The supposed effects of the so-called `information revolution' are, at least in part, an ideological construct in which different actors fulfil different roles in defining the reality of technological developments in such a way as to leave little room for deviating views. This article sketches the actors involved in this process of social construction and discusses some of the assumptions about its outcome, notably that it creates jobs, leads to more information and can best be achieved by deregulation.
