The French regions have since 1997 for some of them, and since 2002 for the others, to a sponsor of public service for regional travelers, faced with a monopoly of the SNCF. Economic theory and the first assessments show that the monopoly will receive an informational means. One wonders whether the regions are not provided a learning process. To test this hypothesis with a capacity of expertise growing regions, this paper applies to the "TER system" method of surplus accounts and focuses on developments border prices. The detailed examination of the 7 regions, which now have more than ten years experience of agreements with the SNCF, shows that they were able to control the evolution of border prices. But they could not avoid the shock, predictable, higher tolls. In total, travelers become, tendentiously, the main winners of the "TER system". ; Les Régions françaises sont, depuis 1997 pour certaines d'entre elles, et depuis 2002 pour les autres, en situation de commanditaire du service public de transport régional de voyageurs, face à un monopole, celui de la SNCF. La théorie économique et les premières évaluations montrent que le monopole profite alors d'une rente informationnelle. On peut se demander si les Régions ne bénéficient pas pour autant d'un processus d'apprentissage. Pour tester cette hypothèse d'une capacité d'expertise croissante des Régions, cet article applique au "système TER" la méthode des comptes de surplus et s'intéresse aux évolutions des frontières de prix. L'examen détaillé des 7 régions, qui ont maintenant plus de dix ans d'expérience du conventionnement avec la SNCF, montre qu'elles ont été en mesure de maîtriser l'évolution des frontières de prix. Mais elles n'ont pu éviter le choc, prévisible, de la hausse des péages. Au total, ce sont les voyageurs qui sont devenus, tendanciellement, les principaux gagnants du "système TER".

Since January 2002, following the SRU Law (1), the metropolitan regions (with the exception of the Ile de France and Corsica) exercise all the powers of organising authority (AO) for collective transport of passengers of regional interest. If the law establishes common provisions, a large part of the contractual autonomy of the parties is left. Have the regions made use of this contractual autonomy? To what extent? What type of involvement? In which areas? The purpose of this article is to report on regional/SNCF governance methods in the light of analyses of subcontracting. We will assume that the Region/SNCF contractual relationship can be equated with a particular subcontracting relationship, close to co-contracting (2), the Regions being in the role of principal and SNCF as a single subcontractor (3). Subcontracting relationship, which is still special, by the fact that, for the time being, SNCF presents itself as the obligated partner. Italy is a specific case as being the only European country to organize an "open-access" head-off competition on its all high-speed rail (HSR) network between the incumbent public operator and a totally private newcomer. This article examines the reasons why this competition is a major market initiative and highlights the actors' strategies and the early outcomes. Italy reveals that the open access competition in the HSR market is technically feasible and socially desirable on a large scale, mainly because of the positive consequences for passengers. The analysis of the success factors shows the importance of the level of access charges in widening the profitable field of entry. The large public funding of the high-speed network, but also the strategy of the new entrant and the incumbent, play an important part in these results. The pluralities of levers involved, but also their particularity, question their transferability. The results available do not yet give a definitive and indisputable answer to the question of whether or not HSR operators reach a long term economic equilibrium in an open access competition. ; La politique ferroviaire européenne continue de promouvoir la concurrence afin de permettre à ce secteur de regagner en compétitivité et en attractivité. L'Italie tient aujourd'hui une place toute particulière dans ce processus, étant le seul pays européen à connaître une concurrence frontale, de type open access, sur son réseau ferroviaire à grande vitesse entre l'opérateur historique public et un nouvel entrant, totalement privé. Cet article examine les raisons pour lesquelles ce « libre accès » est une initiative de marché majeure et met en lumière les stratégies des différents acteurs et les premiers résultats obtenus. L'Italie révèle que la concurrence sur le marché dans la grande vitesse peut être à la fois techniquement réalisable et socialement souhaitable sur une grande échelle, principalement en raison des effets positifs pour les passagers. L'analyse des facteurs de réussite montre l'importance du niveau des redevances d'accès en tant que moyen d'élargir le champ d'entrée rentable. Le large financement public du réseau grande vitesse, mais aussi la stratégie du nouvel entrant et de l'opérateur historique, participent amplement à ces résultats. La pluralité des leviers en cause, mais également leur particularité, interrogent néanmoins sur leur transférabilité. This paper addresses the issue of high speed trains (TGV) and spatial equity through the example of France. We begin with an examination of various concepts corresponding to the word equity. With these concepts, we address the TGV's impacts on the French regions from three dimensions: economic development, prices and financing. First, with a simple model, we show that high speed rail has contrasting territorial effects on growth of GDP per capita, combining polarization and diffusion. Beyond that, the pricing system, applying some methods of yield management, is not fair either. As for the financing of LGV network, the amount and nature of the contributing are highly dependent on the infrastructure considered. Regarding this question, the development of high-speed lines is spatially unfair. ; Ce papier vise à qualifier les effets des trains à grande vitesse (TGV) en France sur l'équité spatiale.
