What is Russia's potential as a partner in the global race towards a low-carbon economy? This book provides a balanced analysis of Russia's impressive, understudied and sometimes surprising strengths in the renewable energy sector and raises the vitally important question of how key countries such as Russia will approach global climate politics and their own energy supply in the post-Kyoto world.
'Energy democracy' has evolved from a slogan used by activists demanding a greater say in energy-related decision-making to a term used in policy documents and scholarly literature on energy governance and energy transitions. This article reviews the academic literature using a combination of three methodological elements: (1) keyword searches of major bibliographical databases for quantification purposes; (2) an innovative method referred to as 'circulation tracing' to assess impact; and (3) in-depth discussion of the theoretical underpinnings, implications and interconnections of different parts of the literature. A conceptual framework is developed around three divergent understandings of the term 'energy democracy': (1) a process driven forwards by a popular movement; (2) an outcome of decarbonisation; and (3) a goal or ideal to which stakeholders aspire. The review also highlights some weaknesses of the literature: fragmentation between its European and American branches, which barely relate to each other; implicit or absent linkages between 'energy democracy' and broader theories of democracy; a tendency to idealise societal grassroots; confusion about the roles of the state, private capital and communities; and lack of attention to the threat posed by energy populism. Proponents should not assume that more energy democracy will inherently mean faster decarbonisation, improved energy access or social wellbeing. This paper develops an automated algorithm to process input data for segmented string relative rankings (SSRRs). The purpose of the SSRR methodology is to create rankings of countries, companies, or any other units based on surveys of expert opinion. This is done without the use of grading systems, which can distort the results due to varying degrees of strictness among experts. However, the original SSRR approach relies on manual application, which is highly laborious and also carries a risk of human error. This paper seeks to solve this problem by further developing the SSRR approach by employing link analysis, which is based on network theory and is similar to the PageRank algorithm used by the Google search engine. The ranking data are treated as part of a linear, hierarchical network and each unit receives a score according to how many units are positioned below it in the network. This approach makes it possible to efficiently resolve contradictions among experts providing input for a ranking. A hypertext preprocessor (PHP) script for the algorithm is included in the article's appendix. The proposed methodology is suitable for use across a range of social science disciplines, especially economics, sociology, and political science.
