The problem of keeping the military power in due obedience to the civil is not one that overtly troubles GB & the US, but conflict can be traced in the formulation of national defense policy & in the structure of defense org. In policy matters, civilian statesmen have drawn strength from diff's between service chiefs themselves, & developments in the defense org's of the 2 countries have shown increasing recognition of the importance of non-military factors. Military considerations are only one element in a far wider pol'al situation & need to be treated as such. Only the civil sovereign authority has the ability to consider fully every relevant factor before coming to decisions; & this is more important than the military virtues of expedition & decisiveness. The wartime pattern of concentrating authority in the hands of one or two men is neither desirable nor necessary in a democracy in peacetime. IPSA.
