With the introduction of quasimarket principles in the mid-1990s, the German social service sector faced several challenges from above (the state), within (the organizations), and outside (new competitors and "players"). Within the social services, considerable differences prevail between subsectors; although all reforms have been oriented at the principle of (quasi)markets, the governance arrangements implemented have been rather divergent across subfields. This article compares the effects of the introduction of quasimarket principles in two subfields with very different governance architectures: youth welfare and old-age care. Basic findings include different degrees and variants of hybridity at the meso-level of local welfare arrangements as well as at the micro-level of the organizations in the field. The analysis shows a considerable effect of different governance regimes on the openness of the subfields to new competitors (profit-oriented and voluntary), the reactions of established third sector organizations (internal reforms and hybridization), and the modes of political steering (with varying degrees of informality and oversight).

Der Beitrag beschäftigt sich am Beispiel der Jugendhilfe empirisch mit dem Einfluss der Modernisierungs- und Ökonomisierungsimpulse auf die Ausgestaltung und den Wandel lokaler Wohlfahrtsarrangements. Im Mittelpunkt steht erstens die Frage, welchen Einfluss Modernisierungsanstrengungen der kommunalen Sozialverwaltung und Ökonomisierungsimpulse auf die institutionelle Ausprägung lokaler Wohlfahrtsproduktion, d.h. die Trägerstrukturen sozialer Dienstleistungen haben. Zweitens wird untersucht, wie die Leistungsbeziehungen und Koordinationsstrukturen zwischen Sozialverwaltung und externen Wohlfahrtsproduzenten im Zuge der Modernisierung verändert werden. Angesichts offensichtlicher Widersprüche zwischen formaler Implementierung von Instrumenten des Kontraktmanagements und den tatsächlichen Wirkungen entwikkelt der Beitrag ein Modell unterschiedlicher Implementationsstrategien.

Zusammenfassung
In den 1990er jähren waren die öffentlichen Träger der Jugendhilfe Gegenstand einer doppelten Reformbewegung: Auf der einen Seite stand eine an Effizienzkriterien orientierte Welle kommunaler Verwaltungsmodernisierung auf der anderen Seite fachpolitische Diskussionen zur Verbesserung der institutionellen Voraussetzungen professioneller sozialer Arbeit. Der Beitrag verfolgt das Ziel, das in den vergangenen 15 Jahren zu beobachtende Spannungsverhältnis dieser Modernisierungsansprüche in deutschen Jugendämtern anhand empirischer Daten auszuloten. Im Mittelpunkt stehen das Problem einer Verknüpfung der konkurrierenden Ansätze und die Frage nach den Auswirkungen der verfolgten Reformwege in der Praxis.

Dans cet article, nous nous interrogeons sur les modalités et les motifs selon lesquels des institutions des Nations unies réforment leur structure et leurs processus administratifs au cours du temps. Nous cherchons à savoir s'il est possible d'observer une convergence vers un modèle administratif cohérent au sein du système des Nations unies. Comme dans la plupart des États-nations, les débats sur des réformes telles que le New Public Management (NPM) ou le Post-New Public Management se sont invités dans les administrations publiques internationales. Dans ce contexte, la question de la convergence administrative dans les systèmes administratifs nationaux se pose également dans les administrations publiques internationales des Nations unies. D'un côté, les difficultés similaires, les "tendances" de réforme communes et la croissance des échanges au sein du système des Nations rendent une convergence probable. Mais d'un autre côté, la diversité des tâches, des styles administratifs et des dépendances au chemin emprunté pourrait favoriser des divergences dans les trajectoires de réforme. Nous étudions cette question de la convergence en mesurant la fréquence, l'orientation et les motifs des réformes, à l'aide d'un échantillon de quatre administrations publiques internationales parmi les institutions spécialisées des Nations unies (l'Organisation des Nations unies pour l'alimentation et l'agriculture, l'Organisation internationale du travail, le Fonds monétaire international et la Banque mondiale). Nous constatons que la convergence varie selon le domaine de la réforme (les ressources humaines ou les questions organisationnelles sont plus harmonisées que d'autres) et le temps (certaines administrations publiques internationales réforment plus rapidement ou plus précocement que d'autres). Remarques à l'intention des praticiens Dans cet article, nous identifions différents moteurs de réforme, ainsi que plusieurs conditions favorables et défavorables aux réformes dans l'administration publique internationale, qui servent à comprendre et à prévoir la gestion des changements. Nous mettons en évidence les questions que les décideurs doivent prendre en considération lors de la mise en œuvre des mesures de réforme, telles que le contexte institutionnel, les styles administratifs et les constellations d'acteurs concernés. Nous montrons notamment les éléments suivants : la création d'organes de coordination conduit à des pratiques administratives plus homogènes ; les chefs de secrétariat jouent un rôle décisif dans l'élaboration des réformes administratives et ont un intérêt spécifique à favoriser la coordination et le contrôle dans les organisations publiques ; et l'autonomie permet aux organisations de mener des politiques de réforme adaptées à leurs difficultés propres.

This article asks how and why United Nations organizations reform their administrative structure and processes over time. It explores whether we can observe a convergence towards a coherent administrative model in the United Nations system. Like in most nation states, reform discussions according to models like New Public Management or post-New Public Management have permeated international public administrations. Against this background, the question of administrative convergence discussed for national administrative systems also arises for United Nations international public administrations. On the one hand, similar challenges, common reform 'fashions' and an increasing exchange within the United Nations system make convergence likely. Yet, on the other hand, distinct tasks, administrative styles and path dependencies might support divergent reform trajectories. This question of convergence is addressed by measuring the frequency, direction and rationales for reforms, using a sample of four international public administrations from the United Nations' specialized agencies (the Food and Agriculture Organization, International Labour Organization, International Monetary Fund and World Bank). We find that convergence depends on the area of reform (human resources or organizational matters are more harmonized than others) and time (some international public administrations are faster or earlier than others). Points for practitioners This article identifies different drivers of reforms, as well as several supporting conditions, and obstacles to reform in international public administration, which is useful for understanding and planning change management. It highlights the issues policymakers should consider when implementing reform measures, especially institutional context, administrative styles and relevant actor constellations. Among other things, it shows that: the establishment of coordination bodies clearly leads to more homogeneous administrative practices; executive heads have a decisive role in the shaping of administrative reforms and have a specific interest to foster coordination and control in public organizations; and autonomy enables organizations to pursue reform policies apt to their individual challenges.

Abstract
Severe fiscal constraints form the background for local social policy reform in many German municipalities since the early 2000s. According to a widespread thesis, local governments retreat from voluntary action in the field of social prevention and concentrate on their obligatory functions. The article addresses two questions: First, in how far can we really observe this trade-off between voluntary and obligatory functions? Second, what explains potential deviations from this "austerity thesis" and variation in the scope of local social policy?

Der Beitrag untersucht die Reaktionen internationaler Organisationen im Bereich der Finanzmarktregulierung auf ihre offensichtlichen Fehleinschätzungen der Finanzmarktstabilität vor der Finanzmarktkrise 2007/08. Organisationen wie die OECD, der IWF und die BIZ, aber auch internationale Foren wie das Financial Stability Board, reagierten auf die Krise mit einer Verschiebung ihrer Empfehlungen hin zu makro-prudentieller Regulierung, allerdings in unterschiedlichem Ausmaß und mit unterschiedlicher "innerer Überzeugung". Die "innere Überzeugung" der untersuchten Organisationen ruht in ihren Stäben, kurz ihrer Verwaltung. Daher rückt der Beitrag die Lernkurven der Verwaltungsstäbe in den Mittelpunkt und untersucht den Einfluss unterschiedlicher "Verwaltungsstile" auf Wandlungsfähigkeit und Resistenz gegen Veränderung der jeweiligen "cognitive maps" unter krisenhaften Bedingungen. Der Beitrag beruht auf interviewbasierten Fallstudien in der OECD und dem IWF.
