This essay analyzes the diplomacy of the Parliament of Catalonia in the Autonomous Community of Catalonia, Spain, toward the Mediterranean region. In recent years, the academic literature has shown increased interest in the wide range of international activities undertaken by members of parliaments at the subnational level. Yet the academic study on diplomacy of the Parliament of Catalonia remains limited. Because there is a well-rooted tradition of foreign activity in the Catalan political culture, the Parliament of Catalonia has been working consistently in the international sphere. The Mediterranean dimension illustrates the strengths and the weaknesses of such activities.
Las revueltas populares del cambio de década en el mundo árabe han tenido características y desarrollos muy diversos, con respuestas diferentes de los regímenes en el poder y con resultados, provisionales, diversos. En el artículo proponemos la consideración de la estructura de poder (régimen de poder) para complementar los análisis centrados en el sistema político como factor explicativo relevante en el análisis de las revueltas. Nuestra hipótesis de partida es que en una dinámica de movilización social, la estructura del régimen de poder incide directamente tanto en el tipo de respuesta del régimen (estrategia) y en su posibilidad de supervivencia (control de recursos y capacidades) como en la configuración y dinámica de la movilización. De este modo, la configuración del poder en Marruecos (sistema con élites concentradas y recursos diversificados) será esencial para comprender el desarrollo de los acontecimientos desde el surgimiento del Movimiento 20 de Febrero. ; Popular uprisings in the Arab world have had very different characteristics and trajectories, including different responses by regimes in power and varied provisional outcomes. In this paper we take into consideration the structure of power (power regime), to complement an analysis focused on the political system, as a significant factor in explanations of these uprisings. Our hypothesis is that in a situation of social mobilization, the regime's power structure directly affects its response (strategy) and its chance of survival (control of resources and capabilities) - as does the mobilization's configuration and dynamics. Thus, understanding the configuration of power in Morocco (a system with concentrated elites and diversified resources) is essential for explaining the dynamics characterising both the regime and social movements since the emergence of the February 20th Movement.
En este artículo se propone una perspectiva diacrónica para analizar las revueltas políticas y movilizaciones sociales en el Rif a lo largo del siglo XX y principios del XXI, considerando la marginalidad de la región y sus élites en el régimen de poder marroquí. La tensión entre la agencia social y los factores estructurales se despliega en una sociedad rifeña que ha pasado de ser una sociedad eminentemente tribal a otra influida por el neoliberalismo y la diáspora. Tres grandes ciclos de protestas evolucionan en un contexto de profundos cambios en el Estado, el capital y la influencia exterior (un primer ciclo de revueltas anticoloniales, un segundo ciclo de revueltas bajo el nuevo Estado independiente y un tercer ciclo de revueltas bajo la era neoliberal). En este complejo panorama de tensiones entre las poblaciones locales y las estructuras estatales centrales, tanto coloniales como poscoloniales, destacamos los elementos diferenciales de estas tres grandes fases, pero también subrayamos las continuidades entre las distintas movilizaciones de esta región periférica y marginada. Los ciclos de movilizaciones sociales se han visto impulsados por las desigualdades económicas y sociales de la región, así como por las reivindicaciones de reconocimiento político e identitario de una población con una elevada conciencia de marginación en el contexto del Estado marroquí. Las tensiones entre la población del Rif y las autoridades centrales deben entenderse principalmente en el contexto de la competencia por el poder y los recursos entre un centro y una periferia, así como de la resistencia cultural a las imposiciones externas. A las numerosas protestas y movilizaciones, las autoridades han respondido en su mayoría con métodos coercitivos, al tiempo que han fracasado en sus intentos de cooptar a las élites regionales.
El resultado tangible de la primavera árabe en Marruecos es la reciente reforma constitucional de 1 de julio de 2011 cuyo alcance es limitado. El propósito de este artículo es analizar las demandas y propuestas de reforma de la Constitución sobre las cuestiones identitarias y regionales de algunos actores políticos marroquíes en este contexto autoritario: algunos de los partidos políticos más representativos, más otros partidos minoritarios, y diferentes movimientos sociales. El objetivo es ofrecer algunas claves explicativas del limitado alcance de la reforma constitucional desde la debilidad de algunos actores, y la moderación y autocontención de otros para poder incidir en la redefinición del nuevo pacto político. ; The tangible result of the Arab Spring in Morocco is the last Constitutional reform of July 1, 2011 whose scope is limited. The purpose of this article is to analyze the demands and proposals for reform of the Constitution on regional issues and identity matters. To do this, we will take into consideration several Moroccan political actors in this authoritarian context: some of the most representative political parties, plus other minor parties and different social movements. This article introduces the special issue by explaining why researching change and continuity in the foreign policies of North African states is relevant in spite of these countries' peripheral and 'subaltern' position within the global system. It situates the special issue's content in the context of the extant academic literature on the foreign policies of dependent/Third World/Global South countries, the foreign policies of MENA states and the consequences of the 2011 Arab uprisings in terms of international relations. It then moves on to discuss the case study selection by outlining key commonalities and differences between Mauritania, Morocco, Algeria, Tunisia, Libya and Egypt in terms of historical, political and economic foreign policy determinants. The country case studies each focus on a particular level of analysis, from the global – Tunisia's financial predicaments and foreign debt negotiations – through the (sub)regional – Egypt's relationship of necessity with Saudi Arabia, Algeria's half-hearted policies towards the conflicts in Libya and Mali – to the domestic sphere – Morocco's power balance between the monarchy and the Islamist Justice and Development Party (PJD) heading the government, Libya's extreme state weakness and internal power competition among proliferating private actors –, reaching also the deeper non-state societal level – Mauritania's new forms of social activism questioning the official religious identity and the socio-political makeup of the state. The last part of the introduction critically relates the empirical findings of the special issue to theoretical debates on subalternity in International Relations and Mohammed Ayoob's subaltern realism in particular.
