The introduction of the Floods Directive signals a move from flood protection toward flood risk management in the European Union. Public participation is highlighted in the Floods Directive as being instrumental to effective implementation of this new approach. This study utilised document analysis, non-participant observation, a questionnaire survey, and interviews to evaluate the discourse and practice of participation in the implementation of the Floods Directive in Belfast, United Kingdom. Flood risk management processes in Belfast are found to be high on participatory rhetoric but low on meaningful engagement. The participatory process is lacking in transparency, does not encourage the active participation of interested parties and has not been clearly communicated to key publics. Opportunities to increase meaningful public participation in the process remain underutilised, and the establishment of local flood forums has provided little opportunity for meaningful engagement. Some actions of governance agencies could be best characterised as facilitating the responsibilisation of risk and are designed to manage risk to agencies rather than address flooding issues.

Transboundary cooperation is viewed as an essential element of Marine Spatial Planning (MSP). While much of the MSP literature focuses on the need for, and benefits of, transboundary MSP, this paper explores the political and institutional factors that may facilitate the effective transition to such an approach. Drawing on transboundary planning theory and practice, key contextual factors that are likely to expedite the transition to transboundary MSP are reviewed. These include: policy convergence in neighbouring jurisdictions; prior experience of transboundary planning; and good working relations amongst key actors. Based on this review, an assessment of the conditions for transboundary MSP in the adjoining waters of Northern Ireland and the Republic of Ireland is undertaken. A number of recommendations are then advanced for transboundary MSP on the island of Ireland, including, the need to address the role of formal transboundary institutions and the lack of an agreed legal maritime boundary. The paper concludes with some commentary on the political realities of implementing transboundary MSP.

Limited progress has been made in implementing integrated coastal and marine management (ICM) policies globally. A renewed commitment to ICM in Canada offers an opportunity to implement lessons from previous efforts over the past 20 years. This study applies three core ICM characteristics identified from the literature (formal structures; meaningful inclusion; and, innovative mechanisms) to identify opportunities for operationalizing ICM from participants' lived experiences in Atlantic Canada. These characteristics are employed to assess and compare ICM initiatives across two case studies in the Upper Bay and the Lower Bay of Fundy. The assessments are based on semi-structured interviews conducted with key participants and a supplementary document analysis. The following insights for future ICM policies were identified: adaptive formal structures are required for avoiding previous mistakes; a spectrum of approaches will support meaningful engagement in ICM; local capacity is needed for effective innovative mechanisms; and, policy recommendations should be implemented in parallel. Although these insights are relevant to each of the two sub-regional case studies, the paths taken to incorporating and realizing them appear to be location-specific. To account for these site-specific differences, we suggest more attention be given to strategies that incorporate local history, unique capacity of actor groups and location-specific social-ecological systems objectives. We provide the following recommendations on policy instruments to assist in moving toward enhanced regional ICM in the Bay of Fundy, and that may also be transferable to international ICM efforts: update policy statements to incorporate lessons from previous experiences; strengthen commitment to ICM in Federal law; create a regional engagement strategy to enhance involvement of local actor groups; and, enhance the role of municipal governments to support local capacity building and appropriate engagement of local actors in ICM processes.

The sustainable management of Blue Growth is an urgent issue for coastal states. Marine industries have rapidly expanded over the last two decades and this is projected to continue with the European Green Deal and post-COVID economic recovery policies. The intensification of Blue Growth could have adverse socio-ecological implications and must, therefore, be managed in terms of sustainability, natural resource boundaries, and coastal community well-being. Managing Blue Growth in a sustainable manner however, is challenging due to the longstanding inefficiencies and inertia of existing marine governance regimes. Adopting a transitions approach has been advanced as a way of steering regime change so that it is not inhibited by these persistent problems. This paper reports on four case studies that adopt transitions thinking and use the multi-level perspective as a broad analytical framework through which to understand institutional dynamics, drivers and responses within core marine sectors. Our case studies analysis reveals several significant pressures for regime change within key marine sectors. These pressures need to be addressed through the adoption of a transition management approach. By adopting this approach and engaging key stakeholders, national and EU marine governance authorities can develop sustainable Blue Growth pathways that minimize the impact of continued growth on communities and the marine environment, maximizing the implementation of sustainable practices and addressing issues such as biodiversity loss and climate change.

The EU Atlantic Action Plan (AAP) has recently been updated and revised to support 'blue growth' along Europe's western coastal regions. The revisions reflect recent challenges facing the Atlantic Arc maritime economies including the Covid-19 crisis, Brexit and the new requirements of the European Green Deal. This new revision, termed AAP 2.0, also addresses some of the weaknesses highlighted in the original Atlantic Action Plan particularly regarding identifying indicators that may be used to measure progress in the achievement of the Plan's objectives. Using a database with comparable marine socio-economic data across the Atlantic regions, a number of indicators are identified that may be used to monitor progress of the AAP 2.0. Recent trends and spatial distributions across the Atlantic Arc region are shown for these indicators. The challenges in measuring progress are also highlighted, including where some AAP objectives and associated indicators may conflict with other EU policy aims and where the current monitoring framework can be bolstered with the inclusion of new indicators.

This article is not intended to be a thorough empirical analysis of the progress of MSP. Rather, it aims to provide an overview of how MSP is evolving within diverse national and regional contexts and illustrate the major trends that are emerging globally. By analyzing the legislative arrangements, objectives, implementation and evaluation processes, and the initial impact of MSP across 12 regional areas, this article presents an overview of how MSP is developing. The next section provides an overview of MSP's evolution over the last two decades. This is followed by a series of national reviews of MSP implementation in 12 regional ocean areas. These reviews showcase how MSP has quickly spread across the globe, as well as revealing the major factors that are supporting and inhibiting its fulfilment as an integrative means of marine management. This is followed by a discussion section that evaluates some of the key findings extracted from the reviews, reflecting upon the issues that are shaping the conceptualization and operationalization of MSP initiatives in different regional contexts, before questioning what this means for future MSP practice and research. Factors revealed as being challenges common to MSP initiatives include the rationale for MSP implementation, the need for legislative backing, the material consequences of MSP and the need for evaluative feedback loops, the use and production of knowledge, and a lack of innovation. This article concludes by briefly outlining a range of recommendations on how MSP can evolve in more sustainable and inclusive manners over the next decade and as it spreads to other nations and regions.

Coastal and marine cultural heritage (CMCH) is at risk due to its location and its often indefinable value. As these risks are likely to intensify in the future, there is an urgent need to build CMCH resilience. We argue that the current CMCH risk management paradigm narrowly focuses on the present and preservation. This tends to exclude debates about the contested nature of resilience and how it may be achieved beyond a strict preservationist approach. There is a need, therefore, to progress a broader and more dynamic framing of CMCH management that recognises the shift away from strict preservationist approaches and incorporates the complexity of heritage's socio-political contexts. Drawing on critical cultural heritage literature, we reconceptualise CMCH management by rethinking the temporality of cultural heritage. We argue that cultural heritage may exist in four socio-temporal manifestations (extant, lost, dormant, and potential) and that CMCH management consists of three broad socio-political steering processes (continuity, discontinuity, and transformation). Our reconceptualisation of CMCH management is a first step in countering the presentness trap in CMCH management. It provides a useful conceptual framing through which to understand processes beyond the preservationist approach and raises questions about the contingent and contested nature of CMCH, ethical questions around loss and transformation, and the democratisation of cultural heritage management.

The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management.
