Cours et travaux. ; International audience ; In the 60s, when new language policy programs are launched in France, several conditions seem to be met for the collaboration between linguists and public institutions. However, during a long period, linguists remain rarely associated to the formulation of linguistic politics; this collaboration only develops at the end of the 80s. This paper, which is part of a political sociology research bearing on French language policies, unveils the reasons of this persistent weakness and backwardness of Linguistics, compared to the early use of other social sciences by the government. ; Lors de l'essor des politiques de la langue française dans les années 1960, un ensemble de conditions paraissent propices à la collaboration entre linguistes et institutions publiques. Pourtant l'intégration des linguistes à l'élaboration de la politique linguistique demeure longtemps très limitée et ne se développe véritablement qu'à la fin des années 1980. Cet article, qui prend place dans une recherche de sociologie politique sur les politiques de la langue française, revient sur les raisons de cette faiblesse persistante et de ce « retard » de la linguistique par rapport à d'autres disciplines des sciences sociales dont l'usage gouvernemental s'est plus précocement banalisé.

à paraître dans la Revue suisse de science politique ; In his course at the College de France, Pierre Bourdieu pays special attention to what he calls the 'acts of state'. By doing so he invites us to focus on state policies, as he did in his study on housing. This article follows this invitation and proposes to articulate the sociology of the state and policy sociology. More precisely, it explores in this direction some of the possible uses of Bourdieu's fields theory in the analysis of the social spaces of state policy making. ; Pierre Bourdieu accorde dans son cours au collège de France une place centrale à ce qu'il appelle " les actes d'Etat ". Il invite ainsi à s'intéresser aux politiques étatiques, comme il l'a fait lui-même dans son étude du logement. Cet article propose dans cette perspective d'articuler sociologie de l'Etat et sociologie de l'action publique, et explore plus précisément en ce sens quelques unes des applications possibles de la théorie des champs aux espaces de production des politiques d'Etat.

forthcoming, Social analysis ; The state comes into being through its acts. This paper focuses on state acts par excellence, by which the state controls its population. It is based on ethnographic fieldwork on the control of welfare recipients by public welfare agencies in France. I consider investigations conducted in the homes of welfare recipients as a form of bureaucratic interrogation, with particular emphasis on its defining features, modalities and uses, and how it contributes to our understanding of contemporary practices in the institutional treatment of welfare recipients. The impact of the institutional power of constraint is combined with that of the uncertainty of the recipients' situations, of the modalities of their control, and of the rules enforced on such occasions. The paradox of these checks, which are made in the name of legal rigor but characterized by uncertainty and the discretionary power of grassroots agents, reveals the broader functioning of a government of the poor, based on the combination of a multitude of individual relationships, which though unevenly coordinated derive from a structural rationale - that of the economic imperative of putting people back to work combined with a moral undertaking of reforming habituses that fail to conform to the job market's and/or the welfare institutions' demands. Rather than disaggregation of the state, individualization and uncertainty can be viewed as a consistent mode of governance in which discretion and leeway of street-level bureaucrats are necessary for the state to exert power on citizens' behaviors.

Résumé Les approches ethnographiques sont utiles pour la collecte d'un matériau qualitatif offrant une vision nuancée et réaliste des politiques publiques. Leur ambition ne doit cependant pas se limiter à compléter par des informations détaillées les approches macro-sociales ou institutionnelles. À partir d'une enquête sur le contrôle des assistés sociaux en France, on verra ainsi que le travail ethnographique de terrain, et en particulier l'observation directe, peuvent s'avérer propices au dévoilement de caractéristiques structurelles de l'intervention publique. En l'occurrence, la désobjectivation des catégories collectives construites à la faveur du développement de l'État social conduit notamment à des contrôles sans cesse plus étroits des assistés. Ces contrôles sont fondés sur des critères flous définis en pratique et en situation. La restitution de ces pratiques et situations grâce à l'enquête ethnographique est ainsi appelée par des évolutions d'ensemble. L'enquête ethnographique permet en retour l'examen critique de ces évolutions. Nos enquêtes sur les transformations du traitement des assistés sociaux illustrent ainsi ce que l'on se propose d'appeler une ethnographie critique de l'action publique.

Ce texte revient sur la contribution des analyses du fonctionnement de la bureaucratie de base à la compréhension des transformations contemporaines de l'action publique en France

Si le contrôle des assistés sociaux et les discours qui l'accompagnent stigmatisant les " tricheurs ", " fainéants " ou " faux chômeurs " sont aussi anciens que l'assistance aux pauvres, les quinze dernières années ont été marquées par des débats publics et des investissements bureaucratiques concernant ce qu'il est désormais convenu la " fraude sociale " et plus généralement la nécessité d'un contrôle renforcé d'une ampleur inédite. Il est dès lors tentant d'interpréter (sinon de dénoncer) cette nouvelle promotion du contrôle comme un " retour " à des orientations coercitives anciennes, à la faveur de l'avènement plus général d'une " société de surveillance " et-ou d'une politique visant à faire accepter la précarité salariale. Nous nous intéresserons ici à l'officialisation de la fraude sociale comme " problème public " qui, en France, intervient à partir de 1995, avec notamment la publication d'un premier rapport officiel. On souhaite ainsi fournir une illustration, qui n'a pas la prétention d'être exhaustive ni entièrement explicative, de l'imbrication des facteurs qui contribuent à faire de la fraude sociale un enjeu et du contrôle des assistés un axe des politiques sociales et d'emploi. Ce bref et partiel retour permet de mettre en lumière la prégnance des logiques proprement politiques (c'est-à-dire directement liées au fonctionnement interne du champ politique) qui, sans mésestimer le poids d'autres espaces (bureaucratique, médiatique, de l'expertise ou de la représentation patronale), apparaissent déterminantes dans la promotion du contrôle.
