Máster Universitario en Cooperación Internacional al Desarrollo ; Ante un conflicto global como el del terrorismo yihadista, la comunidad internacional ha tomado una serie de medidas económicas, de seguridad, de gobierno, de justicia, y de cooperación. Este trabajo intenta reflejar el cambio, o la continuidad, de estas medidas y de los discursos políticos occidentales (EE.UU., ONU, UE) ante el terrorismo y ante Daesh. Al mismo tiempo, se hace una valoración de su legitimidad de acuerdo a los criterios de legalidad, efectividad y moralidad. Todo ello visto desde una perspectiva de cooperación al desarrollo, que pretende identificar los puntos de colaboración entre los gobiernos y otras instituciones como las ONG. Como conclusión, aunque las medidas han sido en su mayoría positivas, las organizaciones internacionales no se han comprometido lo suficiente para hacer frente a la amenaza yihadista. Al mismo tiempo, el panorama gubernamental evoluciona hacia nuevos sistemas de cooperación que requieren de diversos instrumentos orquestados por la agenda internacional. ; Before a global conflict such as jihadist terrorism, the international community has taken many measures dealing with economy, security, government, justice and cooperation. This document reflects on the change, or continuity, of these measures and the political discourses of the western world (EU, UN & USA) involving terrorism and Daesh. At the same time, these are rated on a legitimacy bases: according to legality, effectivity and morality. The cooperation for development perspective is also engaged throughout the text, trying to identify opportunities of collaboration between governments and other institutions such as the NGO's. As a conclusion, although most measures have been very positive, international organisations have not committed enough against the jihadist threat so far, at the same time that the political overview evolves towards a more cooperative system between different unrelated actors under the lead of the international agenda.

As contínuas alterações sofridas pelo conceito de Soberania de Estado em sintonia com o crescimento da interdependência, levam a uma maior preocupação por parte dos Estados - como atores globais - nos assuntos internos de terceiros, sobretudo no que diz respeito a casos em que são violados os direitos humanos dos seus cidadãos. No entanto, o caso da crise humanitária do Darfur, expõe, para além da impiedade do Estado do Sudão – responsável máximo pelos acontecimentos -, a fragilidade de um sistema internacional focado numa organização anárquica, em que a soberania é ainda fator derradeiro de decisão sobre intervenção, mesmo em casos de atrocidade extrema. Esta dissertação propõe-se fazer uma análise crítica ao conceito de Soberania de Estado, tentando concluir porque é que existem ainda países que se protegem por detrás desta noção, expondo, mais concretamente, as consequências que a sua aplicação autoritária, por parte do governo do Sudão, gerou na região. Por esta razão, é proposto um conceito teórico, mas de abordagem executiva, o R2P, como recurso à impunidade que vem persistindo globalmente na defesa contra violações de direitos humanos. ; The continuous changes suffered by the concept of State Sovereignty in line with the growth of interdependence, lead to a greater concern on the part of States - as global actors - in the internal affairs of third parties, especially with regard to cases in which human rights are violated. However, the case of the Darfur humanitarian crisis, exposes, in addition to the wickedness of the State of Sudan – the main responsible for the events - the weakness of an international system focused on an anarchic organization, in which sovereignty is still the ultimate factor in deciding on intervention, even in cases of extreme atrocity. This dissertation proposes to make a critical analysis to the concept of State Sovereignty, trying to conclude why there are still countries that protect themselves behind this notion, exposing, more concretely, the consequences that its authoritarian application, by the government of Sudan, spawned in the region. For this reason, a theoretical concept, but with an executive approach, the R2P, is proposed as a resource for impunity that has persisted globally in the defense against human rights violations.

Los Sistemas de Composición Espacial de Objetos (Sistemas SOC, por sus siglas en inglés) involucran tareas de combinación virtual de objetos físicos (como partes de muebles) con el propósito de crear objetos complejos nuevos o disponer los objetos en el espacio. En este artículo presentamos un marco para implementar Interfaces en Lenguaje Natural enfocadas a sistemas SOC. Proponemos el uso de una gramática de reglas de reescritura, a la cual llamamos Gramática de Traducción Directa, para traducir solicitudes en lenguaje natural a comandos computacionales interpretables por el motor del Sistema SOC. En este artículo damos ejemplos para comandos imperativos en español. ; Spatial Object Composition (SOC) systems involve tasks of virtual combination of physical objects (such as furniture parts) with the purpose of creating new, complex objects or arranging the objects in space. In this paper we present a framework for implementing Natural Language Interfaces focused on SOC systems. We propose the use of a rewriting rules grammar (which we call Direct Translation Grammar) to translate action queries in natural language to computational procedures interpretable by the SOC engine.
