This anthology will be appropriate for administrative ethics classes and professional thinking in public administration at both the masters and doctoral levels. It is a collection of administrative ethics articles published in journals of the American Society for Public Administration (ASPA) from 1941 (the earliest publication) through 1983 (the year that the first ASPA Code of Ethics was established) The articles are organized by themes of enduring importance to the field in order to provide graduate students with ready access to the classic works on ethics in public administration. Reading this collection will enhance student's knowledge and skills to think and act ethically and contribute to their ability to view current practices in light of traditional perspectives. The ASPA Classics volume serves to bridge the practice of public policy and administration with the empirical research base that has accrued and the models for practice that may be deduced from the research.

This article reports the findings of a survey of IPMA agency members regarding their policies and practices to accommodate dual-career couples. Dual-career couples in the same organization are often perceived by the public to reflect nepotism; and 40 percent of survey respondents reported ethical dilemmas arising from these Situations. Nevertheless, a majority relied on merit procedures to assure competence, prohibiting only supervisory relationships between spouses. Moreover, the survey uncovered practices to accommodate dual-career couples in different organizations, suggesting that personnel administrators recognize the importance of a new recruitment and retention strategies. Nevertheless, further reform of merit system rules and regulations may be needed in the future to stay competitive with the private sector in this emerging area of human resources management.

This study examined the job satisfaction and quality of work life of 117 municipal clerks from small cities in Nebraska. It found that the clerks had a high level of job satisfaction, even though the quality of work life was not high. Job satisfaction was found to be correlated with age, length of tenure, and education. The implications of these findings for future research are identified.
