In December 1994, the Taiwanese elected a provincial governor and the mayors of Taipei and Kaohsiung cities. At the same time they also elected deputies to the local assembly and city councillors. In these elections the Kuomintang, Democratic Progressive Party and the New Party (Hsintang) took part. The author looks at these elections and political development in Taiwan. (DÜI-Sen)

This article analyses trends in election campaigning in Taiwan with particular reference to the landmark 2000 presidential election, when the Kuomintang's 50-year monopoly on power finally ended. It examines the growing professionalism in election campaigning that stands alongside, and is shaped by, the systemic and institutional features of Taiwan's electoral landscape, such as the path dependency of the parties and the electoral system used. The article challenges us to reconsider the notion of how identity is shaped and communicated; globalisation has given birth to a spurious catch-all notion of "Americanisation" that is invoked by many modern election observers. It is said to describe a trend towards a global convergence of electoral practices based on the adoption of election campaign techniques developed in the United States. The discourse on Americanisation resonates with the pejorative vocabulary more associated with cultural imperialism, suggesting the displacement of the indigenous by the foreign. The article is a warning against using this discourse too liberally. The flows of influence and information are in fact multi-directional, with the United States absorbing cultural effects as well as supplying them. Newly democratising systems have not undergone a blanket Americanisation because, as the Taiwan example clearly demonstrates, traditional methods of voter mobilisation remain important; the foreign coexists with the indigenous. Am 21. März 2008 wählten die Taiwaner einen neuen Präsidenten und sie entschieden sich mit einer Mehrheit von 58,45% für Ma Ying-jeou (Ma Yingjiu), den Kandidaten der oppositionellen Nationalen Volkspartei Kuomintang (Guomin- dang, KMT). Mit ihm wurde Vincent Siew (Xiao Wanchang) zum Vizepräsidenten gewählt (ZXW o.J.a). Nach acht Jahren (zwei Amtsperioden) unter Chen Shui- bian von der taiwannationalistischen Demokratischen Fortschrittspartei DPP vollendeten die Wähler damit einen Machtwechsel, dessen ersten Akt die von der KMT überragend gewonnenen Parlamentswahlen im Januar 2008 bildeten (Schütte 2008). Es war der zweite auf demokratische Art zustande gekommene Machtwechsel in der Geschichte der noch jungen taiwanischen Demokratie.

Die bestehende Verfassung der Republik China in Taiwan wurde von der Nationalversammlung am 25.Dezem- ber 1946 in Nanjing (Nanking) verabschiedet und am 1.Januar 1947 von der Guomindang (Kuomintang, im folgenden GMD)-Regierung verkündet. Zur gleichen Zeit brachen die Friedensverhandlungen zwischen der Regierung und der KPCh ab, und der Bürgerkrieg zwischen beiden Seiten, der 1927 begonnen hatte und zwischen 1937 und 1945 aufgrund des gemeinsamen Widerstandskrieges gegen Japan unterbrochen worden war, flammte an allen Fronten wieder auf. Nach der militärischen Niederlage auf dem chinesischen Festland zog sich die GMD-Regierung 1949 nach Taiwan zurück. Um ihren Anspruch auf die legitime Vertretung für Gesamtchina geltend aufrechtzuerhalten, wurden die 1947/48 gewählten nationalen Parlamentsorgane, die Nationalversammlung, der Gesetzge- bungs- und der Kontrollyuan, über 40 Jahre lang nicht erneuert.

Primarily relying on the Kuomintang Party archives recently available to scholarship at the Hoover Institution Archives, this article examines the roles of the Kuomintang Central Reform Committee and the party reform under it between 1950 and 1952. The Committee became a crucial contributing factor in terms of the survival of the once defeated and demoralized Kuomintang as a ruling party. While the Kuomintang under the Committee created a variety of direct or indirect controls over the government and society that gave it unquestioned dominance, it also began to interact closely with the people on Taiwan as a result of the party recruitment and the implementation of local-level political reforms, two salient agendas that had never taken place in the mainland. For the sake of revitalizing a party capable of responding to challenges in a new environment, the Kuomintang during its reform period promulgated new rules and regulations, set up new agendas and implement new policies, and instituted various party local branches in different social stratum and vocational categories. These measures, in turn, helped Kuomintang undergo an institutional and cognitional change that was totally unimaginable in the past. (J Contemp China/GIGA)

As one of the four NICs (Newly Industrializing Countries) in East Asia, Taiwan has seen the rapid emergence of a wealthy and highly-educated social stratum, the new rich, since the 1970s. This social stratum has had far-reaching repercussions upon Taiwan's economy, society and politics. The author looks at the conditions attending the emergence of the new rich (especially the business people and intellectuals) in this country and explores the consequences. (DÜI-Sen)
