Nous proposons une analyse informationnelle de la crise récente en s'appuyant sur la littérature et en adoptant une double perspective. D'une part, nous analysons les difficultés liées à la capacité des agents économiques et financiers à traiter l'information et au manque d'incitations de ces mêmes acteurs de marché à rechercher l'information dans le système financier. L'hypothèse de myopie au désastre est mobilisée pour expliquer pourquoi les participants au marché ne tiennent pas compte des informations pertinentes. Cette hypothèse permet d'expliquer notamment le boom sur le marché des subprimes. Une telle bulle a également pu être interprétée en termes d'insuffisante production d'information par les agents privés. Enfin, l'éclatement de la bulle peut être compris comme la réaction des participants au marché à une situation de connaissance commune d'un mauvais état fondamental. D'autre part, nous analysons la réponse des autorités en tant que pourvoyeur d'information face aux difficultés du marché à internaliser les externalités négatives dues aux déficiences en matière de production et de traitement de l'information. Nous analysons les réponses à la crise formulées par le régulateur en matière de communication : face à l'instabilité bancaire, une solution envisagée a été de proposer des tests de stress ; en matière de gestion des anticipations, les banques centrales ont été amenées à utiliser des politiques monétaires non-conventionnelles. Dans les deux cas, la politique informationnelle du régulateur joue un rôle central et interagit stratégiquement avec la réaction du marché.

In this paper, we test the existence of financial development threshold
effects, firstly, between financial development and long-term growth, and,
secondly, between financial development and long-term GDP. We also ask
whether such effects may explain the link financial development -
convergence/ divergence to the advanced countries? growth. Our work builds on
that of Aghion, Howitt, and Mayer-Foulkes (2004). It differs from previous
work about assumptions and methodology. Estimates are performed with GMM
dynamic panel data techniques for 112 emerging and developing countries from
1975 to 2007. The results show a positive but vanishing effect of financial
development on steady-state GDP, from a critical (an average) level of
financial development. They do not validate, however, the assumption that the
marginal impact of financial development on the steady-state growth rate is
more favorable than the degree of financial development is low. We support
only partially the role that the financial development could play in the
acceleration of the convergence of emerging and developing economies towards
the world frontier growth.

The purpose of this paper is to propose an analytical framework integrating the diverse explanations of the failure of IMF conditionality. Our analysis is based on the idea that the IMF is a key player in the running of markets in a global economy. More precisely, we explain that most of the criticisms concerning conditionality should be analyzed through what we agree to call the institutional failures of IMF conditionality. These institutional failures must be appreciated at two complementary levels: the first level refers to the intrinsic bureaucratic bias of the IMF while the second deals with the inability of the IMF to manage the institutional change required for the development of market processes and hence to maintain the institutional order in recipient countries. Although the first level failures have been particularly well studied via the international public choice approach, those of the second are, at best, often reduced to a simple statement. However, analyzing both levels of institutional failure of the IMF together is not without implications for the way in which the reforms of conditionality are conceived. Indeed, by including an analysis of the second level of failures, i.e. those relating to the relationship between conditionality and domestic institutional change, the recommendation of ex-ante conditionality emanating from the public choice approach, which tackles the first level of failures, will be invalidated. Instead a new approach will be proposed that suggests the separation of the role of the IMF as financial backer from its role as adviser to countries confronted by the globalization process.

The main lesson is that the domestic institutional infrastructure represents a critical condition necessary for successful liberalization. This critical condition refers to what we agree to call the " domestic governance " approach. The traditional answer provided in order to deal with this instability refers to the so-called " new international financial infrastructure ". This initiative seems insufficient because it does not take into account the degree of adaptability of the prevailing domestic institutions. The purpose of our paper is to propose an analytical framework aimed at studying the relationship between " domestic governance " and " global governance ". The challenge becomes to organize a multi-speed financial liberalization process in which capital controls could play a decisive role.
