Enhacing the OAU mechanism for conflict prevention, management and resolution

From Liberia to Luanda, from Khartoum to Kinshasa, conflicts are claiming a terrible toll in African lives and is anathema to the vision of an African Renaissance. In trying to overcome this scourge, there is a desperate need to stregthen collaborative security arrangements on the African continent. The article traces the historical development of the OAU Mechanism for Conflict Prevention, Management and Resolution within the context of collective security and the changing global security architecture. Whilst discussing the Mechanism's strenghts and weaknesses the article concludes with several recommendations in order to enhance the Mechanism. These recommendations are at the following levels: policy development; preventive diplomacy; peace missions; civilian missions; peacekeeping; and strengthening the relationships between the OAU, the UN, other regional bodies and sub-regional organisations in Africa.
