For more than two decades now, current-account imbalances are a crucial issue in the international policy debate as they threaten the stability of the world economy. More recently, the government debt crisis of the European Union shows that internal current account imbalances inside a currency union may also add to these risks. Oil price fluctuations and a contracting monetary policy that reacts on oil prices, previously discussed to affect the current account may also be a threat to the currency union by changing internal imbalances. Therefore, in this paper, we analyze the impact of oil price shocks on current account imbalances within a currency union. Differences in institutions, especially labor market institutions and trade result in an asymmetric reaction to an otherwise symmetric shock. In this context, we show that oil price shocks can have a long-lasting impact on internal balances, as the exchange rate adjustment mechanism is not available. The common monetary policy authority, however, can reduce such effects by specifying an optimum monetary policy target. Nevertheless, we also show that there is no single best solution. CPI, core CPI or an asymmetric CPI target all come at a cost either regarding an increase in unemployment or increasing imbalances.

The EU's Eastern enlargement has triggered a substantial labor migration from the new into the old member states of the EU. In this chapter, we analyze the Impact of this change in labor supply on macroeconomic aggregates and the distribution of earnings and employment opportunities. For this purpose, we employ two general equilibrium models which analyze the migration Impact in a setting with imperfect labor markets. The first model is based on a nested production function, which enables us to examine the migration effects on wages and unemployment in the different cells of the labor market. The second model is based on CGE framework, which allows considering the restructuring of sectors and the interaction of migration with trade and capital movements. Both models assume that capital stocks adjust to labor supply shocks. Based on scenarios of labor migration from the EU8 into the EU15 from 2004 to 2007, we find substantial gains of migration for the enlarged EU: the aggregate GDP of the integrated area increases by about 0.2%, which corresponds to a sum of 24 Billion euros. The total factor income of the native population increases slightly in the receiving countries. The labor market effects are surprisingly small: in the short-run, wages decline by about to 0.1% in the EU15, and the unemployment rate increases by about 0.1 percentage points. Conversely, wages may increase by 0.3% in the new member states, and the unemployment rate may decline by 0.4 percentage points. In the long-run, after the adjustment of capital stocks, migration is by and lange neutral for wages and unemployment. Since the skill structure of the migrant workforce does not differ largely from the native workforce in the sending and the receiving countries, we observe only moderate distributional effects across the different groups in the labor markets. Less-skilled workers in the receiving countries lose more proportionally, while high-skilled workers tend to benefit. The converse holds for the sending countries.

In seiner Stellungnahme zu den Anträgen der SPD-Fraktion und der Fraktion Die Linke zu der am 1. Mai 2011 in Kraft tretenden Arbeitnehmerfreizügigkeit in der Europäischen Union geht das IAB im ersten Teil auf die Folgen der asymmetrischen Anwendung der Übergangsfristen, das Problem der Erstellung von Wanderungsprognosen und auf die Schätzung der Arbeitsmarkteffekte der Migration ein. Grundsätzlich ist eine Projektion der Zuwanderung unter anderem wegen der möglichen Umlenkung bisheriger Migrationsströme mit erheblichen Unsicherheiten verbunden. Dies gilt auch für das Qualifikationsniveaus der zukünftigen Migranten. Eine Abschätzung der Arbeitsmarktwirkung der Migration setzt deshalb einen Kranz von Annahmen voraus, die nur teilweise empirisch belegt sind. Das IAB teilt zwar die Einschätzung des SPD-Antrags, dass die volle Arbeitnehmerfreizügigkeit in den Ländern, die die Arbeitsmärkte bereits geöffnet haben, zu keinen Verwerfungen auf dem Arbeitsmarkt geführt hat. Ob dies aber auf klare Regelungen zu Lohn- und Arbeitsbedingungen zurückzuführen ist, kann aus wissenschaftlicher Sicht zum gegebenen Zeitpunkt nicht beurteilt werden. Im zweiten Teil der Stellungnahme äußert sich das IAB zu den Forderungen der Fraktionen der SPD und der Linken, einen flächendeckenden gesetzlichen Mindestlohn einzuführen sowie das Prinzip Gleicher Lohn für gleiche Arbeit am gleichen Ort insbesondere auch für die Leiharbeit anzuwenden. Angesichts der zu erwartenden Wanderungsbewegungen befürwortet das IAB ein Monitoring der Auswirkungen der Arbeitnehmerfreizügigkeit. ; In its statement on the petitions filed by the Social Democrats' (SPD) and the Left (Die Linke) parliamentary parties on the liberalisation of labour mobility in the European Union, coming into effect on 1st May 2011, the Institute for Employment Research (IAB) addresses, firstly, the consequences of an asymmetric implementation of transition periods, the problem of predicting flows of migration, and the estimation of labour market effects of migration. In general, projections of immigration are subject to considerable uncertainty, which is inter alia due to possible redirection of flows of migration. The same holds for qualification levels of future migrants. Estimating the labour market impact of migration therefore requires a bundle of assumptions that can be only in part based on empirical evidence. The IAB indeed agrees to the SPD petition's assessment that full labour mobility has not created particular labour market distortions in those countries that have already opened their labour markets. However, it cannot yet be assessed scientifically whether this can be assigned to clear regulation of wages and working conditions. In the second part of this statement, the IAB comments on claims of the SPD and Die Linke parliamentary groups for the introduction of minimum wages and for an application of the principle of equal wage for equal work in equal places also, in particular, to the temporary work sector. In the light of expectable flows of migration, the IAB recommends a monitoring of the effects of free labour mobility.

"This paper examines the macroeconomic consequences of the diversion of migration flows away from Germany towards the UK in the course of the EU Eastern Enlargement. The EU has agreed with the new member states from Central and Eastern Europe transitional periods for the free movement of workers. The selective application of migration restrictions during the transitional periods has resulted in a reversal of the pre-enlargement allocation of migration flows from the new member states across the EU: Germany as the main destination before enlargement attracts only modest immigration flows since 2004, while the UK and Ireland which have been only marginally affected by immigration prior to enlargement absorb about 60Prozent of the inflows in the post-enlargement period. The macroeconomic effects of this diversion process is analysed in this paper on the basis of a CGE model which considers wage rigidities. We find that higher migration is associated with larger GDP and employment gains, but also with a smaller wage increase and a smaller decline of the unemployment rate. The diversion of migration flows away from Germany towards the UK yields thus a higher GDP and employment growth in the UK. The joint GDP of Germany and the UK declines by 0.1 per cent as a consequence of the migration restrictions." (author's abstract)

The continued economic crisis has become a major test for the labour markets of individual member states. Labour mobility within the European Union has the potential to help to reduce labour market pressures and ease economic imbalances. However, a long-term loss of working age population can be detrimental to sending countries. This Forum explores mobility patterns within the European Union and analyses the labour market and welfare effects of labour mobility via case studies of the UK, Poland, Germany and Spain. It also examines a number of its aspects that have important political and institutional relevance for the European Union and its future.
