In these brief remarks addressed to the Latin American response to changing international conditions in the 1970s and 1980s, I shall focus on three issues: the relationship between the choice of debt as a policy instrument and state "structure," at least as loosely denned; the special problems posed by the debt option that most Latin American countries pursue; and the characteristics of enforced domestic adjustment to the absence of capital inflows beginning in 1982.

Interne, strukturell bedingte Inflexibilitäten und Fehlallokationen von Ressourcen begleiten die hohe externe Verschuldung der Staaten Lateinamerikas. Hohe Abhängigkeit von Importen bei bestimmten Gütern läßt externe Verschuldung als wirkungsvolles wirtschaftspolitisches Instrument erscheinen. Mit der Verschuldung wachsen die Probleme der weltwirtschaftlichen Anpassung. Austeritätspolitik, die günstige Bedingungen für wirtschaftliches Wachstum, mehr Investitionen und eine Reduzierung des öffentlichen Sektors schafft, scheint unumgänglich. Diese Erfahrungen ähneln denen osteuropäischer Staatshandelsländer. (SWP-Bmt)

RESUMO O ano de 1984 foi marcado por importantes avanços no enfrentamento do endividamento dos países em desenvolvimento. Não é de estranhar, face aos ganhos registados em 1984, que exista uma certa complacência e mesmo presunção quanto à evolução contínua do problema da dívida. Este artigo examina quatro questões principais das quais depende a evolução futura do problema da dívida. O primeiro é a influência da atividade econômica internacional no desempenho dos países devedores. Em segundo lugar, é a permanência do ajuste dos países em desenvolvimento. Em terceiro lugar, está a estabilidade do novo regime de dívida que está agora em vigor. E o quarto é a probabilidade de os novos recursos externos substituírem o declínio dos empréstimos bancários comerciais que geralmente é previsto.

On Friday, 13 August 1982, Finance Minster Jesus Silva Herzog of Mexico made a series of visits to the International Monetary Fund, the Federal Reserve, and the U.S. Treasury. His message to each was the same: Mexico could no longer continue to service its debt. Thus began a dramatic weekend of negotiations that marked the end of the preceding decade's buoyant expansion of developing country debt and the start of a still continuing response to the sudden collapse.

Jahrhundert - Entwicklungsfinanzierung für die gemäßigten Staaten der Peripherie; Zwischenkriegszeit - Zahlungsbilanzkredite v.a. an Deutschland zum Ausgleich der Belastung aus Kriegsschulden und Reparationen; letztes Jahrzehnt - Zahlungsbilanzkredite an Entwicklungsländer nach dem Ölschock 1973/74.
