Offers a critical assessment of some of the major themes & arguments in debates over whether future water scarcities will contribute to violent conflicts & war, particularly in the Middle East. The changing geography of fresh water resources & the likelihood that the condition & availability of fresh water will worsen in the future are addressed, & implications for "resource wars" within & between regions with scarce fresh water resources are considered. An attempt is made to develop a topography of geographies of water & conflict, highlighting the notion of scale; issues of spatiality, boundaries, & territory are also considered. The role of water resource scarcity in past or future conflicts & the potential function of water as a scarce resource that may prove instrumental in brokering peace & cooperation between states are considered; the dynamics of a "water for peace" diplomacy are outlined. In this paper we argue that in South Africa the state is understood and narrated in multiple ways, notably differentiated by interactions with service provision infrastructure and the ongoing housing formalisation process. We trace various contested narratives of the state and of citizenship that emerge from interactions with urban water service infrastructures. In effect, the housing formalisation process rolls out through specific physical infrastructures, including, but not limited to, water services (pipes, taps, water meters). These infrastructures bring with them particular logics and expectations that contribute to a sense of enfranchisement and associated benefits to some residents, while others continue to experience inadequate services, and linked exclusions. More specifically, we learn that residents who have received newly built homes replacing shack dwellings in the process of formalisation more often narrate the state as legitimate, stemming from the government role as service provider. Somewhat surprisingly, these residents at times also suggest compliance with obligations and expectations for payment for water and responsible water consumption. In contrast, shack dwellers more often characterise the state as uncooperative and neglectful, accenting state failure to incorporate alternative views of what constitutes appropriate services. With an interest in political ecologies of the state and water services infrastructures, this paper traces the dynamic processes through which states and citizenship are mutually and relationally understood, and dynamically evolving. Water governance debates have increasingly recognized the importance of adaptive governance for short- and long-term sustainability, especially with respect to increasing climate unpredictability and growing urbanization. A parallel focus on enhancing community participation pervades international development recommendations and policy literature. Indeed, there are often implicit and explicit connections made between the participatory character of water governance institutions and their adaptive capacity. The social-ecological systems literature, however, has also urged caution with respect to embracing panaceas, with increasing calls to be attentive to the limitations of proposed "solutions." We discuss the parallels between the adaptive governance, comanagement, and participatory resource governance literatures and analyze efforts to encourage such participation in urban water governance through Local Water Boards in Accra, Ghana. Drawing on interview data, participant observations, and a survey of 243 individuals, we explored what participatory spaces have been opened or foreclosed as well as the possibilities for adaptive urban water governance in Accra. In this comparative study of two water basins in the Middle East, we examine the hydro-political construction of scale as central to state and nation building, and their territorial consolidation. We argue that scalar negotiations and constructions of freshwater became central to the very consolidation of both Turkey and Israel. The examples we offer also illustrate the usefulness of a performative approach to scale, benefiting from but moving beyond a politics of scale approach. The com- parative focus on hydro-scalar politics and performativities in relation to state and nation building offered a) lends to an enriched understanding of water politics in these two contested river basins, b) enables fuller understanding of how water becomes central to the processes by which nations, states, and territories are con- solidated in this region, and c) contributes to recent debates in political geography by demonstrating the value of scalar and performative approaches. The use of desalination has been increasing in recent years. Although this is not a new technology, its use often proceeds within ill-defined and ambiguous legal, institutional, economic and political frameworks. This article addresses these considerations for the case of Chile, and offers an evaluation of legal ambiguities regarding differences between desalinated water and other freshwater sources and associated consequences. This discussion reviews court records and legal documents of two companies operating desalination plants, both of which have simultaneous rights granted for underground water exploitation: the water supply company in the Antofagasta Region and Candelaria mining company in the Atacama Region. The analysis shows that issues of ambiguity and gaps in the legal system have been exploited in ways that allow these entities to continue the use and consumption of mountain water. They do so by producing desalinated water, and by entering into water transfer and diversion contracts with the mining sector. Drawing on an analysis of water access and supply in Cape Town (South Africa) and Accra (Ghana), we illustrate that neoliberal and human right to water-oriented transformations co-constitute each other discursively, practically, and in policy implementation. Focusing on the transfer of policies and experiences (particularly conjoined demand managementfree basic water programs and related social contestation), we provide examples of how neoliberal logics and human right to water principles intersect in evolving hybrid regulatory landscapes, which are characterized by contradiction. The human right to water makes a difference by influencing the drafting and implementation of water-related policies that affect to the lives of poor and vulnerable populations. Yet this process unfolds unevenly, as human right to water principles and practices are contextually applied, often alongside neoliberalizing policy instruments within evolving regulatory landscapes. Our analysis reveals the uneven effects of policy experimentation, transfer, and adaptation.
