International Inequality and the COVID-19 Pandemic

The lockdowns and stimulus programmes that governments have adopted to fight the COVID-19 pandemic and the associated economic crisis have affected the distribution of income and production within and between countries. Considering both, current evidence indicates that the EU-wide and global inequality of disposable income did not change dramatically in 2020. However, the unequal impact on the wealth and health of people is likely to worsen income inequality in the future.

Recent data from EU-SILC and Destatis seemed to indicate a dramatic increase in German inequality and poverty in the pandemic year 2020. But Destatis had changed its data collection method. Based on several studies, it is likely that the actual rise has been much weaker while the previous data collection by Destatis might have underestimated the true disparities within German society in the past.
Cohesive Growth in Europe: A Tale of Two Peripheries
Over the last two decades, income disparities between EU member states tended to decline, particularly before the financial crisis. While Central and Eastern Europe caught up with the EU average, Southern Europe fell behind after 2009. Catch-up growth in both peripheries relied on nominal convergence (real appreciation) and foreign capital. Further growth can and should be fostered by an economic policy that does not neglect domestic demand, stabilises capital markets and invests in research, education, health and intangibles.

Die Wirtschaftsprogramme der 23 OECD-Länder setzen unterschiedliche Schwerpunkte. Im Mittelpunkt der Programme stehen Geld- und Fiskalpolitik, Einkommensunterstützung und Konjunkturprogramme, Arbeitsmarktpolitik und andere staatliche Programme in Bereichen wie Infrastruktur, Gesundheit, Bildung und Klimaschutz. Im Vergleich scheint Deutschland beim Schutz von Beschäftigung und Einkommen gut aufgestellt zu sein, wenn auch ohne einen deutlichen Fokus auf die Armutsbekämpfung. Allerdings fehlt eine klare Vision zur Ausgestaltung der Post-Corona-Ökonomie. ; This paper compares the economic programmes of 23 OECD countries with that of Germany. Mercados mal regulados han creado enormes desequilibrios en y entre los países, que han sido enmascarados por un volumen cada vez mayor de la deuda. Aunque la deuda es necesaria para el crecimiento, los mercados financieros son una fuente inestable y volátil de la misma, y se han canalizado fondos en inversiones que no mejoran el bienestar de la gente. La creciente desigualdad ha socavado la demanda y se desaceleró el crecimiento de la productividad. Pero el bienestar real abarca no solo el crecimiento, sino también la preservación de los bienes comunes y la provisión de bienes y servicios públicos. También se verá reforzado por la redistribución de los recursos y los ingresos. Las sociedades no pueden depender de los mercados para estas tareas, sino que tienen que aplicar las políticas públicas y las instituciones. El concepto de «crecimiento social» ha sido desarrollado como una respuesta a este reto. Supone una expansión simultánea de la oferta y la demanda, en particular de los servicios sociales que mejoren el bienestar de toda la población. Implica hacer frente a los desafíos del cambio demográfico. Su objetivo no es la maximización de la riqueza financiera de dudoso valor, sino el desarrollo del capital humano. Por el lado de la oferta, el crecimiento social ofrece oportunidades de trabajo digno para muchos desempleados o personas que laboran en el sector informal o del hogar, con frecuencia mujeres. La productividad se incrementa cuando la gente se mueve en el sector formal, obtiene la cualificación y la formación necesarias, y empieza a usar más capital, tanto humano como físico. Por el lado de la demanda, el crecimiento social exige salarios dignos que permitan a los empleados el poder adquisitivo para incentivar el aumento de la producción. La productividad y los ingresos deben aumentar juntos con el fin de evitar una falta de demanda y el paro posterior. Los salarios deberían incrementarse a la tasa de crecimiento de la productividad media de la economía en su conjunto, más la tasa objetivo de inflación, con el fin de limitar la desigualdad y sostener el crecimiento. El crecimiento social, a escala europea y mundial, requiere una gobernanza supranacional más fuerte y mejor de los mercados financieros mediante una mayor regulación y supervisión de los mercados laborales y con estándares apropiados. No solo los países con déficit sino también aquellos con superávit tienen que ajustar sus economías. Coordinadas las políticas económicas, deben proteger a los Estados contra los mercados mediante la prevención de la competencia fiscal y la carrera hacia la baja a costa de los trabajadores y la naturaleza.
