternative sources of finance. Policy options available to government include wider use of bond markets and private participation in infrastructure provision and management. Other problems facing government include optimism bias and forecasting error that is a particular problem for projects in the transport sector. Many other research opportunities remain to be explored and this article is designed to provide an overview of several of the subjects that would benefit from further research at the present time.
