In 2010 France, when Nicolas Sarkozy was the President, began to evacuate "illegal" Roma camps and to repatriate (also "voluntarily") hundreds of communitarian Roma, especially when they were of Romanian or Bulgarian extraction: EU Institutions reacted severely, accusing French government to infringe EU law in subject of free circulation and non-discrimination. This paper tries to throw light on the real evolution of French policy about Roma (only formal changes seem to have taken place) and the actual role of the EU: the concept of "re-integration" seems to have got the upper hand over "citizenship", partially narrowing the sphere of protection of Roma as European citizens.
