Contrary to Durkheim's idea about suicide during wartime, the Netherlands had high suicide rates in 1940 and 1945. To explain these findings, we propose the social integration theory, according to which, people who expect to be excluded from society are more likely to commit suicide. We examine this idea using individual-level data on suicide in the Netherlands during the Second World War, assuming that Jews expected to be excluded by the occupying German forces, whereas political delinquents expected punishment after the war. In support of our theory, we found high suicide rates among Jews at the beginning of the war and high suicide rates among political delinquents when the Netherlands was liberated. These findings support the proposed theory and call for refinement of Durkheim's ideas.

L'intégration politique de la communauté européenneL'établissement d'institutions économiques supranationales est susceptible de créer une tendance à l'intégration politique, tendance qui se manifeste par le développement simultané d'institutions politiques et d'un « esprit communautaire », dans l'opinion publique des pays en cause. Comme les institutions économiques du Marché commun (CEE, CECA, Euratom) ont assez bien réalisé leurs objectifs économiques, il était intéressant d'examiner si ces institutions ont eu un tel effet sur les opinions sociopolitiques, les attitudes et les organismes qui avaient contribué à l'émergence d'un esprit communautaire supranational. Les quatorze « indices » de Karl Deutsch, pour la mesure de l'intensité des tendances à l'intégration politique au niveau international, ont été examinés en rapport avec chacun des six Etats-nations de la CEE.L'enquête montre que, jusqu'à maintenant, est négligeable tout nouveau développement institutionnel de nature politique. Il y a toutefois quelque preuve d'amplification d'un « esprit communautaire » au niveau non gouvernemental. Pour huit des quatorze conditions dégagées par Deutsch, on a observé des évolutions considérables; pour quatre autres, des évolutions moindres; tandis qu'on n'a rien relevé de significatif en rapport aux deux dernières.En acceptant ces quatorze conditions comme « indices », on peut conclure qu'elles sont suffisamment remplies pour établir que s'est développé un consensus public propre à consolider les institutions supra-nationales. Ce consensus résulte en grande partie de la création des communautés économiques et du succès de leurs réalisations. On peut maintenant s'attendre au développement d'une superstructure dont l'orientation politique soit davantage affirmée.

On the premise that representative government cannot properly function without the political participation of a large active segment of its constituents represented by permanent immigrants without citizenship, this article: 1) reviews some attempts to resolve such an anomalous situation; 2) suggests naturalization as an instrument to correct it and describes the naturalization rate and the reasons for the low propensity for naturalization in various North European countries; 3) surveys the phenomenon of dual citizenship, the reasons for its increase as well as its inconveniences and advantages; and 4) hypothesizes that future increases in dual citizenship will protect political rights and foster political integration.

These notes are part of a study on the problem of political integration. My hypothesis is that the political system driving for integration maximizes its chances for achieving a high degree of integration and remaining stable, in spite of the short-run destabilizing effects of the drive for integration, if it is authoritarian, consensual, "identific," and paternal. If any of these four characteristics is absent, and to the extent that functionally compensating factors are also absent, the destabilizing effects of the drive for integration are increased.
