On March 29-31, 2007, the Strategic Studies Institute and the Triangle Institute for Security Studies conducted a colloquium on "Global Climate Change: National Security Implications" held in Chapel Hill, North Carolina. This volume is based on the proceedings of this conference. Chapter 1 addresses the growing historical awareness of the threat and outlines the science of climate-change. Chapters 2 and 3 focus on how climate change might affect human societies and the degree to which it might cause or exacerbate violence and conflict. Particular attention is paid to the implications for the security of the United States. Chapters 4 and 5 consider a variety of potential solutions, ranging from international diplomacy to the development of efficient technologies. Chapters 6 and 7 focus on the role of the U.S. Armed Forces. What can they do and what should they do to mitigate climate change or prepare to meet the threat? Chapter 8 summarizes and concludes. Contributors to this volume agree that climate change is a threat deserving of serious attention. They stress the need for greater planning and coordination and for further research as well as the utility of engagement—military to military and state to state—on environmental issues. Climate, climate change, climate fluctuations and climatic trends are only a few of the terms used today, in not only conferences, scientific symposia and workshops, but also parliaments and in discussions throughout society. To climatologists these terms may be well known; to the vast majority of people, however, they are new, and they require definition and explanation. The World Meteorological Organization (WMO) inherited an interest and involvement in the studies of climate and climate change from its predecessor, the International Meteorological Organization (IMo), which was established in 1873. By 1929 the IMO had set up a Commission for Climatology to deal with matters related to climate studies. When, in 1950, the World Meteorological Organization assumed the mantle of the IMO, it retained the commission which, among other responsibilities, had already recognized the need for the definition and explana­ tion of terms used in climatology. It must also be said that much of what we now know about climate derives from the scientific and technical programmes co­ ordinated by IMO and now, to a much greater extent, by WMO. In 1979, the First World Climate Conference made an assessment of the status of knowledge of climate and climate variability, and recommended the establishment of a World Climate Programme. This recommendation was fully endorsed by the Eighth World Meteorological Congress, and the World Climate Programme was subse­ quently established by WMO in co-operation with the International Council of Scientific Unions (ICSU) and the United Nations Environment Programme (UNEP)
