This study , entitled " Implementation of the Regions autonomi and Its Impact on Community Development in Indragiri Hilir " . The purpose of this study is to investigate the implementation of regional autonomy and its influence on development in Indragiri Hilir . Granting regional autonomy does not run properly categorized in Indragiri Hilir district. In addition , the effect on the implementation of community development are not well categorized on the development of basic facilities , infrastructure as well as the multi-year development . From the research framework of systems theory analysis showed that the Government Development Indragiri Hilir the category is not well (out come ) with law No. 23 of 2014.
Kebijakan politik, pemerintah dan pembangunan menempatkan perempuan sebagai insan bahwa yang disejajarkan dalam pengembangan kualitas sumber Daya Manusia. Hal tersebut berakar pada : 1). Intervensi kegiatan pemberdayaan yang tidak sesuai kebutuhan perempuan, 2). Ketidak tersediaan data yang memberi daya dukung. Adapun tujuan yang ingin dicapai adalah membentang masalah/tantangan (fakta hidup perempuan) dan harapan perempuan Sarmi ke depan. Artikel menarik dari Siegfried Zoilner /Theodor Rath-Gerber (2006) " Dalam Michael Raper (2008 : 1) terungkap bahwa dalam "Kehidupan Masyarakat Tradisional Perempuan Memberi Pengaruh Besar".Untuk mencermatinya dikatakan bahwa Negara untuk kesejahteraannya, bukan rakyat ada demi prestise Negara. Faktual tersebut dikaitkan dengan progres pendidikan wanita Sarmi, hasil penelitian Herman Kareth dkk (2011 : 37 ) menemukan perempuan Sarmi berjumlah 5.629 orang, terdapat perempuan Sarmi yang buta huruf atau tidak sempat mengenyang pendidikan di 10 Distrik berjumlah 1.742 orang (31 %). Melandasi latar belakang pemikiran dan tujuan penelitian, penulis menggunakan metode penelitian deskriptif bertujuan menggambarkan secara tepat sifat-sifat suatu individu, keadaan, gejala, atau kelompok tertentu atau untuk menentukan frekuensi atau penyebaran suatu populasi perempuan Sarmi di 5 Suku besar 5.69 orang dengan jumlah perempuan yang terbanyak berdomisili di wilayah Socio-Cultural : Sobey 2.268 perempuan, Manirem 1.101 perempuan, Armaty 459 perempuan, Isirawa 648 perempuan dan Rumbuay 1.020 perempuan. Populasi perempuan Sarmi di 5 Suku besar 5.629 orang dengan jumlah perempuan yang terbanyak berdomisili di wilayah Socio – Cultural : Sobey 2.268 perempuan dan Rumbuay : 1.020 perempuan Perempuan Sarmi yang tamat sekolah dasar : 1.370 (24%), SLTP : 692 (12%), dan SLTA : 489 (9%). Sedangkan jenjang SO, S1 dan S2 lebih sedikit : SO : 45, S1 : 16 sedangkan S2 : 3 perempuan.Selain itu perempuan Sarmi yang putus sekolah rata-rata di 10 Distrik yaitu : Putus SD : 319, SLTP : 41, SLTP : 22 dan SO : 1 orang perempuan. Data lain yang sangat menonjol adalah tingkat Buta Huruf mencapai 1.742 perempuan (31%), terdapat kecenderungan angka Buta Huruf tinggi di : Distrik Pantai Barat : 397 perempuan Distrik Tor atas : 289 perempuan. The purpose of this research is to find out the evaluation of the implementation of regional regulation No. 3 Year 2014, which concerning on children protection (Case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, Indragiri Hulu regency). The evaluation is measuredby using four indicators, which are communication, resources, disposition, and bureaucracy structure. The hypothesis of this study is how is the evaluation of the implementation of regional regulation No. 3 Year 2014, which is about children protection (Case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, IndragiriHulu regency)? This is descriptive study, which is conducted through survey. This study is located in Department of Women`s Empowerment and Child Protection in Indragiri Hulu regency, the district office of PasirPenyu, head of sub-district office of Air Molek II and sub-district of AirMolek II. The population of this study are Head of Fulfillment for Children Rights, Head of PasirPenyu district, Head of Air Molek II sub-district, and 514 people of Air Molek II sub-district while the sample of this study consists of 53 people. The data that is usedare primer data, which is gotten from questioner and interview and secondary data like documentation. The result of this study can be concluded that generally, the evaluation of the implementation of regional regulation No. 3 Year 2014, which concerning on children protection (case study ofMagrhribMengaji, the policy of proper city for children in sub-district of Air Molek II, PasirPenyu district, IndragiriHulu regency) is fair enough. However, there are obstaclesin this activity, which are lack participation of the society or the parents to assign their children to join with the activity of MaghribMengaji, lack of government policy that regulates the procedure of MaghribMengaji, and lack of teaching staff so that it makes the participants becomes less discipline
Penataan antara legislasi berdasarkan kewenangan konstitusional dengan legislasi berdasarkan kewenangan atribusi menentukan jenis dan hierarki secara sistematis peraturan perundang-undangan. Hierarki peraturan peraturan perundang-undangan secara bertingkat dan berurut dimulai dari norma konstitusional, peraturan organik (pelaksanaan) berdasarkan kewenangan legislasi oleh lembaga legislatif, dan peraturan perundang-undangan berdasarkan kewenangan atribusi, delegasi, dan mandat oleh pemerintah dalam menjalankan tugas dan fungsi publiknya. Overregulasi yang terjadi di Indonesia selama ini berkaitan dengan kewenangan menteri membuat peraturan umum dan abstrak disebabkan oleh klausula norma yang terdapat dalam setiap undang-undang produk legislasi legislatif. Menteri memperoleh kewenangan atribusi dalam undang-undang tersebut. Padahal secara teoritis, batas kewenangan atribusi hanya dapat dimiliki oleh presiden selaku kepala pemerintahan, sedangkan menteri hanya terbatas pada kewenangan delegasi. Dampak terhadap penataan regulasi menjadi tidak tertata, saling tumpang tindih, kontradiktif, dan bahkan menghasilkan kontraproduktif terhadap pelayanan publik.
This research focussed on the export development of cocoa bean with respect to its export growth, values and competitiveness. Based on this deve-lopment, the aim of this research is to propose alternative development strategies of export business for cocoa bean in the future. The Analysis Hierarchie Process (AHP) framework of export business of cocoa bean was arranged consecutively from formulation of focuss or goals, identification of affecting factors and actors, deter mination of actor objectives, and recognition of alternative strategies needed. Each component of goals, factors, actors, objectives, and alternative strategies were valued on the basis of their importance using Saaty scales. Results of interviews with experts were analyzed using AHP technique. The development of cocoa bean export from 2000 to 2006 showed the competitiveness position of Indonesia in the world market was fairly good. In order to increase the growth and values of cocoa bean export, the experts consider the role of government as regulators and facilitators is very important. The government became the main actor for the export development through de/regulation related to the cocoa bean commodity. The objectives of actors could be achieved by combining strategies (i) provision of fund in national and regional budget, as well as other sources (ii) implementation of recomended technologies of cocoa, (iii) acceleration of replanting program, (iv) improvement of research productivity in producing high yielding plant materials, (v) development of transportation facilities from farms to harbours, (vi) development of farmers' organization and partnerships as well as strategic alliance, and (viii) pests and diseases control. Purpose: Decision Science is important in many fields, including education. In the current educational landscape, as educational processes evolve to meet the challenges of the fourth industrial revolution, this study utilizes a well-established impact factor, academic supervision, to enhance teacher performance. The expectations of school principals are considered critical factors in the implementation of decision supervisors. This study underscores the significance of elements influencing the improvement of teacher performance, with a focus on planning, decision-making, and implementation pressures within the context of academic supervision. Design/methodology/approach: This study employs a case study approach and collects data through interviews, observations, and document analysis. Data were analyzed by transcribing, taking notes, recording videos, and examining documents to generate ideas, codify data, develop themes, interpret the information, and draw conclusions. Findings: The study's findings reveal that the planning expectations for an academic supervision program decision are high and sufficient to consider the needs of teachers, involve all school apparatus components, and integrate the program with other activities. The expectations for making decisions and implementing the academic supervision program are met by fostering solid teamwork, increasing the frequency of classroom supervision visits, advancing the profession, and instilling a professional attitude among teachers. However, in terms of reviewing decisions, discussing them, seeking improvement solutions, and enhancing teacher performance, the evaluation expectations and follow-up results of academic supervision still need improvement. The findings of this study suggest that the decision-making expectations of principals as supervisors are crucial for decision performance and the success of academic supervision programs designed to make decisions and improve teacher performance. Originality/value: Considering the time constraints of this study, future researchers should explore school principals' expectations as supervisors in greater depth, especially concerning decision-making and the improvement of teacher performance. Practical implications: This study benefits school principals in their roles as decision-makers and supervisors, encompassing planning, implementation, and the monitoring of academic supervision decisions. It also covers outcomes such as reviews, discussions, and proposed solutions for enhancing teacher performance, with indirect implications for student learning.
