Genetically modified organism (GMO) technology is among a wide range of modern agricultural biotechnologies that is undergoing research and development (R and D) for developing countries in Japan, although GM crops have not been adopted in Japan itself. A semi-structured interview based on 52 stakeholders revealed the perspectives of scientists and other relevant participants inside and outside Japan on biotechnology R and D partnerships between Japan and developing countries and on the future delivery of biotech products such as GM crops in developing countries. This study examines domestic challenges associated with the potential adoption of GM crops and the impact of the domestic position on its partnerships with developing countries, as well as discusses some approaches to address the problems. The article argues that partnership between the Japanese government and their scientists is key to decision making on GMO policy. More importantly, the government needs to demonstrate more commitment by engaging relevant stakeholders including scientists, farmers, consumer organizations, and the private and public sector on important issues relating to GM technology R and D, application, and effective communication of GM products.

Identify how many variables both constants and the dynamics deliverables within a change project is likely to pose the needs for constant review in delivery and ordering priority of when the variables are indeed available. Change leaders motivate themselves by increasing the pace of change within the overall change plan. The focus on few constants and more variables could help in understanding the trend for more opportunities, more changes, shorter lifespan, and less stability in planning and implement change. This paper aims at a practical framework for successful change planning and implementation by focussing on the need for an agile approach in implementing change. It introduces the reader to the evolving concept of agile change management thinking. It explores some approaches to plotting and implementing change and gives practical tips embedded in a pocket guide for implementing change. Concepts are part of critical analysis of the significant benefits to change in society, government and organisations.

The appointment of the South Korean economist, Kim Hak-su, as the first Secretary-General of the Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific in 1995, demonstrated the country's emergence as an Asia tiger. The appointment was also indicative of Seoul's desire to use the Plan to channel development aid and technical expertise to the less developed countries in the region. Whereas the Republic of Korea's participation and contribution to the Colombo Plan is well documented, there is little in the extant literature that provides insights into the diplomatic processes through which it gained membership in a programme that was originally restricted to only the Commonwealth and non-communist states in South and Southeast Asia. Using archival sources, the article explores the politics and diplomacy of Seoul's bid for membership in the Colombo Plan Consultative Committee. It also explores the reasons why Seoul led the effort to rejuvenate the Plan in the 1990s.

The Millennium Development Goal Declaration was adopted by 147 Heads of States in September 2000. The member countries were expected to domesticate the global agenda based on the peculiar situation in each country. This was complied with by Nigeria. The country has taken lots of initiatives towards achieving all the eight goals with varying degrees of achievement. This paper focuses on Goal 7 which is "Ensuring environmental sustainability". It examines the progress made so far and reveals that the rate of the relevant targets has been slow, especially with respect to achieving environmental sustainability. Various challenges are identified in the course of achieving the goal. These include population explosion, high incidence of poverty, policy inconsistency, among others. The paper also observes some prospects towards achieving the goal. These include some aspects of the policy environment with respect to the relevant sectors, resource availability, among others. Based on all these, the way forward in the course of achieving the goal is discussed. This is discussed in line with the Pressure-State-Response (PRS) model. DOI:10.5901/ajis.2013.v2n6p47
