Paid work promises pathways to financial security and wellbeing for families, yet variable scheduling and low pay can interfere with the routines and rhythms of family life, and contribute to caregiving challenges and stress. Using qualitative data from a survey of retail workers, this article shows how Australian employment policies have enabled flexibility practices to be strongly oriented around the needs of employers, reducing employees' resources for care. We develop the concept of 'care theft' from employees' accounts of the ways flexible scheduling and low pay converge to transform and deplete their temporal, financial and ethical resources for care. As an extension of 'time theft' and alternative to individualised notions of 'work-family balance', care theft helps make visible the ways employment practices strip resources for care from working people, and shift risk to low-income families and communities.

In this paper, we explore the needs of older adults for social interaction by investigating how local and everyday communities are produced by service organisations and experienced by their patrons. We approach the social needs of older adults through the lens of 'community,' both as a concept and as a lived experience. Our attention to communities of peers and arenas for everyday interaction is discussed in the context of the dominant policy discourse of 'ageing in place.' In this discourse, 'place' is predominantly interpreted as physical infrastructure, with little formal recognition of the importance of the arenas of social everyday interaction for older adults outside the home/family.Our exploration draws on the empirical study of three organisations in Toronto, Canada and Bergen, Norway that, in various ways, represent places for everyday interaction. We discuss how belonging is understood from the perspective of different older groups and how it is facilitated by organisations and services, through the creation of shared, informal social spaces. Even though there is considerable difference in size, aesthetics, target population and geographical impact field, all three organisations offered their patrons a space for informal social interaction in which they were allowed to claim the space as their own. Our analysis indicates a pronounced need for a diversity of arenas for older adults to interact socially. Furthermore, we portray how these spaces for everyday interaction are created often in addition to, or even in divergence from, the official mission of these organisations, in a form of co-optation by patrons.

Summary The movement of men into care work in the predominantly female voluntary sector appears to be an unintended impact of welfare state contracting-out, managerialism and labour market restructuring. While not uniform, our comparative, international data (New Zealand and Scotland) show that some groups of men in nonprofit care work jobs embraced managerialism and used aspects of it to reshape and advance their work, while others undertook practices exemplifying a 'caring masculinity' more similar to practices currently associated with femininised ways of undertaking care activities. Findings Drawing on international comparative data collected as part of a larger study of restructuring in the nonprofit social services, this article suggests analytic clusters of masculinities operating in the voluntary sector and explores how the presence of men in care work may be changing it. The article also shows how hegemonic, masculinist-oriented practices in the workplace appear more amenable to managerialism than the expected feminine self-sacrificing, self-exploiting ethos of this highly gendered, female-majority sector. Applications These findings provide insights into the gendered and changing work in the nonprofit social services sector, and suggest ways the gender order is changing with the influx of male workers. The findings will be of interest to social work managers, supervisors, practitioners, policy analysts, students and educators.

The article provides a comparative exploration of New Public Management (NPM) funding models on the non‐profit sectors in the UK and Australia, and the implications for services, employment conditions, and worker commitment. A degree of convergence exists around the principles of NPM in the two case studies, creating employment regimes of low pay, casualization, and work intensification. Enhanced vulnerability to pay cuts in the UK, and insecurity in Australia are explained by national differences in exposure to recession, industrial relations institutions, and competition, leading to diminishing worker commitment and raising important concerns for policy‐makers as benefits gained from outsourcing to non‐profits are eroded.

PurposeThe purpose of this paper is to describe a distinctive strategy used in the Australian non‐profit community services sector to recruit and retain care workers. The paper argues that the implementation of salary sacrificing illuminates a wilful blindness to the interests and rights of paid care workers and the genesis of this blindness lies in the gendered nature of care work.Design/methodology/approachThe paper draws on a brief review of relevant literature on the gendered nature of paid care work, Australian industry debates, interviews and data from a small case study to examine the context and paradoxical outcomes of salary sacrificing.FindingsThe findings illustrate the consequences of New Public Management models of funding and management in the non‐profit community sector, including how inadequate resourcing of agencies can work to pit the interests of clients against the interests of workers. The findings also suggest the limited impact of salary sacrificing as a retention strategy, while revealing the links between gender, domesticity and care that play out in the undervaluing of paid care work.Research limitations/implicationsThe research suggests that sustainable change to address the looming "crisis of care" in community services needs a rethinking by governments of funding and service models so that quality services are supported by properly valued and remunerated care workers.Originality/valueThe paper explores the paradoxical effects of an Australian industry recruitment and retention strategy.

The persistence of sexual harassment in the workplace and the fact such behaviour remains significantly unreported suggest that legal definitions of sexual harassment may not be well understood. In this paper we explore the naming and claiming of sexual harassment in Australian workplaces, drawing on a unique dataset from a national sexual harassment prevalence survey. We compare a group of individuals who stated they had been sexually harassed according to a legal definition with a group who denied having experienced sexual harassment according to this definition but who went on to report sexually harassing behaviours. The study offers important insights into how workplace sexual harassment comes to be defined and understood in the Australian community, as well as some possible explanations for persistently low rates of formal complaints.

AbstractMigrants are important both as providers and users of paid care services in Australia, yet migration has rarely featured in Australian strategies to grow and sustain the paid care workforce. Correspondingly, Australia is rarely mentioned in the international scholarship on care and migration that has burgeoned since the 1990s. This article shows the ways that service providers, consumer advocates, unions and scholars have begun to bring migration into debates about workforce growth in two of Australia's most significant areas of paid care: aged care and childcare. Drawing on submissions to national enquiries in both areas, we identify the actors who have sought to adjust Australia's migration settings to respond to growing demand for care, and explain the rationales – which differ between the sectors – underlying their advocacy for change.

Since the 1980s, many social care jobs have shifted from the public to the nonprofit sector, accompanied by funding cuts, government contracts, managerialism and performance management. Qualitative data collected in Australia, New Zealand and Canada show that agency mission and immediate supervisors remain centrally important to workers' identity and willingness to remain employed in social care. With the exception of one study site (where targets were jointly resisted by managers and staff), outcome measures were seen by workers to detract from the quality of care and erode social justice. This article argues that agency mission and supportive supervision buffer the impact of poor wages and conditions in the sector, while outcome measures undermine workers' identities as caring people, in effect making the 'self' a site of struggle and discontent. Resistance strategies that agencies, workers and unions have used to challenge the hegemony of outcome-oriented funding and management models are explored.
