IN ENGLISH: In Western European countries, studies on the relationship between class position and political outlooks so far have a limited understanding of the relevance of class analysis, while in semiperipheral countries, like Croatia, research on class-related mechanisms and political behavior is modest, with a clear deficit of empirical research. The main goal of class analysis is to have the potential to explain various life outcomes primarily through explaining and exploring relationships between class position and life chances. In this article, we have employed neo-Weberian class analysis with the purpose to explore the relationship between class position and political behavior. In the article we use the concept of political behavior as a broader term that consists of individuals' interest in politics, political efficacy, and political participation (voter turnout). We have used the data from the International Social Survey Program module Role of Government V from 2016. Analysis has shown that in Croatia, class membership is a predictor of interest in politics and political efficacy, i.e., that the members of a higher class show greater interest in politics and assess that they have a better understanding of politics. Class per se does not have a direct effect on voter turnout, but it is mediated through political efficacy and interest in politics since voting is mostly under the influence of personal interest in politics. --- IN CROATIAN: U zapadnoeuropskim zemljama istraživanja odnosa između klasne pozicije i političkih stavova do sada su pokazivala ograničeno shvaćanje važnosti klasne analize, a u zemljama polu-periferije, poput Hrvatske, istraživanja mehanizama povezanih s klasom i političkog ponašanja su skromna, s jasnim nedostatkom empirijskih istraživanja. Glavni cilj klasne analize je stvoriti mogućnost objašnjenja različitih životnih ishoda, prvenstveno kroz objašnjavanje i istraživanje odnosa između klasne pozicije i životnih šansi. U ovom smo članku koristili neoveberijansku klasnu analizu kako bismo istražili odnos između klasne pozicije i političkog ponašanja. U članku koristimo koncept političkog ponašanja kao širi termin koji se sastoji od zainteresiranosti pojedinaca za politiku, njihove političke efikasnosti te političke participacije (izlaska na izbore). Koristili smo podatke iz programa ISSP (International Social Survey Program) i to modula Uloga vlasti V iz 2016. godine. Analiza je pokazala da je u Hrvatskoj klasna pripadnost prediktor zainteresiranosti za politiku i političke efikasnosti, odnosno da pripadnici više klase pokazuju veće zanimanje za politiku i procjenjuju da se bolje razumiju u politiku. Klasa po sebi nema izravan učinak na izlazak na izbore, ali on je posredovan političkom efikasnošću i zanimanjem za politiku, obzirom da je glasovanje većinom pod utjecajem osobne zainteresiranosti za politiku.

Contemporary political and social theorists (e.g. Habermas 1984; Delli Carpini/Keeter 1993; 1997; Vujčić 2001) consider political knowledge as an important dimension of a democratic political culture and a vital prerequisite for deliberating on various political issues, as well as for active and responsible participation in the political process. Despite the growing number of research and literature targeting this issue internationally, political literacy is still quite neglected in the academic discourse in Croatia, and therefore data on youth political literacy and socialization are scarce. Some of the recent studies show how Croatian youth has no or little knowledge related to democracy and citizen participation. They communicate undemocratic attitudes, poor knowledge of basic political concepts and human rights, as well as low level of 'being up to date' with the recent political turmoil. This paper analyses the most recent study on youth political literacy conducted in Croatian high schools in 2015, with more than 1000 students participating. Political literacy was operationalized through three dimensions: (I) understanding the fundamental political concepts, (II) knowledge of constitutional-political organization and (III) awareness of recent (national) political developments. Preliminary results indicate low level of literacy, but there are significant differences among students of different types of high schools – students attending grammar schools report significantly higher level of political knowledge. Considering that more than two third of all high school students in Croatia attend other types of vocational schools, it is evident that educational authorities and NGOs have to seriously (re)consider strengthening the program of political education.

In Chapter 3 which focuses on the process of Europeanising higher education and research systems of the Western Balkans, Dolenec, Baketa and Maassen analyse the implementation of Bologna reforms, Lisbon strategy objectives for higher education and research, as well as Tempus and Erasmus Mundus funding programmes of the European Commission, all of which are believed to be contributing to a single objective – advancing Europe's competitiveness globally.

IN ENGLISH: This chapter focuses solely on formal education with the objective to offer an overview of the landscape in terms of youth studies education. It is important to emphasize that the focus of this chapter is on youth studies rather than merely youth work programmes. In this chapter, youth studies are seen as a broader concept than youth work education, which includes different aspects such as youth research, youth policy, and finally - youth work. The main research objective of this research was to map the content of various youth studies programmes, by examining topics they cover and understand their position in relation to youth workers' education. The analysis includes 100 programmes in total (65 BA and 35 MA programmes) from 16 EU countries. --- IN CROATIAN: Poglavlje je fokusirano na isključivo formalno obrazovanje s ciljem pregleda dostupnih mogućnosti u pogledu sadržaja vezanih uz mlade. Važno je naglasiti kako je fokus poglavlja na obrazovnim programima u čijem su središtu mlade, a ne isključivo programa usmjerenih na rad s mladima. U tom pogledu, obrazovni programi u čijem su središtu mladi se smatraju obuhvatnijim te uključuju različite aspekte poput istraživanja mladih, politika za mlade te rad s mladima. Glavni istraživački cilj je mapiranje sadržaja različitih programa usmjerenih na mlade kroz analizu tema kojima se bave te razumijevanje njihove pozicije u odnosu na obrazovanje osoba koje rade s mladima. Analiza uključuje 100 programa (65 preddiplomskih i 35 diplomskih) iz 16 država Europske unije.

IN CROATIAN: U radu su predstavljeni rezultati kvalitativnog eksploratornog istraživanja perspektive ravnatelja srednjih škola o modelu državne mature te jednakosti i pravičnosti u mogućnosti pristupa visokom obrazovanju za učenike strukovnih škola i gimnazija. Ova se pitanja analiziraju u kontekstu sve izraženijih aspiracija mladih ljudi prema visokom obrazovanju, masifikacije visokog obrazovanja i strateškog određenja Republike Hrvatske prema povećanju udjela visokoobrazovanih građana. Jednakost mogućnosti pristupa visokom obrazovanju podrazumijeva da svi učenici koji žele studirati imaju pravo pod jednakim uvjetima i kriterijima pristupiti državnoj maturi kao preduvjetu za upis visokog obrazovanja, a pitanje pravičnosti ogleda se u tome da svaki učenik ima jednaku mogućnost uspjeha u pristupu visokom obrazovanju. Rezultati ukazuju na općenito pozitivne stavove ravnatelja o državnoj maturi kao jedinstvenom sustavu vanjskih ispita koji omogućuje provjeravanje stečenih znanja i vještina na isti način i uz iste kriterije za sve učenike. Kritičke perspektive ravnatelja odnose se na preispitivanje primjerenosti certifikacijske funkcije državne mature za učenike gimnazija (ravnatelji gimnazija) te slabljenja selekcijske funkcije korištenjem dodatnih provjera znanja i sposobnosti učenika od strane visokoškolskih institucija (ravnatelji različitih vrsta škola). Perspektive ravnatelja gimnazija i strukovnih škola o jednakosti i pravičnosti u mogućnostima pristupu visokom obrazovanju izrazito se razlikuju. Dok ravnatelji gimnazija pravičnost sagledavaju kroz prizmu osiguravanja jednakih uvjeta i kriterija za sve, ravnatelji strukovnih škola prepoznaju da nedostatak pravičnosti proizlazi iz drugačijeg obrazovnog iskustva i opsega onoga što uče učenici strukovnih programa. Postojeći mehanizmi obrazovne politike kojima se nastoji adresirati nepovoljniji položaj učenika strukovnih škola su nedostatni za ujednačavanje mogućnosti učenika iz različitih srednjoškolskih programa. --- IN ENGLISH: The paper presents the results of a qualitative exploratory study of secondary school principals' perspectives on the State Matura model, and the issues of equality and equity of access to higher education for vocational and grammar school pupils. These questions are analysed in the context of increasing aspirations of young people towards higher education, the massification of higher education, and the strategic positioning of the Republic of Croatia towards increasing the share of highly educated citizens. Equality of access to higher education implies that all pupils who wish to study have the right to access the State Matura, a prerequisite for entering tertiary education, under equal conditions and criteria. The issue of equity means that every pupil has an equal opportunity to access tertiary education. The results point to generally positive attitudes regarding the State Matura as a uniform system of external exams that enables assessment of the acquired knowledge and skills in the same manner and using the same criteria for all pupils. Principals' critical perspectives include questioning the suitability of the certification function of the State Matura for grammar school pupils and the weakening of the selective function due to additional testing of pupils' knowledge and skills by tertiary education institutions. The perspectives of grammar school and vocational school principals on equality and equity of access to tertiary education are distinctly different. While grammar school principals view equity through the prism of providing equal conditions and criteria for all, vocational school principals recognise that the lack of equity arises from a different educational experience and the scope of what is taught in vocational programmes. Existing educational policy mechanisms aimed at addressing the less favourable status of vocational school pupils are insufficient to equalise the opportunities of pupils from various secondary school programmes.

Cilj rada je doprinijeti razvoju empirijske teorije javnih politika u pitanjima kvalitete dizajna javnih politika. Rad je fokusiran na ciljeve javnih politika koji su središnja sastavnica dizajna svakog resora. Analitički okvir utemeljen je na razlikovanju sedam tehničkih tipova ciljeva javnih politika: opći ciljevi, ciljevi usmjereni na način ostvarenja, na odgovornog aktera, na korisnika, konkretno usmjereni ciljevi, polu-strukturirani te strukturirani ciljevi. Prikupljanje i analiza podataka vođeni su pravilima kvalitativne analize sadržaja, a ciljevi se istražuju na temelju 11 strateških dokumenata hrvatske vlasti. U istraživanim politikama dominiraju ciljevi s općenitim svrhama, te manjim brojem strukturnih elemenata što pokazuje nižu razinu operacionalizacije ciljeva, lošiju kvalitetu pripreme za provedbu i povezivanje s instrumentima odnosno manju učinkovitost dizajna hrvatskih javnih politika. Skupine analiziranih politika se razlikuju te su strategije namijenjene ciljanim skupinama bolje operacionalizirane nego one temeljnih područja i specifičnih društvenih problema. Analiza tehničkih tipova ciljeva pokazuje kako su omjeri među učestalosti njihova pojavljivanja dobar indikator ukupne učinkovitosti dizajna javnih politika.

IN ENGLISH: Low levels of trust in institutions in a post-socialist context is a relatively well-documented finding across various disciplines. Building upon this, the paper adds new insights to this discussion by contextualizing institutional trust amidst the COVID-19 pandemic in Croatia. Relying on the results from the national probabilistic sample, the authors explore how three sets of predictors – socio-demographic variables, individual characteristics (i.e., motivational orientations of authoritarianism and social dominance), and participants' experiences during the coronavirus pandemic determine the level of trust in public institutions. Results unequivocally showcase a fairly weak relationship between authoritarianism and social dominance orientation with institutional trust, unlike situational experiences, which play the most significant role in explaining levels of institutional trust. Contrary to authors' expectations, adherence to measures and worries about catching the COVID-19 disease in the future were not predictive for institutional trust. --- IN CROATIAN: Niska razina povjerenja u institucije u postsocijalističkom je kontekstu relativno dobro dokumentiran nalaz u različitim disciplinama. Temeljem toga, članak dodaje nove uvide u ovu raspravu, stavljajući u kontekst institucionalno povjerenje tijekom COVID-19 pandemije u Hrvatskoj. Oslanjajući se na rezultate iz nacionalnog probabilističkog uzorka, autori istražuju kako tri skupa prediktora – socio-demografske varijable, individualne karakteristike (npr., motivacijske orijentacije autoritarnosti i društvene dominacije), te iskustva sudionika tijekom pandemije koronavirusa određuju razinu povjerenja u javne institucije. Rezultati jednoglasno pokazuju prilično slabu vezu između autoritarnosti i društvene dominacije i institucionalnog povjerenja, za razliku od situacijskih iskustava koja igraju najvažniju ulogu u objašnjavanju razina institucionalnoga povjerenja. "FES Youth Studies Southeast Europe 2018/2019" is an international youth research project carried out simultaneously in ten countries in Southeast Europe among which is Croatia. The main objective of the survey has been to identify, describe and analyse attitudes of young people and patterns of behaviour in contemporary society. The data was collected in early 2018 from 1500 respondents aged 14–29. A broad range of issues were addressed, including young peoples' experiences and aspirations in different realms of life, such as education, employment, political participation, family relationships, leisure and use of information and communications technology, but also their values, attitudes and beliefs.

AbstractThis study aims at empirically improving public policy theory by unfolding the concept of policy goals and contributing to their classifications. The research focuses on the thematic dimension of policy goals and investigates 11 Croatian governmental strategies using qualitative content analysis. The research identifies original policy goal types and classifies them into sector‐, process‐, evaluation‐, instrument‐, and value‐oriented goals. Article concludes with a more comprehensive definition of policy goals, as governmental statements about desired futures in relation to specific sectoral purposes, values, and principles in democratic political systems, policymaking process improvements, necessary instrumental innovations, and evaluation standards that should be fulfilled. The application of this definition and developed goals' classification reveals that elements of policy‐process theories, evaluation research, policy design theory and instrument analysis, democracy theory, and sector‐specific research need to be synthesized to better understand the concept of policy goals and to advance their research.

Istraživanje se fokusira na tematsku dimenziju ciljeva politike i istražuje 11 hrvatskih vladinih strategija pomoću kvalitativne analize sadržaja. Istraživanje identificira izvorne vrste ciljeva politike i klasificira ih na ciljeve usmjerene na sektor, proces, procjenu, instrument i vrijednost. Članak završava opsežnijom definicijom ciljeva politike, kao vladine izjave o željenoj budućnosti u odnosu na određene sektorske svrhe, vrijednosti i načela u demokratskim političkim sustavima, poboljšanja procesa donošenja politika, potrebne instrumentalne inovacije i standarde ocjenjivanja koje treba ispuniti. Primjena ove klasifikacije i klasifikacija razvijenih ciljeva otkriva da elemente teorija političkih procesa, istraživanja evaluacije, teorije dizajna politika i analize instrumenata, teorije demokracije i specifičnih sektorskih istraživanja treba sintetizirati kako bi se bolje razumio koncept ciljeva politike i kako bi unaprijedili svoja istraživanja.
