In this paper, I approach the question of mobiles in Asian countries by considering the case of Australia. I do so by way of a preliminary inquiry that seeks to explore the intersection between the emergence of mobiles in Australia with transformations in that country's sense of its relationship with Asia. First I discuss the history of the mobile phone in Australia, noting some important uses and representations that formed part of its social shaping. Second, I explore mobiles and the paradoxes of multiculturalism, and also how digital technologies became central to political culture and identity debates in Australia in the early to-mid 1990s. Third, I look at some important moments in the social shaping of text messaging, in which questions of cultural difference were decisive. Finally, I offer concluding remarks about future research on mobiles in Australia and how they are tied into Asian identities.

In this article, we explore Quick Response (QR) codes (machine-readable optical labels that link to information) and how, after a period of having fallen out of favor, they have been reactivated and have come to underpin COVID-19 automation and contact-tracing efforts. During the pandemic, they were used especially for "safe entry" and other kinds of check-in to locations to facilitate contact tracing. In this context, QR codes facilitate automated decision-making in relation to infectious disease surveillance and disease outbreak control. However, the use of QR codes for contact-tracing purposes has enjoyed mixed success and its implementation has encountered several challenges, as we illustrate through a case study that explores QR codes and COVID contact tracing in Singapore and Australia.

Disability is a long-standing area of digital inclusion finally emerging out of the shadows. In this article, we argue that a critical understanding of digital media from the perspectives of disability and intersectionality will offer generative insights for framing the terms and agenda of digital inclusion in the next decade. With a focus on the area of automated decision-making (ADM) in social and welfare services, we reflect upon the controversial 2015–2020 Australian government programme widely known as 'Robodebt' that recovers putative debts from support recipients – and we discuss implications for Indigenous Australians with disabilities in particular. We contrast the 'Robodebt' programme with explicit digital inclusion policy on disability in Australia, noting that such digital inclusion policy does not specifically acknowledge yet alone address ADM or other aspects of automation. Here, there is a major opportunity for overdue acknowledgement of disability and intersectionality to spur and shape an affirmative and just agenda on people with disabilities' digital inclusion, ADM and other associated areas of automated technologies.

Children with disabilities have been an overlooked group in the debates on privacy and data management, and the emergence of discourses on responsibilization. In this article, we offer a preliminary overview, conceptualization, and reflection on children with disabilities, their experiences and perspectives in relation to privacy and data when it comes to existing and emergent digital technology. To give a sense of the issues at play, we provide a brief case study of "sharenting" on social media platform (that is, sharing by parents of images and information about their children with disabilities). We conclude with suggestions for the research and policy agenda in this important yet neglected area.

Children with disabilities, especially those from the Global North, often figure into public discourse as beneficiaries of the "digital revolution." However, if children's voices and experiences are generally under-considered in digital policy and rights debates, this is even more likely when it comes to disability. Against this background, this article looks at the global rights of children with disabilities in the digital age. We consider the state of digital inclusion and exclusion, as well as the intersection between children's rights and disability rights. Moving forward, we suggest ways to reconceptualize digital and related rights inclusive of all children.

This chapter explores the emergence, role and function, and characteristics of media management in the Paralympics. It combines a critical disability studies perspective with approaches to sport drawn from sociology, media, communications, and cultural studies. By sketching a reconstruction of the development of media in the Paralympics since its inception, and supported by in-depth interviews with leading disability sport media practitioners and administrators, we offer a characterization of the "full service" media management that has evolved in the lead up to 2016 Rio de Janeiro Paralympics. We argue that Paralympics possess a history that is indivisible from the political voices, everyday experiences and wellbeing of disabled citizens and communities. This history needs to be respected and acknowledged both in media and through its management in future Paralympics.

This article considers a neglected but crucial aspect of the new business of mobile interactivity: the premium rate data services industry. It provides an international anatomy of this industry model and the ways in which it has been used to capitalize upon the surprising success of short message service (SMS) to provide a basis for the development of consumer markets for mobile data services. It situates this analysis within a wider consideration of the role of premium rate culture in the social shaping of interactivity in convergent media. Specifically, it looks at how premium rate services are being constructed in relation to telecommunications, television and the internet. The article concludes that although premium rate culture has rejuvenated innovation in broadcast television, potentially it may constrain the interactive potential of the mobile internet.
