THE CZECHOSLOVAK REVOLUTION WAS NOT ONLY THE FASTEST OF ALL THE EAST EUROPEAN REVOLUTIONS, BUT ALSO THE MOST ORDERLY. THIS ARTICLE EXPLORES THE CONFRONTATION BETWEEN EAST AND WEST AND AN ERA OF WASTED TIME. IT THEN ASSESSES THE DIFFICULTIES THAT EAST EUROPEAN COUNTRIES FACE IN RETURNING TO DEMOCRATIC INSTITUTIONS AND POLITICAL AND ECONOMIC STABILITY, AND THE MORAL OBLIGATION OF WESTERN EUROPE AND THE UNITED STATES TO NOW HELP EASTERN EUROPE.

As conservator-restorers we should be "a voice of reason", an advocate that speaks for the cultural heritage values of our built heritage. However, we are often only one voice in a large group consisting of everything from structural engineers, geologists and carpenters to economic advisors and bureaucrats. Being a conservator-restorer in such settings often turns out to be a great balancing act. On the one hand, we are supposed to protect the buildings against any intervention that will compromise its authenticity and cultural values. On the other hand, we must allow as much protective work as possible to ensure the buildings' future. Questions that can arise for a conservator-restorer during and after discussions in multi-disciplinary groups are many. Questions that needs answering before work starts. Are the conservator-restorer and the master craftsperson really on each end of the scale in a project, or is it just that we use different words? Is it conservation ethics versus the practical view of the engineer, or can both sides be pragmatic and find a new and possibly better solution? Is it possible that the conservator-restorer and the funding body can meet in the middle, or can that jeopardize the project?

This article is a strategy for the comparative analysis of justice in various contesting forms. To identify useful levels of the comparative project, the colonising potential of restorative justice is examined. In this context the influence of formalised justice mechanisms over the less formal is explored, with examples in transitional cultures in the South Pacific discussed. Local and global potentials (and dilemmas) are identified for analysis. The integration of justice forms, both in terms of structure and ideology, is argued for. Notions of collaborative rather than restorative justice are advanced, in order that the intersection between state‐sponsored and customary justice forms is best appreciated.

This paper argues that welfare economics should be restored to a prominent place on the agenda of economists, and should occupy a central role in the teaching of economics. Economists should provide justification for the ethical criteria underlying welfare statements, and these criteria require constant re-evaluation in the light of developments in economic analysis and in moral philosophy. Economists need to be more explicit about the relation between welfare criteria and the objectives of governments, policy-makers and individual citizens. Moreover, such a restoration of welfare economics should be accompanied by consideration of the adoption of an ethical code for the economics profession.
