Greenland has for decades worked towards enhanced independent agency in international politics. The renewed global interest in the Arctic has given new impetus to a strategy of diversifying its dependency relations as a way to postcoloniality. As the Government of Greenland puts it in its foreign policy strategy; "It is important that the interest in the Arctic and Greenland is converted into concrete opportunities for the Greenlandic people and its development as a nation" (2011:3). This chapter investigates how Greenland's foreign policy supports the national self-image in combining indigenous cultural traditions with envisioned future independence. Hence, the chapter introduces the central members of the cast of characters in the most important narratives, which Greenland is telling about its place in the world. The analysis shows how narratives about indigenous identity combines - and infrequently clashes - with narratives of modernization in different ways when Greenland relates to Inuit kinsmen, Nordic siblings, the UN, the USA, the EU and Asian powers; the presentation of each character put in historical perspective. Theoretically, the analysis draws on a tradition of analysing international politics and foreign policy as driven by narratively structured discourses constructing nation state identities in relation to Others.

The article analyses current debates on securitization theory. It is argued that there are a number of concepts of politics in play and that greater awareness regarding these conceptual differences helps clarify not only theoretical differences but also the possibilities for new theoretical development and reflection. Three conversations on politics are identified: first, how politics concerns action and intentionality; second, the modern organization of politics, spheres and sectors; and, third, the relationship between politics, ethics and science. Where the first and third conversations refer to politics as an act, in the second politics is inherently tied to the institutional or spatial structures of government - the state, the public, the political field, spheres, sectors or function. The introduction to the book presents the key ambition of the book, which is to posit sustainability as a political concept that redefines competing visions of the future for Arctic stakeholders. To begin, we present a brief historical background of the concept. The chapter, then, argues why discussions of how to achieve sustainability, and of whether the concept is positive or negative, fails to capture the political implications of sustainability. Instead we start from the empirical, or discursive, presence of sustainability and describe how it reconfigures the relationship between identity, space and time. This discussion is concluded with a framework for how to analyse sustainability as a political concept and this analytical strategy has been employed in the book: We have asked each contributor to consider the following questions in relation to their topic: What is to be sustained? In relation to what? How? Answering these questions allows us to discuss the contributions against our overall ambition.

Introduction to the book Politics of Sustainability in the Arctic, which sets out a theoretical framework for understanding and analysing sustainability as a political concept, and provides a comprehensive empirical investigation of Arctic sustainability discourses. Presenting a range of case studies from a number of Arctic countries including Greenland, Norway and Canada, the essays in this volume analyse the concept of sustainability and how actors are employing and contesting this concept in specific regions within the Arctic. In doing so, the book demonstrates how sustainability is being given new meanings in the postcolonial Arctic and what the political implications are for postcoloniality, nature, and development more broadly. Beyond those interested in the Arctic, this book will also be of great value to students and scholars of sustainability, sustainable development, identity and environmental politics.

Institutions of national security policies are currently undergoing radical conceptual and organizational changes, and this book presents a novel approach for how to study and politically address the new situation. Complex and uncertain threat environments, such as terrorism, climate change, and the global financial crisis, have paved the way for new forms of security governance that have profoundly transformed the ways in which threats are handled today. Crucially, there is a decentralization of the management of security, which is increasingly handled by a broad set of societal actors that previously were not considered powerful in the conduct of security affairs. This transformation of security knowledge and management changes the meaning of traditional concepts and practices, and calls for investigation into the many meanings of security implied when contemporary societies manage radical dangers, risks and threats. It is necessary to study both what these meanings are and how they developed from the security practices of the past. Addressing this knowledge gap, the book asks how different ideas about threats, risk, and dangers meet in the current practices of security, broadly understood, and with what political consequences. Some narratives are informed by Orientalist tropes imported from Denmark, while others dismiss the very same tropes. Some embrace Chinese partners as crucial on Greenland's road to independence, while others reject China as imperialist. Mainly, China has been imagined as a potent source of material resources (export revenues, investments, labour). Initially, this narrative was employed to support a business attempt to reinvigorate traditional hunting through new export channels. Later, narratives underscored Greenlandic ambitions as a mining country. Recently, they have backed a Greenlandic search for new solutions to the less-hyped fishing and tourism industries. Besides the promise of material gains, Greenlandic authorities have also imagined China as an occasion for international recognition. However, the sought-for recognition has changed drastically, from the time when Greenland's national team played soccer against Tibet to current attempts to negotiate science, infrastructure and paradiplomacy with Beijing and Copenhagen. The analysis is based on media reports, government foreign policy statements and parliamentary debates from 1999-2018. Theoretically, the analysis draws on a tradition of analyzing international politics and foreign policy as driven by narratives constructing nation state identities in relation to Others, focusing particularly on Orientalist tropes and anti-colonial alternatives.
