AbstractThe growing literature on Third World rural development project management has begun to reach some tentative consensus. Based on a survey of this literature and research at three Gandhian projects in India, this article presents and discusses a matrix of variables that influence project outcomes. The variables are arranged in a conceptual framework with the assumption that the factors leading to an efficient and well organized project can be distinguished from those involved in long term strategy decisions. The framework is designed to apply to projects with aims consistent with both justice and economic growth. Since the Gandhian projects studied each work with 500 villages or fewer and include social and economic programs, the framework is most applicable to similar efforts coordinated by other private voluntary organizations, but it is intended to have a broader scope. The article concludes with a discussion of the utility of the framework for project evaluation, management and analysis.RésuméLes écrits concernant la gestion des projets de développement dans le Tiers Monde rural sont de plus en plus nombreux, et un certain consensus semble se dessiner. A partir de cette littérature et sur base de recherches à propos de trois projets en Inde, cet article propose une matrice des variables déterminantes. Celles‐ci sont organisées sur base de ľhypothèse selon laquelle on peut séparer les facteurs qui conditionnent ľefficacité et ľorganisation correcte du projet des facteurs qui déterminent les stratégies du long terme. Le modèle proposé est formulé de manière à convenir à des projets orientés à la fois vers des objectifs de croissance économique et de justice sociale. Sachant que les projets étudiés concernent des entités de 500 villages ou moins et incluent des programmes tant sociaux qu'économiques, le modèle est le micux adaptéà des projets comparables mis en oeuvre par des organismes volontaires, mais il est conçu pour s'appliquer aussi à une plus grande échelle. En conclusion ľarticle démontre la pertinence ?un tel modèle pour la gestion et ľanalyse ?un projet, ainsi que pour son évaluation.KurzfassungIn der anwachsenden Literatur über das Management von ländlichen Entwicklungsprojekten steht das Erreichen eines vorläufigen Konsenses bevor. Gestützt auf eine Analyse dieser Literatur und Forschungen in drei Gandhiprojekten in Indien wird in dem Beitrag eine Matrix von Variablen vorgeschlagen und diskutiert, die maßgeblich sind für den Erfolg von Projekten. Die Variablen werden in einen konzeptionellen Bezugsrahmen eingeordnet unter der Annahme, daß Faktoren, die zu einem effizienten und gut organisierten Projekt führen von solchen unterschieden werden können, die bei langfristigen strategischen Entscheidungen einbezogen sind. Der Bezugsrahmen ist auf Projekte mit Zielen ausgerichtet, die sowohl mit Vorstellungen über Gerechtigkeit wie wirtschaftlichem Wachstum konsistent sind. Da die untersuchten Gandhiprojekte jeweils mit 500 oder weniger Dorfern arbeiten und soziale und okonomische Programme einschließen, ist der Bezugsrahmen gut geeignet für ähnliche Anstrengungen, die von anderen Freiwilligenorganisationen auf privater Basis koordiniert werden; es wird jedoch eine größere Reichweite angestrebt. Der Artikel schließt mit einer Diskussion über die Nützlichkeit des Bezugsrahmens für die Projektevaluierung, das Projekrmanagement und die Analyse von Projekten.

The authors employ Rawls's distinction between the reasonable and rational capacities to show why and how rational choice theory cannot provide adequate explanations of human behavior. According to Rawls, the reasonable capacity, associated with the concept of right and the sense of justice, is no less fundamental a moral power than is the rational, associated with the concept of the good and self-interest. Since rational choice analysis presupposes the primacy of rationality, however, those who rely upon it see persons' expressions of conceptions of right as expressions of rationality. The authors argue that in cases ranging from prisoner's dilemma experiments to the analysis of social institutions, rational choice theorists encounter expressions of the reasonable but cannot, because of their theoretical commitments, take systematic account of them. The article concludes by making some tentative suggestions about the form political analysis based on both the reasonable and the rational capacities might take.
