Nowadays, the legal status of homosexual people varies widely from one country to another (ILGA 2019). In many contexts, the homosexual social movement has played a central role in fighting heterosexism and homophobia (Weinberg 1983). Especially in the democratic world, the homosexual social movement has been capable of spreading solidarity and inclusion and also of leading changes in regulatory terms, with different results context by context (Adam, Duyvendak, Krouwel 1999). The paper aims to point out the Italian situation and the main characteristics of the gay social movement in Italy as key factors of the social change. More specifically, the paper is aimed at recounting the political process and the symbolic and cultural factors that led the Italian homosexual social movement to impose itself on the social scene as a reality with its own specific identity. The paper's last section analyses the so-called "Italian rainbow cities", urban contexts where the LGBT community is highly concentrated and in which it is so active as to stimulate, in cooperation with the local urban administrations, capacity-building processes oriented to the construction and consolidation of LGBT people's rights and social inclusion.

In last decades, the issues of equality and social justice faced by LGBT+ people for the conquest of social and civil rights, especially by the young, have allowed the formulation of a new form of citizenship that has placed itself at the top of the political agenda of all western countries. In Italy, the rights of homosexual people have only been partially institutionalized in legislation, while sociological research has begun to consider how some cultural consumption among homosexual young people can facilitate more inclusive relationship circles for LGBT young people. Given the focus of the LGBT Observatory of the Department of Social Sciences of the University of Naples Federico II, this study examines the ways in which cultural devices and mass media represent and build sexual identity and citizenship. ; Negli ultimi decenni, i temi dell'eguaglianza e della giustizia sociale affrontati dalle persone LGBT+ per la conquista di diritti sociali e civili, in particolare dai più giovani, hanno permesso la formulazione di una nuova forma di cittadinanza che si è posta prioritaria nell'agenda politica di tutti i paesi occidentali. In Italia, i diritti delle persone omosessuali sono stati solo parzialmente istituzionalizzati nella legislazione, mentre la ricerca sociologica ha iniziato a considerare come alcuni consumi culturali tra i giovani omosessuali possano facilitare cerchie relazionali più inclusive per i giovani LGBT. Dato il focus dell'Osservatorio LGBT del Dipartimento di Scienze Sociali dell'Università degli Studi di Napoli Federico II, il presente studio esamina i modi con cui i dispositivi culturali e i mass media rappresentano e costruiscono l'identità e la cittadinanza sessuale.

- The article summarizes the results of a research conducted on the social policies change in Naples, particularly in Scampěa and in North Area of the city. This change saws the active involvement of the third sector organizations in the process of implementation of policies. The survey pays special attention to the process of welfare networking developed in the Area, although this involved a deep reconsideration, on the part of researchers, about the risks of contamination of the research as subject get closer. The involvement of an Association, among those most active in the area, while allowed more direct understanding of decision making, on the other hand became a strong pressure. Mediation among the scientific aims and those expressed by the Association led to a deviation of the original research design.Key words: social policies, suburbs, poverty, school dropout, voluntary, welfare

L'articolo propone un'analisi della resilienza di comunità in uno specifico spazio urbano: il centro storico di Napoli. Partendo dai risultati di una survey sulla percezione della qualità della vita degli abitanti del centro antico della città, le riflessioni proposte si spingono fino ad approfondire la capacità dei cittadini di rispondere a problematiche sociali attraverso pratiche di resilenza urbana, "mediate" talvolta da organizzazioni non profit, talvolta da un fitto tessuto di relazioni "informali" tra gli abitanti del quartiere.
