Die Verbindung von Sicherheits- und Entwicklungspolitik stellt die Entwicklungszusammenarbeit vor besondere Herausforderungen – ob nun im Zusammenhang mit fragilen Konflikten. Aufgrund der komplexen Ausgestaltung von Zuständigkeiten, die bekanntlich über drei "Säulen" mit jeweils verschiedenem Einfluss der EU-Akteure verteilt sind, ist die gefordert. Ihr "Regierungssystem" bezieht nterschiedliche Akteure von der europäischen wie auch der mitgliedstaatlichen Ebene ein. Diese sind gefordert, die Zusammenarbeit zwischen und innerhalb der europäischen und nationalen Institutionen zu verbessern, um auf diese Weise effektiv den Herausforderungen in der Grauzone zwischen Außen-, Sicherheits- und Entwicklungspolitik begegnen zu können. Im Jahre 2007 hat die EU das Finanz-)Instrument für Stabilität (IfS) geschaffen und so ihre Möglichkeiten bei der gemeinschaftlichen Krisenprävention erweitert. Mit Hilfe des IfS wird erstens die Gemeinschaft in die Lage versetzt, sowohl auf politische Krisen wie auch Naturkatastrophen rasch antworten und dabei zugleich auf mehr finanzielle Mittel zurückgreifen zu können. Zweitens schafft die EG-Verordnung über das IfS ein höheres Maß an rechtlicher Sicherheit, in welchem Fall eine Maßnahme in die Zuständigkeit der Gemeinschaft bzw. der Gemeinsamen Außen- und Sicherheitspolitik (GASP) fällt. Drittens schließlich ermöglicht das IfS, Regionalorganisationen wie auch Nichtregierungsorganisationen (NROs) an der Umsetzung der jeweiligen Maßnahmen stärker zu beteiligen.

Tackling the linkage between security and development policy poses policy challenges to many development actors – whether in the context of fragile states, natural disaster responses, or post-conflict reconstruction. The challenge is particularly pronounced for the European Union (EU), since policy issues are unlikely to respect any of the complex delimitations of competences within the EU. Europe's multilevel governance system involves a plethora of institutions and actors from both the European and Member State levels. These actors are constantly compelled to find new ways to increase nter-institutional as well as intra-institutional collaboration in order to provide effective policy responses to cope with these new challenges that evolve in a 'grey area' – to be understood in the sense of overlaps – between traditional foreign, security and development policies. In 2007, the European Union launched an 'Instrument for Stability' (IfS) which adds new capacities to the EU's crisis management toolbox: First, it enables the Community to quickly respond to political crises and natural disasters – and substantially increases its capacity for sustained funding from Community sources. Second, it provides a clearer picture of European Community (EC) and Union competence when it comes to emphasising the linkage between security and development policies. Third, it enables the EU to draw regional organisations and non-governmental organisations (NGOs) much closer towards implementation of EU policies.

Challenges to security and development policy alike, such as fragile states, natural disasters and post-conflict reconstruction, are unlikely to respect the institutional boundaries or delimitation of competences of the European Union's complex system of governance. This holds true for the 'grey area' that exists between traditional foreign/security and development policies. Since 2007, the Instrument for Stability (IfS) constitutes the European Community's main instrument for addressing what has been called the 'security-development nexus'. It is a broadly mandated and flexible policy tool for rapidly funding assistance to countries in situations of (emerging) crisis and natural disaster. Thus, the IfS provides the Community with additional financial capacities in crisis management. While not fundamentally changing the institutional set-up of the EU's external relations, the IfS has contributed to removing legal obstacles and to clarifying actors' roles at the interface of foreign and development policies.

"European Union (EU) macro-regional strategies, such as the ones composed for the Adriatic Ionian, Alpine, Baltic Sea and Danube regions, aim to improve transnational cooperation and coordination in a 'territorially defined' setting. These strategies propose an integrated framework for cooperation involving a wide range of EU member states, regional organisations, sub-national authorities, civil society organisations as well as non-EU partner countries. The contributors question whether macro-regional strategies are helpful instruments for improving actor-policy linkages at the European, member/partner countries, and sub-national levels, and whether the objective of social, economic and territorial cohesion can be fulfilled through these strategies"--
