In 12 eigenständigen Aufsätzen werden die ethnischen, kolonialgeschichtlichen, ideologischen und politischen Hintergründe des Genozids in Ruanda erläutert und verschiedene Aspekte der Geschehnisse während der Massenmorde dargestellt. Die Autoren der ersten beiden Artikel befassen sich mit der politischen Entwicklung des Landes in den letzten Jahren und den Folgen der Kämpfe der Truppen Ruandas gegen die "Rwanda Patriotic Front". In den nachfolgenden Beiträgen kommen Augenzeugen zu Wort, deren Schilderungen die Ereignisse an verschiedenen Orten des Landes - u.a. in der Hauptstadt Kigali - zwischen April und Oktober 1994 illustrieren. Ruandas Probleme bei der notwendigen Rückkehr zur gesellschaftlichen und wirtschaftlichen Normalität, die Rolle der Nachbarländer Uganda und Tansania und die Situation der Flüchtlingslager sind weitere Themen der Aufsätze. Schließlich befassen sich die Autoren mit den Grundzügen der französischen Afrikapolitik der letzten Jahrzehnte, der Untersuchung ideologischer Aspekte der ethnischen Spannungen zwischen Hutu und Tutsi, der Geschichte der "Rwanda Patriotic Front" sowie einer kritischen Sicht auf die Reaktionen der wissenschaftlichen Afrikaforschung auf den Völkermord in Ruanda. Übereinstimmend kommen die meisten Autoren zu dem Schluß, daß die Massaker in Ruanda keine spontanen Handlungen der Bevölkerung, sondern größtenteils gelenkte Aktionen von Militär und Miliz waren, denen nicht nur Tutsis sondern auch politisch unliebsame Hutus und ihre Familien zum Opfer fielen. Reshaping Urbanization in Rwanda : Internal Migration in Rwanda
The objective of this report is to inform the government's policies and strategies on urbanization as a driver of economic development, job creation, and poverty reduction. Note two examines internal migration in Rwanda, which is a recent phenomenon and remains fairly limited, with less than 10 percent of the population changing their district of residence in the three years between 2011 and 2014. Rural‐to‐urban migration has increased slightly as a share of internal migration, and with internal migration increasing overall, the absolute number of people moving from rural to urban areas has grown. The spatial disparities in living standards offer a compelling motivation for people in lagging areas to move closer to economic density. This note takes a closer look at the scale and nature of internal migration in Rwanda. This note is organized as follows: section one gives introduction. Section two presents the scale and pattern of internal migration, focusing particularly on rural‐to‐urban migration and the secondary cities. Section three sketches the characteristics of migrants, focusing on push and pull factors and disaggregating by type of migration. The final section four concludes.
