The Middle East and its tension potential have become the biggest security challenge for Europe and the United States at the beginning of the new millennium. The terror of Al Qaida, the fierce counteractions by the USA, the never-ending Israeli-Palestinian conflict, the still unsolved Kurdish issue, and the Iraq War make it once more quite obvious that the Middle East region continues to be an unstable one. How are especially we Europeans to deal with this geographically neighboring area on which we are so heavily dependent in terms of energy policy. How will it be possible to restrict the religious fundamentalism and radicalism, the international terrorism, and the danger of uncontrolled proliferation of weapons of mass destruction? Der Autor zeigt, dass die libysche Verzichtserklärung auf Massenvernichtungswaffen vom Dezember 2003 nicht einfach als Nebenprodukt des Irak-Kriegs interpretiert werden kann. Die Bush-Administration hat vielmehr eine seit mehr als einem Jahrzehnt diskutierte und schließlich gegen Ende der Clinton-Administration eingeleitete Politik erfolgreich zu Ende gebracht. Insofern ist die jetzige Entscheidung Qadhdhafis nicht als Sieg präemptiver Schläge, sondern als Sieg traditioneller Methoden der nuklearen Nichtverbreitungspolitik zu werten. (DÜI-Hns)
