Like in other European countries, several supply shocks (bottlenecks related to the end of the pandemic, tensions in international gas and oil prices, and war in Ukraine) have led to a rise in the inflation rate in Spain since March 2021. This has been amplified by the functioning of energy markets, especially electricity, and price increases have spread progressively to other sectors. As a result, the forecast average inflation in 2022 is 8.5%, similar to the Eurozone average. Until August 2022, Spain had a year-on-year inflation rate above this average, but the trend has changed: in October, inflation fell by 3.4 pp in Spain, while it had risen by 1.6 pp in the monetary union. Spain was the economy with the second lowest inflation. The authorities have adopted significant measures to reduce inflation, especially in energy (capping gas in the electricity market, limiting the gas price for consumers in the regulated tariff, lowering indirect taxes, or discounts for vulnerable households) and public transport and housing rents. Other measures include transfers to the most affected households and economic sectors to offset the effects of inflation. Despite this, weak nominal wage growth and the pass-through by firms of higher costs to their prices (maintaining or increasing profit margins) are leading to an unequal distribution of the effects of inflation, which wage earners mainly bear. Changing this situation should be the focus of economic policy from now on.

El presente articulo versa sobre la alta función pública a la luz de la reforma de la misma que en la actualidad se desarrolla en Francia, extrayendo las enseñanzas pertinentes para el caso español. El análisis se centra en responder a las siguientes preguntas de investigación: ¿debe la alta función pública parecerse a la sociedad a la que sirve? y ¿en qué medida la reforma francesa desprende buenas prácticas importables a nuestra alta función pública? Y todo ello enmarcado en la hipótesis de que una sesgada selección de altos funcionarios representa no solo un problema técnico, sino de democracia. Uno de los principales hallazgos del trabajo sugiere la importancia de la alta función pública no solo por lo que hace, sino como instrumento para que los ciudadanos, con independencia de sus recursos, puedan tener un acceso equitativo a las funciones políticas, dada la interpenetración de la alta burocracia con la política y los políticos.
This article aims to analyse the reform of the French hight public officials (haute fonction publique) that it is becaming since President Macron arrive to power. extracting the pertinent lessons for the Spanish case. The analysis focuses on answering the following research questions: first, should hight public officials resemble the society that they serves?; and, second, the aforementioned French reform provides some good practices for Spanish high public officials (alta función pública)? Finally, it will traited the following hypothese: the selection of senior officials represents not only a technical problem, but also a democracy one. One of the main findings of the work suggests the importance of the high public function, not only for what it does, but also as an instrument that citizens, regardless of their resources, can use to have an equitable access to political functions, given the interpenetration of the high bureaucracy with politics and politicians. ; El presente articulo versa sobre la alta función pública a la luz de la reforma de la misma que en la actualidad se desarrolla en Francia, extrayendo las enseñanzas pertinentes para el caso español. summary This article examines planning problems under conditions of uncertainty. Planning is always necessary, but the exercise can be done in many different ways. This sets out the difference between class-based and probability based planning and shows that the latter prevails, is inappropriate and fails. One example of its limitations is the mismanagement of the crisis caused by COVID-19. It is then proposed to look back to the probability of class, which is necessary and sufficient to properly consider planning options. Although this exercise is relevant, planning requires an additional step, that of collective choice, and it is then necessary to consider the ethical dimension. The size of the state is resolved in the political arena, and in democratic societies it must be compatible with the exercise of freedom. ; Resumen Este artículo examina los problemas de la planeación en condiciones de incertidumbre. Siempre es necesario planear, pero el ejercicio se puede realizar de muy diversas maneras. Aquí se establece la diferencia entre planeación basada en la probabilidad de clase y planeación basada en la probabilidad de caso, y se muestra que así esta última prevalezca, es inadecuada y fracasa. Un ejemplo de sus limitaciones es el mal manejo de la crisis causada por la COVID-19. Se propone, entonces, volver la mirada hacia la probabilidad de clase, que es necesaria y suficiente para plantear las opciones de planeación de manera adecuada. Aunque este ejercicio es pertinente, la planeación requiere un paso adicional, el de la elección colectiva, y es entonces ineludible preguntarse por la dimensión ética. El tamaño del Estado se resuelve en la arena política, y en las sociedades democráticas debe ser compatible con el ejercicio de la libertad.

Se presenta una propuesta curricular de Tecnología de 3º ESO para un grupo del IES El Mayorazgo (Tenerife). Como parte del currículo, se describe con más detalle un proyecto sobre baterías eléctricas. La adaptación al contexto real, incluyendo la situación de confinamiento, se basa en la legislación vigente y fundamentos de psicopedagogía y didáctica de la Tecnología estudiados en este máster. ; Abstract. A Technology syllabus is designed for an actual group of 14 and 15-year-old students in Tenerife. One curricular unit tied to the theme "Electric batteries" is presented in more detail. Both the current legislation and basics of pedagogy and technology didactics studied in this master's program are applied, keeping in mind the challenges of teaching during lockdown.

El Tribunal de Justicia confirmó tempranamente que la tutela judicial efectiva es un principio general del Derecho comunitario. Con la entrada en vigor del Tratado de Lisboa y de la Carta de Derechos Fundamentales de la Unión Europea es cada vez más frecuente la fundamentación directa de la jurisprudencia en el artículo 47 de la Carta, detectándose progresos que sugieren que el Tribunal ha asumido la tarea de dotar a dicho precepto de la eficacia y del contenido propio que reclama la tutela de los derechos reconocidos por el ordenamiento comunitario. En este estudio expondremos las líneas argumentativas a las que ha recurrido el Tribunal para fundamentar el citado derecho fundamental. En segundo lugar, se indaga sobre las bases jurídicas comunes de esas corrientes jurisprudenciales, tratando de mostrar que no existen diferencias cualitativas que impidan confluir en una configuración unitaria de un mismo y único derecho. Por último, se pretende definir el contenido de ese derecho con una interpretación integradora que muestre que la eficacia y el contenido del derecho ha tenido una evolución que confluye en parámetros iusfundamentales semejantes, y que, además, se plasman en niveles de protección que, en términos generales, son potencialmente más exigentes que los derivados de las Constituciones nacionales ; The Court of Justice confirmed early that the principle of an effective remedy is a general principle of EU law. El presente trabajo presenta la evolución del concepto de Estado dentro del pensamiento marxista durante el siglo veinte. A través de la metodología de Koselleck de la historia de los conceptos (Begriffsgeschichte), se tienen en cuenta los cambios en la realidad político social para interpretar cuales fueron las transformaciones teóricas que sufrió el concepto Estado.
