"War casualties often have a devastating effect on the popularity of political leaders. Yet, war also entails substantial fiscal outlays requiring funding either through increased debt or taxes. Using U.S. data for the period from 1948 to 2008, the author illustrates that this fiscal side of war also affects the popularity of the incumbent U.S. president. In general, the more he spends on war, the less popular he becomes. Such adverse effects of war-spending decrease, however, when unemployment rises. Conventional wisdom holds that war casualties depress incumbent popularity. We argue that the strength and even the direction of these effects is inherently context-dependent because the perception of casualties varies over time and space, affected by historical developments. While intuitive, this proposition has as yet not been directly addressed due to a lack of explicitly comparative analyses. Investigating US presidential popularity over the period 1948-2006, the present paper illustrates that intensity and occurrence of casualty effects on presidential popularity varies significantly across the three considered military conflicts (i.e. Korea, Vietnam, Iraq). Korea, Vietnam, Irak) variiert. Zudem können solche Unterschiede glaubwürdig mit geschichtlichen Entwicklungen in Verbindung gebracht werden.

Extensive research demonstrates that war casualties depress incumbent popularity. The present study argues that analyses of the political costs of warfare should also account for the financial toll of wars since a) financial costs of wars are substantial, b) these costs are publicly observed and understood and c) fiscal policy affects incumbents' approval ratings. Empirical evidence based on US data for the 1948-2008 period supports this theoretical claim: pecuniary costs of warfare either directly affect presidential popularity (e.g., in the Korean War) or their inclusion affects the predicted political cost of war casualties (e.g., in the Korean and Iraq/Afghanistan Wars). Interestingly, the adverse effect of war-spending is strongest under favourable economic conditions (i.e. low unemployment). ; Umfangreiche Forschungen zeigen, dass Kriegsopfer der Popularität des Amtsinhabers schaden. Die vorliegende Studie liefert Argumente dafür, dass Analysen der politischen Kosten der Kriegsführung in die Berechnung der finanziellen Kriegsausgaben miteinbezogen werden sollten, da a) die finanziellen Kosten von Kriegen beträchtlich sind, b) diese Kosten von der Öffentlichkeit wahrgenommen und verstanden werden, c) Fiskalpolitik die Umfragewerte des Amtsinhabers beeinflusst. Basierend auf US-Daten über den Zeitraum 1948-2008 wird dieser theoretische Anspruch empirisch unterstützt: pekuniäre Kosten der Kriegsführung haben entweder direkt eine Auswirkung auf die Popularität des Präsidenten (z. Spatial patterns in (local) government taxation and spending decisions have received a lot of scholarly attention recently. Still, the focus on taxation or expenditure levels in previous studies is incomplete. In fact, (rational) individuals are likely to consider the level of spending on (or taxation for) public goods provision simultaneously with how much public goods they actually receive – thus assessing the 'price/quantity' of government policy (in relation to that of neighbouring jurisdictions) rather than concentrating on spending (or taxation) levels alone. Therefore, the present paper argues that incumbents may want their 'price/quantity' ratio to be close to that in neighbouring regions. Using Flemish local governments' efficiency ratings for the year 2000 (which relate tax revenues to the quantity of locally provided public goods), we confirm the existence of such neighbourhood effects in local government policies. ; In jüngster Zeit hat sich die Wissenschaft vermehrt für die räumlichen Muster der lokalen Besteuerung und Ausgabenentscheidungen interessiert. Dabei hat man sich in neueren Studien jedoch hauptsächlich auf die Betrachtung von Besteuerung und Ausgabenhöhe konzentriert. Diese Betrachtungsweise greift zu kurz, denn der (rationale) Bürger betrachtet die Höhe der öffentlichen Ausgaben (oder die Steuern dafür) und vergleicht, wie viel öffentliche Güter er eigentlich dafür bekommt. Er beurteilt also eher das Preis/Mengen-Verhältnis der Lokalpolitik im Vergleich zu den benachbarten Kommunen, als sich allein auf die Höhe der Ausgaben oder der Besteuerung zu konzentrieren. Es lässt sich zeigen, dass Amtsinhaber ein Preis/Mengenverhältnis anstreben, das dem der benachbarten Kommunen ähnlich ist. Die Auswertung von Daten aus dem Jahr 2000, die die Effizienz flämischer Lokalpolitik anhand des Verhältnisses von Steuereinnahmen zu lokal bereitgestellten öffentlichen Gütern bemessen, bestätigt die Existenz solcher Nachbarschaftseffekte in der Kommunalpolitik.

Empirical research on Political Business (and Budget) Cycles is more supportive for electoral cycles in policies than in macro-economic outcomes. But even pre-electoral policy cycles receive no unanimous confirmation. In the present paper, we give credence to recent arguments that this may be due to the disregard for the political, economic and institutional context in which politicians make policy decisions. Specifically, we argue that the level of political fragmentation of the government affects both the need for and possibility to engage in opportunistic policy cycles. An analysis of local public debt data for 296 Flemish municipalities provides empirical support for this contention. ; Ergebnisse empirischer Forschung zum Thema regierungspolitischer und Budgetzyklen unterstützen eher die These, dass es Wahlzyklen in Bezug auf politische Entscheidungen als in Bezug auf makroökonomische Effekte gibt. Dennoch gibt es auch für Politikzyklen in Vor-Wahl-Perioden keine eindeutige Bestätigung. In der vorliegenden Veröffentlichung belegen wir neuere Argumente, die zeigen, dass die Begründung hierfür in der Missachtung des politischen, ökonomischen und institutionellen Kontextes liegt, in dem Politiker politische Entscheidungen treffen. Wir belegen insbesondere, dass der Grad der politischen Zersplitterung der Regierung sowohl den Bedarf nach als auch die Möglichkeit zu opportunistischen Politikzyklen beeinflusst. Eine Analyse von Daten zur kommunalen Verschuldung von 296 flämischen Gemeinden liefert die empirische Untermauerung für diese Behauptung.

The amount of scholarly attention directed at resolving the question why people turn out to cast a vote is vast. In a research field dominated by empirical studies -- such as the one on voter turnout -- an overview of where we stand & what we know is not superfluous. Therefore, the present paper reviews & assesses the empirical evidence brought forward through a meta-analysis of 83 aggregate-level studies. We thereby concentrate on the effect of socio-economic, political & institutional variables. The results argue for the introduction of a 'core' model of voter turnout -- including, among other elements, population size & election closeness -- that can be used as a starting point for extending our knowledge on why people vote. Scholars analysing party system structures have generally followed two approaches. The 'institutional' approach emphasizes the role of electoral laws, while the 'sociological' approach highlights the effect of socioeconomic heterogeneity. Recently, evidence based on cross-country data indicated that a high level of fragmentation requires both a permissive electoral system and substantial socio-economic heterogeneity. As electoral rules have their main impact at the level of the constituency, using country-level data may not be ideal, however. Moreover, previous results appear to be driven by the inclusion of single-member district states. Both these caveats are addressed in this article. Based on a sample of Belgian municipal elections over the period 1982–2000, I show that the model incorporating an interaction between heterogeneity and district magnitude significantly outperforms specifications that disregard the interaction effect (a) at the constituency level and (b) in (mediumsize) multi-member districts.

The paradox between an individual's decisions to head to the polls and the absence of strictly rational arguments for this action has intrigued – and troubled – many scholars. The present article surveys various theoretical contributions to resolve this paradox of (not) voting. We assess these approaches based on their ability to explain a number of 'stylised facts' with respect to voter turnout. The main conclusion is that straying away from the behavioural assumptions of the Downsian model provides more realistic models and leads to promising predictions as to the individual's decision to head to the polls. Incorporating the role of (social) groups and learning in particular can be regarded as important strides towards understanding the individual's decision to cast a vote.
