When the Cold War began in 1947, France used a widespread signal intelligence network set up in the 1930s, mostly in Africa & Asia. The postwar reorganization of the French intelligence services (SDECE, DST, GCR, & others) saw former resistance fighters & ex-military & policemen who had served under the Vichy government joined in the common cause to defeat communism. They were involved in the decolonization wars, in Indochina & Algeria as well as the communication war in Eastern Europe. The diversity of battlefields involved a smaller French Sigint community that linked up with the predominant Anglo-Saxon system. At the same time, they opposed some of the US operations. Following the Gulf War, France devoted more financial means & human power to developing an independent satellite intercept system. It covers new local conflicts in Central Europe & the economic intelligence war. French strategists believe this is a first step toward a united European intelligence system.
