Der Aufstieg rigoroser Wirkungsevaluierungen (RIE) in der internationalen Entwicklungszusammenarbeit (EZ) geht einher mit einer anhaltenden Kontroverse um experimentelle und quasiexperimentelle Methoden. Vor diesem Hintergrund und auf Basis eines empirisch-analytischen Wissenschaftsverständnis leistet der vorliegende Aufsatz Beiträge zur Erklärung der Genese von RIE im Politikfeld, zu einer konstruktiven Auseinandersetzung mit den Vorteilen und Begrenzungen von RIE aus evaluatorischer Perspektive sowie zur Analyse ihrer Anwendung und Nutzung in der Praxis der internationalen EZ. Im Ergebnis erfolgt ein Plädoyer für eine breite Anwendung und Nutzung von RIE in der EZ, ohne diese aufgrund ihrer Begrenzungen jedoch zum Königsweg der Evaluierung oder gar der empirischen Sozialforschung zu erheben. Vielmehr sollte die Anwendung gegenstandsangemessen, theoriebasiert und um qualitative Methoden ergänzt erfolgen und andere Evaluationsverfahren dort eingesetzt werden, wo RIE nicht geeignet sind.

Several Latin American countries have historic experiences with federal arrangements and decentralized forms of governance. However, decentralization has gained region wide attention as a highly important political topic only when the move towards democratization during the last decades provoked a tendency to delegate part of political autonomy to the subnational level. However, the process of decentralization in Latin America has not only led to positive outcomes. Instead, many decentralization processes are still plagued with deficiencies, which are not only due to the resistance of centralist governments.

Instead, many decentralization processes are still plagued with deficiencies, which are not only due to the resistance of centralist governments.
Whether political conditionality should be attached to foreign aid and whether a recipient country's level of democracy should be the benchmark for conditionality and sanctioning instruments remain highly controversial issues. This is reflected by the debates around the Agenda for Change, the allocation formula of the European Development Fund (EDF) and the European Commission's new Budget Support Policy. Critics of political conditionality argue that democracy and human rights are too normative criteria and foster the politicisation of aid allocation instead of increasing aid effectiveness. They also claim that the level of democracy is unsuitable as a criterion, because it has no influence on economic development. However, this critique can be contested: – From a perspective of domestic donor politics, democratic donor governments will not abstain from using political conditionality because their own constituencies expect human rights standards and democracy to be relevant for aid allocation. – From a recipient perspective, aid is more effective in promoting inclusive development in democracies than in autocracies. Moreover, governmental foreign aid to autocracies tends to stabilise authoritarian structures and to delay democratisation. Thus, arguing that there is little reason for using political conditionality (and sanctions) is as valid as saying that the Earth is flat. At the same time, inferring from this insight that political conditionality is bound to be effective is like claiming that the planet is a cube. After all, even sound arguments in support of political conditionality have to address the demanding challenges to make conditionality work. – The function of political conditionality must be clear. Is it used as a selection criterion, intended to ensure that foreign aid does not stabilise authoritarian structures and effectively promotes economic development? Or is political conditionality to be used in a more demanding way as an incentive to promote democracy and good governance? – If political conditionality is to be applied more proactively to promote democratic governance, donor harmonisation is key, because only a coherent incentive system sets credible signals and has a chance to contribute to institutional reform. – Effective political conditionality requires smart application. Comprehensive political reforms cannot be "bought" with foreign aid. Yet, realistic, tailor-made and credibly communicated incentives increase the probability of strengthening reform-minded forces and fostering gradual reform steps. While political conditionality has been implemented effectively in some cases, successfully applying it often overstretches the political capacities of donor coordination. For Europe, this means that effective conditionality requires a more integrated approach to foreign and development policy. – Consequently, conditionality and sanctioning instruments from policy fields such as aid, trade and investment have to be combined in an intelligent manner. Otherwise, we will continue to observe ad hoc, overly ambitious and ill-coordinated political conditionality that fails to serve its purpose.
Social investment funds are prominent instruments in developing countries that aim at providing financial resources for social infrastructure projects to poor municipalities. In contrast to traditional, more centralised distribution mechanisms of such funds, the Bolivian Fondo de Inversión Productiva y Social was among the first that employed a self-selection mechanism: municipalities had to apply for funds through a decentralised allocation scheme embedded in the country's overall fiscal decentralisation process. This study tests several hypotheses regarding potential factors at the local level that might have shaped the distribution pattern among municipalities. It finds positive non-linear relations with diminishing returns between a municipality's level of poverty and alternative fiscal transfers that could be used for co-financing FPS projects, on the one hand, and the resources it received from the social fund, on the other. Moreover, local neighbourhood effects of FPS funding depended on a municipality's institutionalised cooperation with its neighbours and its proximity to provincial capitals, which hosted the regional offices of the FPS. Finally, there is no evidence that major traditional parties have over-proportionally profited from the FPS, but municipalities governed by Evo Morales' anti-system party were significantly disadvantaged.
Soll Entwicklungszusammenarbeit (EZ) an politischeKonditionalitäten geknüpft sein? Welche Bedeutung kommt hierbei dem Demokratieniveau zu? Aufgrund derEreignisse des Arabischen Frühlings sowie der Diskussionen um Anreize und Geberharmonisierung in der EZ hat diese Frage wieder an Relevanz gewonnen. Kritiker politischer Konditionalität argumentieren, dass Demokratie und Menschenrechte normative Selektionskriterien seien und eine Politisierung der Mittelvergabe begünstigen. Außerdem sei das Demokratieniveau als Auswahlkriterium ungeeignet, da es keinen Einfluss auf die wirtschaftliche Entwicklung habe. Dieser Kritik lässt sich in zweierlei Hinsicht begegnen: Erstens ist nicht davon auszugehen, dass die OECD-Demokratien aus normativen wie auch aus innenpolitischen Motiven den Kernaspekten ihrer eigenen Staatslegitimation in ihrer Auswärtigen Politik keine Bedeutung beimessen würden. Zweitens sprechen Effektivitätsgründe für Konditionalität. Auch wenn autoritäre Staaten Wirtschaftswachstum erzielen können, zeigt der länderübergreifende Vergleich gerade in den sozialen Sektoren und bei der Armutsbekämpfung eine Entwicklungsdividende der Demokratie. Zudem begünstigt staatliche EZ mit Autokratien tendenziell deren Stabilisierung. Zu behaupten, es gäbe keine guten Gründe für politische Konditionalität ist also in etwa so stichhaltig wie zu sagen, die Erde sei eine Scheibe. Deshalb automatisch auf die Effektivität politischer Konditionalität zu schließen, wäre aber ähnlich fundiert wie die Behauptung, unser Planet sei ein Würfel. Denn auch die gute Begründung politischer Konditionalität löst nicht die anspruchsvollen Herausforderungen für deren Effektivität: Die Funktion politischer Konditionalität muss klar sein. Ist sie Länderauswahlkriterium, damit EZ normativ angemessen und funktional zur Förderung wirtschaftlicher Entwicklung eingesetzt wird? Oder soll politische Konditionalität auch Anreiz zur Förderung von Demokratie und guter Regierungsführung sein? Insbesondere wenn politische Konditionalität dem Schutz oder der Förderung von Demokratisierung und besserer Regierungsführung dienen soll, kommt der Geberharmonisierung zentrale Bedeutung zu. Denn hierüber kann ein kohärentes Anreizsystem erzeugt und der verbliebene Einfluss der EZ gebündelt werden. Darüber hinaus bedarf es der intelligenten Konzeption und Umsetzung politischer Konditionalität. Umfassende politische Reformen können nicht einfach "erkauft" werden. Aber realistische, angepasste und glaubwürdig kommunizierte Anreize politischer Konditionalität können Reformkräfte stärken und Reformen begünstigen. Für die europäische EZ bedeuten diese Herausforderungen eine Überforderung der Koordinationsfähigkeit von Kommission und Mitgliedern aufgrund zu hoher politischer Transaktionskosten. Wenn politische Konditionalität effektiv sein soll, geht dies langfristig nicht ohne mehr europäische Integration in Außen- und Entwicklungspolitik. Diese muss allerdings einhergehen mit einer Stärkung des Europäischen Parlaments.
In recent years, the transparency of foreign aid has received substantial attention among aid practitioners. This analysis shows the impact of political transparency in donor countries on those countries' formal promotion of aid transparency and on their concrete aid allocation patterns. Political transparency as measured by standard corruption indices not only impacts on the engagement of bilateral donors in the International Aid Transparency Initiative. Differences in political transparency in donor countries also explain a large part of their varying aid selectivity patterns. Donors with higher levels of political transparency allocate aid more according to recipients' neediness and institutional performance.
