This study investigates the political aspects of resilience in social-ecological systems. Based on long-term anthropological fieldwork in the Calamianes Islands, Philippines, the study focuses on the diverse and contested human interests that make up social-ecological systems. In the Calamianes, what promotes the interests of one group of people may impact negatively for another group of people, or the ecosystem in which they live. Fishers, for example, have struggled greatly to preserve their patterns of marine resource use, and to oppose various forms of regulation that have been introduced. Following Armitage and Johnson (2006), this study has found that deciding 'for what and for whom are we trying to promote resilience?' becomes a critical question. Answering such a question will require decisions that will favour certain elements or resource users within any social-ecological system, and disadvantage others. The study concludes therefore that such political aspects of resilience thinking require greater attention, and that more attention could be paid to negotiations over tradeoffs among various stakeholders, if the resilience concept is to be more widely accepted in policy and management arenas.

This open access book explores fishing livelihoods in the context of the wider contexts in which they are embedded. Drawing on case studies from across the Asia-Pacific region, the book highlights how fishing livelihoods are shaped by globalisation, social relationships and governance. The book concludes by showing how better understanding these relationships can contribute to governance for healthier ecosystems and social wellbeing. This is an open access book. The live reef fish for food trade is a highly significant fishery that provides income for many coastal communities in the Asia-Pacific region but faces challenges relating to sustainability. This paper draws attention to the large gaps that exist between policy and practice in the live reef fish for food trade in Palawan, Philippines. While many policies have been introduced over many years, effective implementation remains a challenge. We show how the implementation of successive sets of policies has been hindered by three broadly inter-related features of the local social landscape: the capacity of government institutions and legal frameworks to implement regulations, the distinctive culture of fisheries governance in the Philippines, and the perspectives and practices of local fishers themselves. By focusing on the gaps between policy and practice, we highlight the ongoing need to examine more explicitly the ways in which local contexts shape the effectiveness of implementation, enforcement and policy more generally.

Understanding the social drivers of increased seafood consumption in China, such as consumer perspectives in banquets, will be crucial if practical strategies to introduce sustainability into this market are to be successfully implemented. Based on 34 semi‑structured interviews with key informants including seafood restaurant operators, seafood consumers and seafood traders, this study investigated seafood consumer attitudes and behaviours in Beijing seafood restaurants. The results and discussion is divided into sections that address the popularity and reasons behind the popularity of: 1) seafood banquets in general; 2) fish at banquets; 3) other forms of seafood at banquets; and 4) preferred characteristics and qualities of seafood at banquets. The consumption of certain types of seafood such as live reef fish and sea cucumber is becoming increasingly popular, while the consumption of shark fin is decreasing in popularity. Awareness and concern about sustainability and traceability issues were relatively low, and more significant themes for understanding consumer preferences about seafood include social status and prestige, food safety and quality, and health and nutrition. The paper concludes by demonstrating the implications for market‑based interventions and government regulation.

Growing trade networks through globalization have expanded governance of local environments to encompass multiple scales. The governing role of market actors, such as traders and consumers in importing countries, has been recognized and embraced for sustainable seafood sourcing and trade. The perceptions that affect the conduct of these actors are a potential influence on governance of distal environments. In this paper we investigate the perceptions of sea cucumber traders in China. Sea cucumbers are an important global fishery commodity predominantly traded to China, the world's largest seafood market, and seven traded species are endangered globally. We examine what traders and consumers in China perceive as important issues in seafood markets, and where they perceive the responsibility for sustainable fisheries to lie, to interpret what scope there is for sustainability to become an important issue in China's seafood markets. We find that clusters of perceptions about cultural status, quality, health and food safety, and country of origin influence decisions that consumers make. These norms are rooted in sociocultural practice and drive current trade strategies. While traders do want to mitigate risks and secure supplies, food safety, product quality and country of origin are viewed as more important concerns than stock sustainability. Responsibility for sustainable fishing is perceived to be that of national governments in production countries. Trading practices and consumer perceptions together pose a serious challenge to sustainable seafood markets, further confounded by clandestine cross-border gray trade into China.

A growing volume of recent research on small-scale fisheries governance has a focus on local perspectives and priorities of small-scale fisherfolk. This paper develops from this local perspective a novel focus on what is a fundamental priority of many small-scale fishers: concerns about inequality. The paper begins with a critical review of the literature on small-scale fisheries governance and suggests how a focus on inequality can make a useful contribution. The paper uses case-studies of small-scale fisheries in Papua New Guinea (PNG) and the Philippines to highlight local priorities about inequality and the implications for small-scale fisheries governance. PNG and the Philippines have very different social, political and environmental contexts, yet in both cases, local inequalities were a key pre-occupation of fisherfolk and posed major challenges for fisheries governance. While in both of the case-studies, fishers were aware of and keen to act on resource sustainability, this concern was overridden by concerns over: who obtained benefits from the fishery; who was responsible for resource degradation; and who should bear the costs of regulation. We conclude by discussing how our emphasis on the importance of inequality at a local level can potentially be integrated within many influential approaches to small-scale fisheries governance.
